Beijing, March 15 (Xinhua) — The sixth issue of the “Qiushi” magazine, to be published on March 16, will feature an important article by Xi Jinping, General Secretary of the CPC Central Committee, President of the People’s Republic of China, and Chairman of the Central Military Commission, titled “Promoting High‑Quality Development of the Marine Economy.”

The article emphasizes that China has a long history of exploring and developing the ocean. Since the founding of New China, we have been systematically exploiting and utilizing marine resources. Following the reform and opening-up, China’s marine economy entered a period of accelerated development. To advance Chinese modernization, we must efficiently develop and utilize the ocean, promote high‑quality growth of the marine economy, and forge a path toward national strength that is uniquely Chinese and oriented toward the sea.

The article points out that, in terms of overall strategy, we must place greater emphasis on innovation-driven development, swiftly break through key core technologies, and promote high‑level self-reliance and self‑strength in marine science and technology; place greater emphasis on efficient coordination, adhering to integrated land‑sea planning and mountain‑sea linkages to enhance synergistic development efforts; place greater emphasis on industrial upgrading, driving the transformation and upgrading of traditional marine industries, vigorously developing emerging marine industries, actively fostering future marine industries, and building a modern marine industrial system; place greater emphasis on harmonious coexistence between humans and the sea, balancing marine resource development with conservation, constructing a sustainable marine ecological environment, and forging a new pattern of positive, mutually beneficial interactions between people and the sea; and place greater emphasis on win‑win cooperation, proactively participating in global ocean governance, jointly and peacefully harnessing marine energy resources, and resolutely safeguarding our country’s territorial sovereignty and maritime rights and interests.

The article points out that, in terms of specific tasks, emphasis should be placed on six key areas. First, we must strengthen top‑level design and policy support. We should formulate the 15th Five‑Year Plan for Marine Economic Development, increase policy support in areas such as industry, science and technology, finance and taxation, and financial services, and encourage and guide social capital to actively participate in the development of the marine economy. Second, we must enhance our capacity for independent innovation in marine science and technology. We should reinforce our strategic marine science and technology capabilities and foster the growth of leading marine technology enterprises as well as specialized, refined, distinctive, and innovative small and medium-sized enterprises. Third, we must strengthen, optimize, and expand marine industries. We should promote the standardized and orderly development of offshore wind power, advance modern deep‑sea fishing operations, vigorously develop marine biopharmaceuticals and biological products, create distinctive marine cultural and tourism destinations, implement initiatives for high‑quality development of the shipbuilding and marine engineering equipment industries, and intensify efforts to build a “Digital Ocean,” thereby driving high‑quality growth in the shipping industry. Fourth, we must strengthen comprehensive planning for major bays. We should systematically advance the optimization and integration of coastal port clusters and support the green and digital‑intelligent transformation of key ports. Fifth, we must strengthen marine ecological and environmental protection. We should enhance prevention at the source of marine environmental risks, continue implementing comprehensive governance in key sea areas, actively promote layered, three‑dimensional utilization of marine spaces, and explore the establishment of marine carbon sink accounting systems. Sixth, we must engage deeply in global ocean governance. We should strengthen international cooperation in marine scientific research and surveys, disaster prevention and mitigation, and the blue economy, while advancing the development of the Belt and Road International Port Alliance.
