To explore solutions to the challenges faced by Chinese enterprises in going global and to promote high-quality development of cross-border trade, the Science and Technology & Energy Industry Development Committee of the Multifunctional Economic and Trade Platform of the Shanghai Cooperation Organization Member States—hereinafter referred to as the “Science and Technology & Energy Committee”—has engaged its chair organization, Zhongke High-Tech Development (Tianjin) Co., Ltd., in active collaboration with the Hebei Provincial Federation of Commerce to organize a series of exchange activities centered on the needs of Chinese companies seeking international expansion. The two parties aim to precisely align the specialized industrial resources of Hebei’s 107 county-level industrial clusters, thereby empowering these clusters to expand into international markets. In addition, they have held in-depth discussions with key leading enterprises in Hebei Province, jointly deliberating on core issues such as enterprise quality improvement and upgrading, deepening Beijing–Tianjin–Hebei cooperation, and advancing high-quality development of cross-border trade, with a view to formulating concrete measures for future growth.
During the symposium, all parties adopted a problem-, goal-, and results-oriented approach, focusing on the core pain points faced by Chinese enterprises in their overseas expansion and engaging in thorough exchanges. With regard to the salient bottlenecks confronting companies as they seek to develop foreign markets—such as difficulties in securing financing, challenges in enforcing intellectual property rights, and a shortage of specialized talent—the participants unanimously agreed that there is an urgent need for specialized platforms to pool resources and deliver targeted support. The Economic and Trade Integration Development Center, established by the chairperson unit of the Science and Technology and Energy Committee, will fully leverage its platform advantages, integrate high-quality outbound services, and concentrate on the 107 county-level industrial clusters in Hebei Province. By providing precise and tailored solutions in areas such as financial support for international expansion, intellectual property protection, talent development, and end-to-end service delivery, the Center will effectively align with the specific needs of enterprises and offer comprehensive support and safeguards.
Going forward, the two sides will take this symposium as an opportunity to further deepen pragmatic initiatives. In collaboration with the Hebei Provincial Federation of Commerce, they will focus on the key challenges and pain points faced by Hebei-based enterprises in expanding overseas, continuously refine the financial support framework, strengthen intellectual property protection mechanisms, bolster talent development, and streamline pathways for international expansion. By leveraging industrial empowerment to catalyze new momentum for trade growth, they will advance coordinated development among Beijing, Tianjin, and Hebei to a deeper and higher level, thereby helping more Hebei enterprises steadily tap into international markets.
