On January 23, the Free Trade Development Committee of the Shanghai Cooperation Organization’s Multifunctional Economic and Trade Platform (SCO Home) was established in Chongqing. Hu Kaiqiang, Secretary-General of the Shanghai Cooperation Organization’s Multifunctional Economic and Trade Platform and Deputy Director of the Committee on Hong Kong, Macao, Taiwan, Overseas Chinese Affairs, and Foreign Affairs of the Chongqing Municipal Committee of the Chinese People's Political Consultative Conference, attended the awarding ceremony and delivered a concluding speech.
Qin Zongbo was elected as the first-term Chairman of the Board, Zhang Shufeng was elected as the first-term Executive Vice Chairman, and Wang Huaiming and Wang Qingming were elected as first-term Vice Chairmen. Qin Zongbo stated that the Working Committee for the Development of Free Trade will, guided by its mission to promote trade and investment liberalization and facilitation within the SCO framework and foster coordinated regional economic development, fully leverage Hainan Free Trade Port’s unique policy advantages and industrial resources to build a bridge connecting member countries with enterprises in Hainan and across China. Through policy research, rule alignment, resource integration, project cooperation, and development guidance, the committee will provide professional services to governments, enterprises, and institutions, thereby creating an open, inclusive, balanced, and mutually beneficial regional free trade cooperation network.
Hu Kaiqiang pointed out that deepening regional economic cooperation and enhancing the facilitation of trade and investment are key pathways to promoting regional prosperity and improving people’s well-being. He expressed his hope that the working committee would conduct in-depth research on the economic and trade policies of member countries, closely monitor trends in international high-standard rules, and provide intellectual support for regional economic and trade cooperation. At the same time, the committee should leverage the pioneering advantages of Hainan Free Trade Port and other such areas by establishing cooperation bases, systematically summarizing and promoting China’s institutional innovation achievements, and creating model windows. Furthermore, the committee should precisely match industries and investments with the local development needs of member countries, thereby facilitating the implementation of specific projects. It is also crucial to strengthen capacity-building efforts and cultivate versatile economic and trade professionals who are well-versed in international rules. Moreover, the committee should promote cooperation in digital trade, the green economy, smart logistics, and other emerging fields; explore mechanisms for data flow and mutual recognition of standards; and jointly build a new engine for regional economic growth.
