Xi Jinping Holds Talks with General Secretary and President of the Communist Party of Vietnam, Nguyen Phu Trong

BEIJING, April 15 (Xinhua) — On the morning of April 15, Xi Jinping, General Secretary of the CPC Central Committee and President of the People’s Republic of China, held talks at the Great Hall of the People with Nguyen Phu Trong, General Secretary of the Communist Party of Vietnam and President of the Socialist Republic of Vietnam, who was in China for a state visit.

Xi Jinping once again extended his congratulations to Nguyen Xuan Phuc on his election as President of Vietnam. Xi pointed out that your prompt visit to China following your election underscores the great importance you attach to developing China-Vietnam relations. He expressed confidence that, under the strong leadership of the Central Committee of the Communist Party of Vietnam headed by Comrade Nguyen Xuan Phuc, Vietnam will steadfastly follow the socialist path and forge ahead with determination toward the two centenary goals of building the Party and building the country. Regardless of how the international situation may evolve, China will always regard Vietnam as a priority in its neighborhood diplomacy and stands ready to work with Vietnam to stay true to our original aspirations, carry forward our friendship, strengthen solidarity and cooperation, and provide mutual support. Together, we will continue to advance all-round strategic cooperation in a high-quality manner in accordance with the overarching “Six More” objectives, accelerate the building of a China-Vietnam community with a shared future of an even higher level and greater strategic significance, and make greater contributions to the building of a community with a shared future for mankind.

Xi Jinping emphasized that the leadership of the Party is the most essential feature and the greatest strength of socialism. Safeguarding the socialist system and the ruling status of the Communist Party are the paramount common strategic interests of the two Parties of China and Vietnam. Both sides must maintain a high degree of strategic clarity and strong strategic resolve, steadfastly uphold confidence in the chosen path and in the socialist system, and ensure that reform stays on course and that change does not alter the fundamental nature of the system.

Both sides should fully leverage the unique role of inter-party channels, maintain close high-level exchanges, and consolidate political mutual trust. They should make effective use of mechanisms such as high-level meetings, theoretical seminars, cadre training, paired exchanges, and local cooperation; implement the new round of the Cooperation Plan between the Communist Party of China and the Communist Party of Vietnam; and conduct in-depth exchanges and mutual learning on theories and experiences in party governance and state administration. Political security must be given top priority; the “3+3” strategic dialogue mechanism involving foreign affairs, national defense, and public security should be utilized to full effect; and education on ideals and convictions for the younger generations of both countries should be continuously strengthened.

The two sides should join forces and work hand in hand on the path of modernization. They should accelerate the alignment of development strategies and give priority to advancing infrastructure connectivity. Cooperation in emerging fields such as artificial intelligence, semiconductors, and the Internet of Things should be strengthened. China welcomes more high-quality Vietnamese products to enter the Chinese market. The two sides should continue to enhance friendly exchanges and cooperation in tourism, culture, media, education, health, sports, and other areas, so as to foster greater mutual understanding and affinity between the peoples of the two countries. I am pleased to announce, together with you, the launch of the 2026–2027 China–Vietnam Tourism Cooperation Year.

Both sides should uphold the banner of peace, development, cooperation, and win-win outcomes; jointly oppose unilateralism and protectionism; and safeguard the global free-trade system as well as the stability and smooth functioning of global industrial and supply chains. They should work together to implement the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative, and the Global Governance Initiative, and jointly address global challenges. This year marks the fifth anniversary of the establishment of the China-ASEAN Comprehensive Strategic Partnership, and China stands ready to strengthen coordination and collaboration with regional countries to advance the building of an even closer China-ASEAN community with a shared future.

Su Lin stated that this is his first foreign visit since being elected President of Vietnam, and it also coincides with the first anniversary of General Secretary and President Xi Jinping’s historic visit to Vietnam last year, fully demonstrating the spirit of “the closer our neighbors become, the closer our ties grow,” as emphasized by the General Secretary. The Vietnamese side expressed its gratitude to the Communist Party of China, the Chinese government, and the Chinese people for the significant political support they provided for the 14th National Congress of the Communist Party of Vietnam, and affirmed its commitment to continuously uphold the time-honored friendship with China and to further advance the comprehensive strategic cooperative partnership between the two countries as well as the community with a shared future of strategic significance. The Vietnamese side extended its congratulations to China on the successful completion of the 14th Five-Year Plan and the historic achievements attained thereby, and expressed confidence that China will smoothly implement the 15th Five-Year Plan, continuously promote high-quality development and socialist modernization, achieve the Second Centenary Goal on schedule, and emerge as a pillar and primary driving force for world peace and development.

Currently, Vietnam-China relations are maintaining a positive momentum of development, with close strategic communication. In the field of defense and security, dialogue has progressed to the stage of practical cooperation; economic, trade, investment, and infrastructure cooperation is being deepened; people-to-people exchanges are highly frequent; and multilateral engagement is becoming increasingly close. The Vietnamese side cherishes the special affection and consistent support that General Secretary Xi Jinping has accorded to Vietnam-China relations, and is firmly committed to regarding the development of relations with China as an objective necessity, a strategic choice, and a top priority for Vietnam. Vietnam will continue to uphold the One-China policy, stands ready to strengthen strategic communication and high-level strategic coordination with China, elevate cooperation in such areas as economy, trade, investment, railway and other infrastructure projects, and tourism, and intensify collaboration in education, training, science and technology, cultural and people-to-people exchanges, and local-level cooperation. Vietnam also seeks to better manage the land border and safeguard maritime peace. Following the talks, the two sides jointly witnessed the signing of multiple bilateral cooperation documents covering such areas as inter-party relations, public security, justice, economy, supply-chain cooperation, customs cooperation, science and technology, people’s livelihood, human resource development, media, and local-level exchanges.

Prior to the talks, Xi Jinping and his wife, Peng Liyuan, hosted a welcoming ceremony for Soeun and his wife, Oum Phally, at the square outside the East Gate of the Great Hall of the People. Upon Soeun’s arrival, honor guards stood at attention in salute. Xi Jinping and Soeun then ascended the reviewing stand, where the military band played the national anthems of China and Vietnam, and 21 ceremonial gun salutes were fired over Tiananmen Square. Accompanied by Xi Jinping, Soeun reviewed the Honor Guard of the Chinese People’s Liberation Army and watched the parade. Young children, holding bouquets of flowers as well as the flags of the Communist Parties and the national flags of China and Vietnam, cheered and waved in greeting.

At noon that day, Xi Jinping and Peng Liyuan hosted a welcome banquet for the Sulin couple in the Golden Hall of the Great Hall of the People.

That afternoon, Surin also visited the Exhibition Hall of the History of the Communist Party of China.
