Xinhua News Agency, Beijing, February 27 — The Political Bureau of the CPC Central Committee held a meeting on February 27 to discuss the draft outline of the 15th Five-Year Plan for National Economic and Social Development of the People's Republic of China, which the State Council plans to submit to the Fourth Session of the 14th National People's Congress for review, as well as the draft of the Government Work Report, which is scheduled for deliberation. Xi Jinping, General Secretary of the CPC Central Committee, presided over the meeting.

The meeting pointed out that the period of the 14th Five-Year Plan has been an exceptionally unusual and extraordinary chapter in China’s development journey. Faced with a complex and intricate international landscape and daunting domestic tasks of reform, development, and stability, the Party Central Committee with Comrade Xi Jinping at its core has united and led the entire Party and all ethnic groups across the country to rise to challenges, forge ahead with determination, withstand the severe impact of the century’s pandemic, effectively address a series of major risks and challenges, and propel the cause of the Party and the country to achieve new and significant accomplishments. After five years of sustained efforts, the main goals and tasks of the 14th Five-Year Plan have been successfully fulfilled. China’s economic strength, scientific and technological prowess, and overall national power have reached a new level. Chinese-style modernization has taken a new, solid step forward, and the new journey toward the second centenary goal has gotten off to a good start.

The meeting held that the 15th Five-Year Plan period is a critical phase for laying a solid foundation and making comprehensive efforts to basically achieve socialist modernization. Under the leadership of the Party Central Committee, scientifically formulating and implementing the Outline of the 15th Five-Year Plan will help consolidate and expand our strengths, break through bottlenecks and constraints, and address our weaknesses and shortcomings. This is of great significance for promoting high-quality economic and social development in China and establishing an even stronger foundation for basically achieving socialist modernization.

The meeting emphasized that in promoting economic and social development during the 15th Five-Year Plan period, we must fully implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly carry out the spirit of the 20th National Congress of the Party and the resolutions of successive plenary sessions of the 20th Central Committee, and earnestly implement the arrangements made at the Fourth Plenary Session. Focusing on fully building a modern socialist country and achieving the second centenary goal, we should comprehensively advance the great rejuvenation of the Chinese nation through Chinese-style modernization, coordinate and promote the “Five-in-One” overall layout, synergistically advance the “Four Comprehensive” strategic layout, and take both domestic and international contexts into account. We must fully, accurately, and comprehensively implement the new development philosophy, accelerate the establishment of a new development pattern, adhere to the general tone of seeking progress while maintaining stability, remain centered on economic development, take promoting high-quality development as our theme, regard reform and innovation as the fundamental driving force, take satisfying the people’s ever-growing needs for a better life as our ultimate goal, and regard comprehensive and strict governance of the Party as the fundamental guarantee. Through these efforts, we will drive the economy toward effective quality improvements and reasonable quantitative growth, make solid strides toward the all-round development of individuals and common prosperity for all the people, and ensure decisive progress toward basically achieving socialist modernization.

The meeting called for promoting democracy and pooling wisdom during the review of the draft outline of the 15th Five-Year Plan at the Fourth Session of the 14th National People's Congress and during the discussions at the Fourth Session of the 14th National Committee of the Chinese People's Political Consultative Conference, thereby broadly building consensus.

The meeting pointed out that to do a good job in this year’s government work, we must, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core and guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the Party and the resolutions of successive plenary sessions of the 20th Central Committee. We must earnestly carry out the arrangements made at the Fourth Plenary Session of the 20th Central Committee and the Central Economic Work Conference, fully, accurately, and comprehensively implement the new development philosophy, accelerate the establishment of a new development pattern, and focus on promoting high-quality development. We must adhere to the general tone of seeking progress while maintaining stability, coordinate the domestic and international contexts, better balance development and security, implement more proactive and effective macro policies, enhance the foresight, pertinence, and synergy of these policies, continuously expand domestic demand and optimize supply, improve new growth drivers suited to local conditions, deepen the construction of a nationwide unified market, persistently prevent and defuse risks in key areas, and make concerted efforts to stabilize employment, businesses, markets, and expectations. By doing so, we can promote a qualitative improvement and reasonable quantitative growth of the economy, maintain social harmony and stability, and ensure a solid start to the 15th Five-Year Plan period.

The meeting emphasized the need to continue implementing a more proactive fiscal policy and a moderately accommodative monetary policy, and to strengthen coordination between reform measures and macroeconomic policies. We must focus on building a robust domestic market, accelerate the cultivation and strengthening of new growth drivers, and speed up the pursuit of high-level scientific and technological self-reliance and self-strengthening. We should continue deepening reforms in key areas, further expand high-level opening-up, steadily advance the comprehensive revitalization of rural areas, and promote new-type urbanization and coordinated regional development. We must also step up efforts to safeguard and improve people’s livelihoods, accelerate the transition toward comprehensive green development, enhance risk prevention and resolution in key areas, and bolster capacity-building for safety and security. Moreover, we must strengthen government self-construction and firmly establish and practice a correct view of political achievements.
