Hu Kaiqiang, Secretary-General of the Shanghai Cooperation Organization’s Multifunctional Economic and Trade Platform and Deputy Director of the Committee on Hong Kong, Macao, Taiwan, Overseas Chinese Affairs, and Foreign Affairs of the Chongqing Municipal Committee of the Chinese People’s Political Consultative Conference, welcomed Ye Ping and a delegation led by Liu Bin, Vice Dean of the School of Emergency Management at Qingdao Port Vocational and Technical College. The meeting was attended by Liu Jie, Deputy Secretary-General.

Ye Ping explained that the School of Emergency Technology at Guangzhou Institute of Science and Technology is a key secondary college established by the institution to support the development of the regional safety and emergency‑response industries. Its Safety Technology and Management program was officially launched in 2023, having previously been part of the Social Work major with an emphasis on emergency management. The school offers specialties such as Intelligent Safety Monitoring Technology and Emergency Rescue Technology, closely aligning with the needs of the Greater Bay Area’s safety and emergency‑response sector. Actively engaging in collaborative education among government, academia, industry, and enterprises, the school is committed to cultivating high‑quality, practice‑oriented talent in emergency response and safety for the Guangdong–Hong Kong–Macao Greater Bay Area, earning recognition as a robust safeguard for urban security.

Liu Bin provided a detailed overview of Qingdao Port & Harbor Vocational and Technical College, highlighting its rich institutional heritage as well as the distinctive features of its School of Emergency Management in terms of program development and talent cultivation. Founded in 1975, the college is under the supervision of the Shandong Provincial Department of Education and sponsored by the Shandong Port Group. It is a state‑run, full‑time higher vocational institution, boasting a sprawling 1,000‑mu campus and offering 42 in-demand majors. Leveraging its unique strengths—integrated school–port operations and deep industry–education collaboration—the college has long been committed to advancing port and maritime vocational education, earning the reputation of being the “Whampoa Military Academy” of the port sector. It has also been recognized as a key institution under the national “Double First-Class” initiative, among numerous other accolades.

Ye Ping and Liu Bin both expressed their hope to leverage the platform’s international resource advantages to deepen industry–education integration and overseas vocational‑education cooperation. They plan to take the lead in establishing specialized working committees in areas such as digital emergency safety, the low‑altitude economy, and digital ports, and to jointly build a new platform for international collaboration among universities, local governments, and enterprises, thereby cultivating high‑quality, skilled personnel who meet the development needs of SCO member states.

Hu Kaiqiang pointed out that the platform remains committed to upholding the “Shanghai Spirit” and earnestly implements the resolutions adopted at previous meetings of the Council of Heads of State of the Shanghai Cooperation Organization. Centered on the core mission of “building a new SCO ecosystem characterized by the deep integration of the digital and traditional economies,” the platform leverages industry working committees to bring together market entities of diverse ownership forms, thereby fostering an industrial‑collaborative innovation ecosystem in SCO member states led by Chinese enterprises serving as “chain‑leading” firms. This effort supports local governments in attracting investment and seeks to dismantle barriers to cooperation among enterprises with different ownership structures, while exploring the establishment of “SCO standards” to lay the groundwork for a global realignment of productive forces.

Liu Jie chaired the symposium, presenting the platform’s innovative operational model and its achievements in construction and development. He highlighted successful cases of international cooperation involving the platform’s relevant working committees, while Qiu Rong from the Platform’s Project Expansion Department also took part in the discussion. Both sides engaged in an in-depth exchange on issues of mutual interest.
