Xi Jinping pointed out that the United Arab Emirates is China’s comprehensive strategic partner, and that China has always attached great importance to developing its relations with the UAE. Thanks to the joint efforts of both sides, China–UAE relations have maintained healthy and steady development, with political mutual trust continuously deepening, practical cooperation advancing steadily, and cultural and people-to-people exchanges flourishing in diverse forms. Consolidating and elevating China–UAE relations is a firm consensus shared by both sides and aligns with the expectations of the peoples of the two countries. China stands ready to work hand in hand with the UAE to build an even more solid, resilient, and dynamic China–UAE comprehensive strategic partnership. The two sides should continue to support each other on issues concerning their respective core interests and major concerns, maintain high-level exchanges, and strengthen strategic mutual trust. They should also enhance the alignment of their development strategies, tap the full potential in such fields as energy, investment, trade, and science and technology, and deepen mutually beneficial cooperation. Furthermore, they should make greater progress in cooperation in education, civil aviation, tourism, and other areas, intensify cultural and people-to-people exchanges, and consolidate the popular foundation for bilateral ties. On multilateral platforms such as the United Nations and the BRICS, the two sides should enhance coordination and cooperation, leveraging the stability of China–UAE relations to address the uncertainties in the international and regional landscape and jointly promote the building of a community with a shared future for mankind.
The two sides exchanged views on the current situation in the Middle East and the Gulf region. Xi Jinping underscored China’s principled position of advocating peace and facilitating dialogue, and reaffirmed that China will continue to play a constructive role in this regard.
Xi Jinping put forward four propositions for safeguarding and promoting peace and stability in the Middle East: First, uphold the principle of peaceful coexistence. The Gulf states of the Middle East are closely linked and share a common destiny; they are neighbors who cannot be moved apart. We should support the Gulf states in improving their relations and in advancing the establishment of a common, comprehensive, cooperative, and sustainable security architecture for the Middle East and the Gulf region, thereby consolidating the foundation for peaceful coexistence. Second, uphold the principle of national sovereignty. Sovereignty is the cornerstone of the survival and development of all countries, particularly the vast majority of developing countries, and must be inviolable. The sovereignty, security, and territorial integrity of the Gulf states must be earnestly respected, and the safety of personnel, facilities, and institutions of all countries must be effectively protected. Third, uphold the principle of the rule of law in international affairs. The authority of the rule of law in international affairs must be upheld; it cannot be applied when it suits and discarded when it does not, nor can the world be allowed to revert to the law of the jungle. We must steadfastly safeguard the international system with the United Nations at its core, the international order based on international law, and the fundamental norms governing international relations grounded in the purposes and principles of the UN Charter. Fourth, uphold the integrated approach of development and security. Security is the precondition for development, and development is the guarantee of security. All parties should create a favorable environment and inject positive energy into the development of the Gulf states. China stands ready to share the opportunities presented by Chinese modernization with the Gulf states, thereby strengthening the foundations for regional development and security.

Khalid stated that China–Arab relations boast a long history and a solid foundation, characterized by mutual respect, mutual trust, and extensive shared interests. The Arab side attaches great importance to developing its relations with China and stands ready to work with the Chinese side to effectively implement the important consensus reached by the two heads of state, deepen cooperation across all fields, open up broader prospects for bilateral relations, and deliver greater benefits to the peoples of both countries. The Arab side commends China’s responsible and constructive role in international affairs and its active efforts to promote political solutions to the current Middle East crisis. It is committed to maintaining close communication and coordination with China to urge the relevant parties to cease fire and end hostilities, swiftly restore regional peace and stability, safeguard international shipping security, and prevent further adverse impacts on the global economy and energy security. The Arab side will also take concrete measures to ensure the safety of Chinese citizens and institutions in Arab countries.
