BEIJING, Oct. 15 (Xinhua) — The 20th issue of the journal Qiushi, to be published on October 16, will feature an important article by Xi Jinping, General Secretary of the CPC Central Committee, President of the People’s Republic of China, and Chairman of the Central Military Commission, entitled “Promoting Comprehensive and Strict Party Governance with Higher Standards and More Concrete Measures.”

The article emphasizes that the 15th Five-Year Plan period will be a critical phase for laying a solid foundation and mounting a comprehensive effort to basically achieve socialist modernization. To turn the blueprint outlined at the Fourth Plenary Session of the 20th CPC Central Committee into reality, it is imperative to uphold and strengthen the Party’s overall leadership and to persistently advance the Party’s self‑discipline in all respects.

The article emphasizes the need to implement the CPC Central Committee’s major decisions and deployments with greater resolve and effectiveness. Implementing these decisions and deployments is a fundamental requirement for upholding the authority of the CPC Central Committee and its centralized, unified leadership, and it also represents an important historical lesson learned from the Party’s ongoing progress. While we stress the “two safeguards” and maintain high-level alignment with the CPC Central Committee, this must be reflected in concrete actions to carry out its major decisions and deployments—no empty slogans, and certainly no double standards. We must focus closely on strategic tasks such as implementing the new development philosophy, promoting high-quality development, and accelerating the establishment of a new development paradigm, with particular attention to building a modern industrial system and developing new‑type productive forces suited to local conditions. We should strengthen oversight that is specific, precise, and institutionalized; make full use of inspection findings; and reinforce follow-up on rectification, ensuring that all decisions and arrangements adopted at the Fourth Plenary Session of the 20th CPC Central Committee are effectively implemented. Resolutely and effectively carrying out the CPC Central Committee’s major decisions and deployments is not at odds with creatively advancing our work. While maintaining rigorous oversight, we must support and encourage all regions and departments to explore, in light of their own circumstances, effective approaches and pathways for implementing these decisions and deployments, so as to ensure that the ultimate outcomes align with the CPC Central Committee’s policy intentions and original objectives.

The article points out that we must more scientifically and effectively confine power within an institutional framework. Embedding power in such a framework is a key task for comprehensively strengthening Party self‑discipline in the new era; this requires both refining institutional rules to make the “cage” tighter and more robust, and enhancing the enforcement of these rules to ensure their binding force. We must strengthen institutional provisions in response to the practical needs of Party governance, ensuring that systems are comprehensive yet not overly cumbersome, and that they are effective and enforceable, thereby preventing the situation where “a cattle pen fails to keep the cat.” We must uphold the principle that all are equal before laws and regulations, that no one enjoys special privileges in complying with them, and that there are no exceptions in their implementation, so as to ensure that institutional norms truly function as live high‑voltage lines. Particular attention should be paid to addressing the issue of leading officials—especially “number one” leaders—setting an example in enforcing these systems; members of leading bodies at all levels, especially those in charge, must lead by example and ensure full compliance, while relevant oversight mechanisms must also be fully in place.

The article emphasizes the need to advance the fight against corruption with greater clarity and resolve. Since the 18th National Congress of the Communist Party of China, our Party has successfully forged a distinctive Chinese path to combating corruption—one that, under the centralized and unified leadership of the CPC Central Committee, addresses both symptoms and root causes, and integrates efforts to ensure that no one dares to be corrupt, no one is able to be corrupt, and no one wishes to be corrupt. This path must be steadfastly pursued. At present, corruption remains a persistent and widespread problem. Facts once again demonstrate that the CPC Central Committee’s assessment—that “the situation in the fight against corruption remains grave and complex, and the task of eradicating the conditions and soil that give rise to corruption remains arduous and formidable”—is entirely correct. Combating corruption is a major struggle in which we cannot afford to lose—and must not lose—requiring unwavering vigilance and zero tolerance. We must maintain an unrelenting high-pressure stance, ensuring that every instance of corruption is investigated, every act of graft is punished, and every evil is eradicated, leaving no safe haven for corrupt elements. We must continuously enhance our capacity to detect and dismantle corruption, closely monitor emerging trends and characteristics, innovate methods and approaches, and more promptly identify, accurately assess, and effectively address all forms of corruption. Furthermore, we must redouble our efforts to integrate the three pillars of preventing corruption—deterrence, institutional safeguards, and moral conviction—strengthening a systems‑based mindset, coordinating actions, aligning objectives, and mobilizing comprehensive measures. We should continue to improve the mechanisms for anti-corruption work, ensuring seamless coordination across task assignment, resource allocation, implementation, and performance evaluation, and forging stronger links among all oversight channels, so as to promote integrated governance through end-to-end collaboration.
