Hu Kaiqiang, Secretary-General of the Shanghai Cooperation Organization’s Multifunctional Economic and Trade Platform and Deputy Director of the CPPCC Chongqing Municipal Committee’s Committee on Hong Kong, Macao, Taiwan, Overseas Chinese Affairs, and Foreign Affairs, welcomed Zhang Guangwei and his delegation. The meeting was attended by Zhang Guangfu, Deputy Secretary-General.

Meanwhile, as the chairman of the board of Sichuan Kehui Technical School, Zhang Guangwei explained that Ziyang Environmental Science and Technology Vocational College (hereinafter referred to as “Ziyang Environmental College”) is a full-time, privately-run higher vocational institution approved by the People’s Government of Sichuan Province and filed with the Ministry of Education in 2019. Guided by Xi Jinping’s Thought on Ecological Civilization and committed to advancing the goals of a “Beautiful China” and a “Healthy China,” the college is dedicated to cultivating high‑quality technical and skilled professionals. It comprises six secondary colleges and offers 33 majors, with an enrollment exceeding 20,000 students. The college serves as a strategic partner of the Publicity and Education Center of the Ministry of Ecology and Environment, a council member of the China Ecological Environment Industry–Education Alliance, and a nationally recognized school distinguished for its ecological civilization education. It has established an industry–education integration model for talent development, and in recent years its graduate employment rate has consistently ranked among the top tier of private higher vocational institutions in Sichuan Province. The college looks forward to strengthening exchanges and cooperation with the platform and its educational consortium, jointly exploring new models and pathways for the internationalization of vocational education in Sichuan and Chongqing.

Hu Kaiqiang pointed out that the platform remains committed to upholding the “Shanghai Spirit” and earnestly implements the resolutions adopted at previous meetings of the Council of Heads of State of the Shanghai Cooperation Organization. Centered on the core mission of “building a new SCO ecosystem characterized by the deep integration of the digital and traditional economies,” the platform leverages industry working committees to bring together market entities of diverse ownership forms, thereby fostering an industrial collaborative innovation ecosystem in SCO member states led by Chinese enterprises serving as “chain‑leading” firms. It also supports local governments in attracting investment, seeks to dismantle barriers to cooperation among enterprises with different ownership structures, and explores the establishment of “SCO standards,” laying the groundwork for a global realignment of productive forces.

Subsequently, the delegation traveled to the Education Working Alliance of the Shanghai Cooperation Organization’s Multifunctional Economic and Trade Platform (hereinafter referred to as the “Alliance”) for in-depth exchanges.

Alliance Chairman Deng Rui attended the symposium, while Alliance Vice Chairman Hu Bin chaired the meeting. Alliance Executive Secretary-General Mao Delin provided a detailed overview of the Alliance’s achievements in green and low-carbon industry–education integration and its core business strategy. Deng Rui stated that the Alliance serves not only as a bridge for educational exchange but also as a platform for cultivating talent and exporting standards to support Chinese industries as they expand globally. The School of Resources and Environmental Sciences’ distinctive approach to green and environmentally friendly education aligns closely with the Alliance’s development strategy, making it a key pillar in the platform’s efforts to foster the Chengdu–Chongqing Twin-City Economic Circle and promote coordinated development between Sichuan and Chongqing. The Alliance will support the school in leading the establishment of an industry–education integration community for the digital‑intelligent environmental protection sector, thereby bolstering the school’s “New Double First-Class” initiative and advancing its path toward high-quality, substantive development. During the symposium, both sides engaged in in-depth discussions on specific cooperation initiatives, reaching broad consensus.
