Xinhua News Agency, Beijing, February 28 — The fifth issue of the magazine "Qiushi," to be published on March 1, will feature an important article by Xi Jinping, General Secretary of the CPC Central Committee, President of the People's Republic of China, and Chairman of the Central Military Commission, entitled "Let a Culture of Willingness to Take Responsibility, Courage to Take Responsibility, and Skill in Taking Responsibility Become Widespread." This article is an excerpt from General Secretary Xi Jinping’s important remarks made between December 2012 and December 2025.
The article emphasizes that practical action strengthens the nation, while empty talk harms it. Turning the grand blueprint outlined at the 20th National Congress of the Party into a bright reality requires leading cadres at all levels to step up and take responsibility. On this new journey, we will not always encounter smooth roads ahead; instead, we will face numerous major challenges, significant risks, formidable obstacles, and deep-seated contradictions. Therefore, leading cadres must demonstrate a strong sense of responsibility and commitment. Leading cadres at all levels should dedicate themselves wholeheartedly to the Party, working tirelessly day and night, and fulfill their duties and responsibilities toward the Party and the people with a constant sense of concern and a spirited attitude of proactive engagement and responsibility.
The article points out that cadres’ willingness to take responsibility and act decisively is not only a political quality but also the very essence of their duty in public service. Only those who are capable of shouldering great responsibilities can achieve great undertakings; only those who fully embrace their duties can attain great accomplishments. We must avoid the mindset of wanting to be officials without wanting to get things done, seeking power without assuming responsibility, and desiring glory without putting in the effort. Instead, we should demonstrate political commitment by remaining loyal to the Party, sharing its worries, fulfilling our duties for the Party, and bringing benefits to the people. We must also display a sense of responsibility by holding ourselves accountable for the territory entrusted to us, taking our responsibilities seriously, and fulfilling them conscientiously. When confronted with major right-and-wrong issues, we must dare to draw the line; when facing contradictions, we must dare to rise to the challenge; when confronted with crises, we must dare to step forward bravely; when making mistakes, we must dare to accept responsibility; and when encountering unhealthy trends and evil practices, we must resolutely fight against them. Leading cadres must fulfill their roles, pursue their responsibilities, and shoulder their duties wholeheartedly. Within the scope of their responsibilities, they should proactively take on heavy burdens and tackle difficult tasks. They must uphold the principles of Party spirit, clearly distinguish right from wrong, and dare to engage in struggle, demonstrating clear-cut stance on major issues and fundamental principles.
The article points out that leading cadres must not only have the broad shoulders to take on responsibilities but also possess genuine competence to get things done. They must be bold in speaking about politics and skilled at doing so; they must remain firmly committed to promoting development and excel at it; they must dare to push forward with reform and be adept at managing it; they must courageously confront contradictions and problems while being equally adept at resolving them. Moreover, they must not only demonstrate a conscious desire to get things done and genuinely put their efforts into action, but also acquire the skills necessary to execute tasks effectively and achieve concrete results. Party discipline and the pursuit of work and entrepreneurship are inherently unified. By adhering to rules and regulations, we can enjoy ample freedom and vast scope for pursuing work and entrepreneurship. We must properly balance integrity and responsibility, integrating integrity with responsibility, diligence with incorruptibility, and boldly taking on heavy burdens, tackling tough challenges, and accepting difficult tasks.
The article points out that strict governance in all respects and encouraging accountability and initiative are intrinsically unified, rather than mutually exclusive. Strictness does not mean stifling everyone, making people hesitant and cautious, turning the Party into a stagnant pool of apathy and inaction. Instead, it aims to clarify direction, establish rules, rectify conduct, and strengthen immunity—thereby fostering a clean and upright political environment within the Party and creating a favorable atmosphere that encourages innovation and entrepreneurship, further boosting the Party’s enthusiasm, initiative, and creativity. Only when organizations dare to take responsibility will cadres feel confident and capable. We must dare to stand by those who take responsibility, hold accountable those who are responsible, and support those who get things done. We should combine strict management with genuine care, implement the “three distinctions,” and make every effort to eliminate all factors that hinder cadres from stepping up and performing their duties. In selecting and appointing personnel, we must clearly emphasize and reward those who demonstrate a strong sense of responsibility. Whether or not a cadre dares to shoulder responsibilities, is willing to take action, and has the ability to get things done should become key criteria for identifying, evaluating, rewarding, punishing, promoting, and demoting cadres. The fundamental basis for selecting and appointing cadres should be whether they have actually done something, how much they have accomplished, and whether their work has been recognized and approved by both the organization and the masses. We must select and appoint cadres who are willing to take responsibility, dare to take responsibility, excel at getting things done, and achieve outstanding results, so that taking responsibility becomes a widespread and deeply rooted practice throughout the Party.
