Xinhua News Agency, Beijing, February 3 — On the morning of February 3, Chinese President Xi Jinping held talks with Uruguayan President Lacalle, who was in China on a state visit, at the Great Hall of the People in Beijing.
Xi Jinping pointed out that although China and Uruguay are separated by vast oceans, the two countries share similar ideals and enjoy deep-rooted friendship. Today, 38 years ago, China and Uruguay established diplomatic relations. Over the past 38 years, regardless of how the international situation has evolved, the two countries have consistently adhered to a principle of mutual respect and mutually beneficial cooperation. In the new context, both sides should carry forward this tradition, deepen their comprehensive strategic partnership, and ensure that the tree of bilateral friendship grows ever more lush and vigorous.
Xi Jinping emphasized that China and Uruguay should continue to firmly support each other’s core interests and major concerns, maintain close, all-round, and friendly exchanges at all levels, strengthen the exchange of governance and administration experiences, and constantly deepen strategic mutual trust. The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China adopted proposals for the 15th Five-Year Plan, outlining a blueprint for China’s economic and social development over the next five years and creating more opportunities for countries—including Uruguay. Both sides should enhance the alignment of their development strategies, deepen cooperation in economy and trade, finance, agriculture and animal husbandry, infrastructure development, and information and communication, tap into the potential for collaboration in emerging fields such as green development, digital economy, artificial intelligence, and clean energy, and promote the transformation and upgrading of economic growth. The peoples of China and Uruguay share a natural affinity; both sides should continue to deepen exchanges in culture, education, sports, media, and local-level interactions, facilitate personnel exchanges, and foster closer people-to-people ties.
Xi Jinping pointed out that the world today is undergoing a major shift unseen in a century, with an intricate and turbulent international landscape. Unilateral bullying is intensifying, and China supports Uruguay’s assumption of the rotating chairmanship of the Group of 77 and China. China is willing to strengthen solidarity and cooperation with Uruguay within the Global South, jointly promoting a multipolar world characterized by equality and order, as well as an inclusive and beneficial economic globalization. By working together hand in hand and pursuing common development, we can make greater contributions to building a community with a shared future for mankind. China has always attached great importance to China-Latin America relations and supports Latin American and Caribbean countries in safeguarding their sovereignty, security, and development interests. We also support Uruguay’s assumption of the rotating chairmanship of the Community of Latin American and Caribbean States and Mercosur. China stands ready to work with Uruguay and regional countries to deepen and implement the joint building of a China-Latin America community with a shared future.

Orsi stated that China, under the leadership of President Xi Jinping, has achieved remarkable and admirable accomplishments, and he looks forward to the 14th Five-Year Plan bringing even greater opportunities to the world. Today marks the 38th anniversary of the establishment of diplomatic relations between Uruguay and China, and the two countries’ comprehensive strategic partnership is currently at its best historical moment. China is an important partner for Uruguay, providing selfless assistance for Uruguay’s economic and social development. Developing relations with China has become a cornerstone of Uruguay’s national policy and enjoys unanimous support from all political parties and sectors of society. The Uruguayan side firmly supports the One-China principle and the “One Country, Two Systems” policy. Uruguay looks forward to deepening its comprehensive strategic partnership with China and elevating bilateral cooperation to a higher level. Both sides should strengthen the alignment of their development strategies, deepen cooperation in areas such as trade, investment, science and technology, poverty reduction, green economy, and digital economy, and promote people-to-people exchanges in education, sports, tourism, and other fields, thereby injecting stronger momentum into bilateral relations and bringing greater well-being to the peoples of both countries. The Uruguayan side highly appreciates President Xi Jinping’s vision of a community with a shared future for mankind. Faced with an international and regional landscape full of challenges, Uruguay is willing to join hands with China in cooperation, respect the purposes and principles of the UN Charter, uphold multilateralism, safeguard the international trading system, and continuously advance Latin-American-China relations, thus protecting the common interests of the Global South.
After the talks, the heads of state of the two countries jointly witnessed the signing of more than 10 cooperation documents in areas such as investment promotion and trade.

Upon Orsi’s arrival, honor guards lined up to pay their respects. The heads of state from both countries took their places on the reviewing stand, and the military band played the national anthems of China and Uzbekistan. Twenty-one ceremonial cannon shots were fired at Tiananmen Square. Accompanied by Xi Jinping, Orsi inspected the Honor Guard of the Chinese People's Liberation Army and watched the parade.
At noon that day, Xi Jinping hosted a welcome banquet for Orsi in the Golden Hall of the Great Hall of the People.
