Xinhua News Agency, Beijing, March 7 — Xi Jinping, General Secretary of the CPC Central Committee, President of the People's Republic of China, and Chairman of the Central Military Commission, emphasized on the afternoon of March 7, while attending the plenary meeting of the delegation from the PLA and the Armed Police Force at the Fourth Session of the 14th National People's Congress, that during the 14th Five-Year Plan period, we must ensure the timely achievement of the centenary goal for the building of the armed forces and promote the modernization of national defense and the military with high quality. To do so, we must uphold, make good use of, and further develop the important treasure of political建军—unswervingly upholding and strengthening the Party’s absolute leadership over the armed forces, fully leveraging the unique advantages of political建军, and uniting hearts and minds to steadily and sustainably advance the modernization of national defense and the military.

At the meeting, six representatives—Sun Lei, Zhou Fen, Tang Wuxiang, Hao Jingwen, Jiang Xiaodong, and Zhu Yuemeng—spoke in turn, offering suggestions and opinions on topics including cross-military and civilian law enforcement cooperation, Party organizations leading scientific research breakthroughs, military non-commissioned officer talent development, the generation and application of capabilities with new equipment and forces, carrying forward fine traditions, cultivating and promoting exemplary figures, and learning from and applying their examples.

After carefully listening to the remarks made by the delegates, Xi Jinping delivered an important speech. He pointed out that since the 18th National Congress of the Party, the Party Central Committee has led the People's Armed Forces to deepen political reorganization and advance political building with unprecedented determination and intensity, achieving significant results. The military is armed with guns; there must be absolutely no one in the military who harbors dual loyalty to the Party, and there must be absolutely no hiding place for corrupt elements. We must unswervingly push forward the fight against corruption. Right from the start of the 14th Five-Year Plan, we must establish strict and rigorous regulatory norms, closely monitor key areas such as the flow of funds, the exercise of power, and quality control, strengthen oversight of major projects, enhance integrated supervision between the military and local authorities, and ensure that construction proceeds under effective oversight. We need to advance reform in military budget management, strike a dynamic balance between military spending and demand, strengthen full-chain control over fund utilization and performance evaluation, and make sure every single penny is spent where it matters most.

Xi Jinping emphasized that achieving the goals and tasks for the modernization of national defense and the armed forces during the 15th Five-Year Plan period ultimately depends on the leadership and promotion by Party organizations at all levels. We must comprehensively strengthen the Party’s leadership over and Party building within our military, carefully selecting and reinforcing high-level Party committee teams, enhancing the capacity of grassroots Party organizations to independently carry out their work, and making Party organizations at all levels even stronger and more effective. We must uphold the Party’s overall leadership over military affairs, cadre management, and industry sectors, enhance our ability to make scientific decisions, play a pivotal role in tackling major tasks, resolving acute contradictions, and overcoming development challenges, and transform the advantages of Party leadership into developmental advantages.

Xi Jinping pointed out that we must strengthen the building of a revolutionary and professional talent pool, persistently use the Party’s innovative theories to inspire and educate people, and firmly establish the ideological foundation for officers and soldiers to heed the Party’s call and follow its lead, ensuring that modern weapons and equipment are firmly in the hands of a revolutionary and professional cadre team. We must also improve the systems and conditions that promote talent development, systematically advancing the cultivation of “four types of talent”—joint operations command personnel, new-type combat forces personnel, high-level scientific and technological innovation personnel, and high-caliber strategic management personnel—so as to achieve coordinated development between human capabilities and the practice of strengthening the military.

Xi Jinping emphasized the need to vigorously carry forward and promote the fine traditions of our Party and our military, advance the development of a strong-military culture for the new era, strengthen the cultivation and encouragement of exemplary role models, ensure that the "red gene" is passed down from generation to generation, and foster an even stronger atmosphere of integrity and positive energy. We must regard the grassroots level as fertile ground for continuing these fine traditions, actively explore the underlying principles and effective practices for grassroots development in the new context, attach great importance to work that addresses fundamental issues, benefits long-term interests, and builds sustained momentum, and further solidify the foundation of troop building and combat effectiveness.
