Hu Kaiqiang, Secretary-General of the Shanghai Cooperation Organization’s Multifunctional Economic and Trade Platform and Deputy Director of the Committee on Hong Kong, Macao, Taiwan, Overseas Chinese Affairs, and Foreign Affairs of the Chongqing Municipal Committee of the Chinese People’s Political Consultative Conference, welcomed Lu Xin and his delegation. Vice-Secretary-General Wang Jianping accompanied the meeting.
Lu Xin expressed her appreciation for the platform’s innovative operational model and its achievements in development. She stated that culture and the arts serve as vital vehicles for fostering mutual understanding and people-to-people friendship, and she hopes to leverage her professional expertise to play an active role in helping the platform promote cultural exchange and good‑neighborly relations among SCO member states, thereby contributing to the building of a community of shared future in the humanities.
Hu Kaiqiang stated that the platform remains committed to upholding the “Shanghai Spirit” and is actively implementing the resolutions adopted at previous summits of the Shanghai Cooperation Organization (SCO) Heads of State Council. Centered on the core mission of “building a new SCO ecosystem characterized by the deep integration of the digital and traditional economies,” the platform leverages industry working committees to bring together market entities of diverse ownership forms, thereby fostering an industrial collaborative innovation ecosystem in SCO member states led by Chinese enterprises serving as “chain‑leading” firms. This effort supports local governments in attracting investment and seeks to dismantle barriers to cooperation among enterprises with different ownership structures, while exploring the establishment of “SCO standards” to lay the groundwork for a global realignment of productive forces. He emphasized that people-to-people connectivity constitutes a vital foundation for smooth trade. The platform places great importance on the bridging role of culture and the arts in international exchanges, and through a wide array of initiatives—including cultural and artistic events and competitions—pragmatically promotes cultural and artistic exchanges and integration among SCO member states, continuing to contribute to the building of an SCO community of shared future in the humanities.
In recognition of Ms. Lu Xin’s distinguished professional achievements in the field of dance and her significant contributions to international cultural exchange, the Platform has appointed her as the Cultural and Artistic Ambassador for the Shanghai Cooperation Organization’s Multifunctional Economic and Trade Platform, and held a formal ceremony to present her with the appointment letter.
Lu Xin is the director of the Chinese Arts Troupe of North Rhine-Westphalia, Germany; president of the Tianjin Chamber of Commerce in Germany; and the German head of “Chinese Headlines.” A seasoned dance choreographer and a dedicated advocate for Chinese-language arts education overseas, she has long been rooted in North Rhine-Westphalia, spearheading the international dissemination of Chinese culture. She leads the operation of flagship cultural initiatives such as the Duisburg China Festival, the NRW Chinese New Year Gala, and the Düsseldorf regional leg of the “Water Cube Cup” competition. She also serves as a professional judge on numerous international arts competitions, regularly organizes bi‑directional cultural performances featuring Chinese‑heritage youth from both China and Germany, and has created a wealth of stage productions infused with traditional Chinese aesthetics. Active in the Chinese‑German expatriate community and in people‑to‑people diplomacy, she uses the arts to bridge hearts and minds, fostering cultural exchanges and mutually beneficial economic and trade cooperation between China and Germany.
