“Qiushi” Magazine Publishes an Important Article by General Secretary Xi Jinping
“Establishing and Practicing a Correct View of Political Achievement”

BEIJING, March 31 (Xinhua) — The seventh issue of the journal Qiushi, to be published on April 1, will feature an important article by Xi Jinping, General Secretary of the CPC Central Committee, President of the People’s Republic of China, and Chairman of the Central Military Commission, entitled “Establishing and Practicing a Correct View of Political Achievements.” This article is an excerpt of General Secretary Xi’s key expositions on the subject from December 2012 to February 2026.

The article emphasizes that the issue of one’s outlook on political achievements is a fundamental one, as it bears directly on the Party’s commitment to serving the public good and governing for the people. Only by continuously delivering outstanding results that advance the cause of the Party and the country and bring benefits to the people can we truly uphold the Party’s fundamental purpose and fulfill its historic mission. We must always proceed from reality and act in accordance with objective laws, making sound decisions and working diligently and tirelessly to produce achievements that stand the test of practice and history, genuinely benefit the people, and win widespread recognition from the masses.

The article points out that the decisive factor in establishing and practicing a correct view of political achievements is Party spirit. The fundamental criterion for measuring the strength of Party spirit is whether one puts the public interest before personal interests. Only with strong Party spirit and the unwavering rejection of selfish motives can we ensure that our view of political achievements remains free from distortion. Leading cadres at all levels must, in light of the Party’s mission and tasks, establish and practice a correct view of political achievements by examining whether their thinking and actions deviate from the lofty ideal of communism and the common ideal of socialism with Chinese characteristics, whether they stray from the fundamental principle of serving the people wholeheartedly, whether they lose touch with the Party’s line, principles, policies, and the major decisions and arrangements of the Party Central Committee, or whether they become divorced from the national conditions and the actual circumstances of their respective regions and departments. They should advance Chinese modernization with the spiritual outlook of “success need not be mine, but success will surely be mine,” and devote themselves wholeheartedly to this endeavor.

The article points out that Communists must always bear in mind that bringing benefits to the people is the greatest political achievement. In pursuing undertakings and creating achievements, the ultimate goal is to benefit the people, not personal promotion or gain. When planning and advancing work, we must steadfastly uphold the fundamental principle of serving the people wholeheartedly, adhere to a development philosophy centered on the people, ensure that development is for the people, relies on the people, and its fruits are shared by the people, and deliver concrete, practical results that truly win the hearts and minds of the masses. We must strive to achieve political success by serving the people and through down-to-earth, hard-working efforts, refraining from short-sighted, opportunistic, deceptive, or reckless approaches in the pursuit of achievements. We must also put a stop to the practices of new officials ignoring past commitments and to “vanity projects” and “achievement-oriented projects.”

The article emphasizes that high-quality development is the primary task in fully building a modern socialist country, and that upholding high-quality development must be an essential component of leading cadres’ performance appraisal criteria. To ensure that the requirement of fully, accurately, and comprehensively implementing the new development philosophy and vigorously promoting high-quality development is effectively carried out at every level, it is indispensable to adopt a correct view of political achievements. It is necessary to strike the right balance among stability and progress, establishment and dismantling, the intangible and the tangible, the immediate and the long-term, and to adhere to bottom-line thinking, strengthen risk awareness, and consciously integrate the new development philosophy into every aspect of economic and social development. We must improve the methods for assessing and evaluating performance in promoting high-quality development, leverage the guiding role of such assessments, encourage leadership teams at all levels to earnestly embrace a correct view of political achievements, and thereby establish a sound orientation for work. Furthermore, we should refine a differentiated assessment and evaluation system, enhance the pertinence and scientific rigor of evaluations, and prevent the vicious cycle of “officials being promoted based on statistics and statistics being produced to promote officials.”

The article points out that this year marks the beginning of the 15th Five-Year Plan period, during which leadership teams at all levels across the country will undergo successive transitions. It is therefore of great importance and necessity to promote, through study and education, the establishment and practice of a correct view of political achievements among leadership teams and leading cadres at all levels. Study and education must be treated as a key task in this year’s Party building, so as to ensure tangible results. First, we must earnestly and thoroughly enhance our ideological awareness. All Party members, especially leading cadres at all levels, should gain a profound theoretical and practical understanding of the significance of a correct view of political achievements for the development of the Party and the country. In particular, they should draw lessons—both positive and negative—from typical examples, thereby strengthening their Party spirit and sense of responsibility to the Party and the people, and cultivating a conscious commitment, both in thought and in action, to establishing and practicing a correct view of political achievements. Second, we must earnestly and thoroughly address prominent problems. We must closely adhere to the overarching requirements of “upholding the public interest, benefiting the people, making scientific decisions, and pursuing concrete, pragmatic work,” integrate study, inspection, and rectification, thoroughly identify and accurately pinpoint problems, and carry out targeted, pragmatic rectification. Third, we must earnestly and thoroughly establish sound systems and rules. Drawing on the problems identified and rectified during this study and education campaign, we must uncover institutional loopholes, shortcomings, and weak links, and effectively fill these gaps by putting in place robust systems and rules that clearly define what may and may not be done, for whom it is being done, and how it should be carried out. At the same time, we must refine and improve accountability mechanisms, ensuring that these systems are rigorously enforced and fully play their roles in guiding and motivating, as well as in standardizing and constraining behavior.
