From September 14 to 15, 2026, the Fifth Multilateral Consultation Meeting of the Shanghai Cooperation Organization Development Bank was held in Hangzhou, China. The meeting was co-chaired by Liao Min, Vice Minister of Finance of China, and Aslam Chaudhry, Economic Counselor at the Embassy of Pakistan in China.
Delegates from 29 countries and the Secretariat of the Shanghai Cooperation Organization attended the meeting, where they engaged in an in-depth discussion on the key issues surrounding the establishment of the SCO Development Bank and the plan for the next phase of work.
Note: The establishment of the SCO Development Bank was a political consensus reached at the 25th Meeting of the Council of Heads of State of the Shanghai Cooperation Organization, held in Tianjin, China, on September 1, 2025. The Tianjin Declaration stated that the participating member states reaffirmed the importance of setting up the SCO Development Bank, decided to establish it, and agreed to accelerate consultations on a range of issues related to the bank’s operations. In the Bishkek Declaration marking the 25th anniversary of the Shanghai Cooperation Organization, adopted at the 26th Meeting of the Council of Heads of State of the SCO on September 1, 2026, the member states noted that, during the Kyrgyz Republic’s tenure as rotating chair, the relevant member states had made significant progress toward establishing the SCO Development Bank, and underscored the importance of continuing to advance work in this area.
