Secretary-General Hu Kaiqiang delivered a video address at the annual Industry Summit titled “Smart Start, Co-creating the Future.”

Shanghai Cooperation Time  

On January 29, 2026, the "Intelligent Start of a New Era, Symbiotic Future—Cultural Digital Assets Empowering a New Industrial Ecosystem Summit and Inaugural Meeting of the SCO Committee on New-Quality Productivity," co-hosted by the International Symbiotic Strategic Industry Alliance and Guohua Future Technology Group, was grandly held at the Grand Hyatt Shenzhen. Nearly a thousand representatives from government departments, international organizations, research institutes, leading enterprises, and investment institutions gathered to jointly explore innovative pathways for driving high-quality development of the real economy through cultural digitalization and artificial intelligence. The day-long conference featured an intensive agenda and yielded abundant outcomes, outlining a clear blueprint for the future of industry.

Cai Li, former member of the Standing Committee of the Shenzhen Municipal People’s Congress and former Party Secretary of the Shenzhen Federation of Industry and Commerce; Cheng Weiming, head of the Cultural Artworks Trading and Operations Center at the Shenzhen Cultural Property Exchange; Yan Wenbin, former Deputy Editor-in-Chief of Xinhua News Agency; and Li Ying, founding Dean of the School of Emergency Management Science and Engineering at the University of Science and Technology of China, Professor, Doctoral Supervisor, and former First-Level Inspector of the Information Technology Development Department of the Ministry of Industry and Information Technology, attended the event and delivered speeches. Professor Huang Jiangnan, a renowned economist and Honorary Chairman of the International Symbiotic Strategic Industry Alliance, delivered the keynote speech.

Hu Kaiqiang, Secretary-General of the Shanghai Cooperation Organization’s Multifunctional Economic and Trade Platform and Deputy Director of the Committee on Hong Kong, Macao, Taiwan, Overseas Chinese Affairs, and Foreign Affairs of the Chongqing Municipal Committee of the Chinese People's Political Consultative Conference, was invited to deliver a video address to the summit. He stated that new-quality productivity has become the core engine and key driving force behind high-quality development. It is not only a development imperative for China but also a strategic consensus and common ground among all SCO member states as they face a shared future and strive for coordinated development. He emphasized that new-quality productivity is by no means an isolated technological innovation; rather, it is a “cooperative toolbox” capable of deeply integrating each country’s comparative advantages and systematically enhancing the resilience and value of regional industrial chains. It is propelling our cooperation beyond traditional commodity trade toward higher-level technological collaboration, joint R&D, and the co-creation of symbiotic industrial ecosystems. This is precisely the important mission and significance behind the establishment and preparation of the “Industry Empowerment Working Committee on New-Quality Productivity of the Shanghai Cooperation Organization’s Multifunctional Economic and Trade Platform.” Through this working committee, we will focus on building a full-chain service system encompassing “technology transfer—industrial application—market development—joint standard-setting,” thereby injecting new momentum into economic and trade as well as industrial cooperation among SCO member states.

At the invitation of Secretary-General Hu Kaiqiang, Liu Jie, Deputy Secretary-General of the Shanghai Cooperation Organization’s Multi-functional Economic and Trade Platform, attended the event in person and delivered a speech. He fully endorsed the positive significance of launching the initiative for industrial cooperation in Shenzhen. The conference solemnly held the launch ceremony of the “Specialized Committee for Industrial Empowerment through New-Generation Productivity of the Shanghai Cooperation Organization’s Multi-functional Economic and Trade Platform.” Deputy Secretary-General Liu Jie and other distinguished guests jointly witnessed this momentous occasion, demonstrating the Shanghai Cooperation Organization’s Multi-functional Economic and Trade Platform’s high recognition and strong support for China’s industrial innovation forces adopting the “grouping together to go global” model.

During the roundtable forum, guests including Liu Jie, Ren Haiping, Song Pengcheng, Wu Chunyan, Zhang Teng, and Hu Danhua engaged in a pragmatic discussion on “National Platforms and Local Collaboration: How New-Generation Productive Industries Can ‘Join Forces and Go Global’ with High Quality, Taking the SCO as a Pivot,” outlining a new pathway for overseas expansion—fueled by national platforms and underpinned by digital infrastructure.
