Hu Kaiqiang, Director General of the Multifunctional Economic and Trade Platform of the Shanghai Cooperation Organization Countries and Deputy Director of the Committee on Hong Kong, Macao, Taiwan, Overseas Chinese, and Foreign Affairs of the Chongqing Municipal Committee of the Chinese People's Political Consultative Conference, welcomed Gao Feng and his delegation. As both the Party Secretary and Chairman of Chongqing Liangjiang New Area Yufu New City Construction Investment Co., Ltd. (hereinafter referred to as “Yufu Company”), Gao Feng expressed his appreciation for the positive role the platform has played in promoting local economic and trade cooperation and cultural exchanges among Shanghai Cooperation Organization (SCO) countries. Gao Feng introduced that Yufu New City in the Liangjiang New Area, leveraging major urban functions and outward-opening nodes such as the Guoyuan Port National Logistics Hub, Fusheng High-Speed Railway Station, Comprehensive Bonded Zone, Free Trade Zone, and the China-Singapore Strategic Demonstration Project, serves as the urban sub-center of the eastern trough region of Chongqing and the “city living room” of the Liangjiang New Area. Relying on advantages such as automobile OEMs including Changan and Seres, as well as its status as the “main base for Chongqing’s automotive exports,” Yufu New City is the primary hub and key support area for Chongqing’s ambition to become a world-class city for new-energy, intelligent, and connected vehicles. Currently, vehicle production and sales in Yufu New City account for nearly 70% of the city’s total. Gao Feng emphasized that, in order to implement the initiative of jointly building the Belt and Road, tap into the automotive markets of SCO countries, promote the high-quality development of our city’s trillion-yuan automotive industry, and establish Yufu New City as a highland for international automotive trade and modern service industries, the company also aims to provide market demand, industrial planning, industrial policies, and industrial development strategies to support the integrated station-city project of the Fusheng High-Speed Railway Station. Gao Feng expressed his hope to strengthen communication and collaboration with the platform, working together to drive the high-quality “Chongqing-made cars going global” initiative and effectively implement the automotive industry development goals and urban functional development tasks outlined in the “15th Five-Year Plan” at both the municipal and district levels.

Hu Kaiqiang pointed out that, as a non-profit international cooperation and exchange platform co-established with the government of Chongqing’s Liangjiang New Area, the Shanghai Cooperation Organization Multi-functional Economic and Trade Platform adheres to promoting the “Shanghai Spirit,” thoroughly implements the resolutions adopted by the Council of Heads of State of SCO member countries, and focuses on the core task of “building a new SCO ecosystem characterized by deep integration between the digital economy and the traditional economy.” By leveraging industry working committees to bring together market entities of various ownership structures, the platform is driving the construction of an innovative industrial synergy ecosystem in SCO countries, led by Chinese enterprises serving as “chain leaders.” This initiative supports local governments in attracting investment and aims to break down barriers to cooperation among enterprises of different ownership types, explore the establishment of “SCO standards,” and lay the foundation for a global realignment of productive forces. He noted that in recent years, the platform has innovatively established several public-service platforms and mechanisms, including the international industrial incubator Xitou Group, the Chongqing Institute for Digital Intelligence Industry and Economic Development, the Liangjiang New Area SCO Price Dispute Mediation Center, and the Liangjiang New Area Association for Promoting Sustainable Enterprise Development—each serving as vital tools and platforms to better support local governments at home and abroad in attracting investment. Gradually, the platform has built a collaborative service matrix integrating “international economic and trade organizations, industry associations, and research think tanks.” Hu Kaiqiang emphasized that the platform is eager to actively support Liangjiang New Area in pursuing its high-quality development goals centered on leading industries such as intelligent connected new-energy vehicles. Together, we should adopt a global perspective, integrate specific projects and industries into the broader national strategy of opening up, and, building upon the existing planning framework of the “Shanghai Cooperation Organization Multi-functional Economic and Trade Platform Comprehensive Hub Demonstration Zone,” explore the establishment of dedicated working teams and set up a management committee for the demonstration zone. This will effectively advance the integration of Liangjiang New Area’s relevant industries and projects into the overall layout of the demonstration zone, jointly explore new models of synergistic development between international economic and trade organizations and local governments, and create landmark achievements in high-level investment promotion by local governments. Finally, he expressed his hope that the platform could further leverage its unique advantages of being based in Chongqing, continuously strengthen and enhance both its “industrial scale” and “openness level,” inject stronger “SCO momentum” into the high-quality economic development and high-level opening-up of Liangjiang New Area, and jointly foster a new situation where “flowers bloom within the walls yet fill the world with fragrance.”

Wang Jianping chaired the symposium and introduced the platform’s innovative operational model as well as its achievements in construction and development. He focused on sharing successful cases of international cooperation involving the platform’s relevant working committees, and both sides engaged in an in-depth exchange on topics of mutual concern.
