Shanghai Cooperation Organization Time  

Hu Kaiqiang, Secretary-General of the Multifunctional Economic and Trade Platform of the Shanghai Cooperation Organization Member States and Deputy Director of the Committee on Hong Kong, Macao, Taiwan Affairs, Overseas Chinese Affairs, and Foreign Affairs of the Chongqing Municipal Committee of the Chinese People’s Political Consultative Conference, extended a warm welcome to Ms. Satarina and her delegation. The meeting was attended by Zhang Guangfu, Deputy Secretary-General.

According to Satarhkina, Peter the Great St. Petersburg Polytechnic University (SPbPU), founded in 1899, traces its origins to the Imperial Technical School of Peter the Great during the Tsarist era and was later renamed Leningrad Kalinin Polytechnic Institute. The university was co-founded by such renowned scholars as D.I. Mendeleev, the inventor of the periodic table, and is recognized by the Russian Federation government as a “national research university” and a participant in the “5–100” Initiative for Excellence in Higher Education, ranking first in Russia in engineering disciplines. SPbPU has achieved numerous groundbreaking scientific breakthroughs, including participation in the design of the world’s first diesel-powered submarine, the launch of the world’s first artificial satellite, and involvement in the ITER international fusion reactor project. In the 2023 Times Higher Education World University Rankings, the university ranked third in Russia, and in the 2026 QS World University Rankings it placed 12th among Russian institutions. The university excels in science and engineering fields such as mechanical engineering, technological engineering, electrical and electronic engineering, materials science, information security, and computer science. It expresses its hope to strengthen exchanges with the Platform and its educational partnership network, thereby further deepening international cooperation in higher education between Russian and Chinese universities.

Hu Kaiqiang pointed out that the platform is committed to upholding the “Shanghai Spirit” and thoroughly implementing the resolutions adopted at previous summits of the Council of Heads of State of the Shanghai Cooperation Organization. Centered on the core mission of “building a new SCO ecosystem characterized by the deep integration of the digital and traditional economies,” the platform leverages industry-specific working committees to bring together market entities of diverse ownership structures, thereby fostering an industrial collaborative innovation ecosystem in SCO member states led by Chinese enterprises serving as “chain leaders.” This initiative aims to assist local governments in attracting investment and business, break down barriers to cooperation among enterprises of different ownership types, explore the establishment of “SCO standards,” and lay the foundation for a global realignment of productive forces. He emphasized that strengthening cooperation in education, culture, science and technology, and other fields represents a key consensus among the heads of state of the SCO member states. In this regard, the platform supports the establishment of partnerships between Peter the Great St. Petersburg Polytechnic University, the Platform’s Education Working Alliance, and relevant universities in Chongqing, with the goal of jointly advancing new achievements in international educational cooperation among SCO member states.
