SHANGHAI, July 15 (Xinhua) — Xi Jinping, General Secretary of the CPC Central Committee, President of the People’s Republic of China, and Chairman of the Central Military Commission, emphasized during an inspection tour in Shanghai on the 15th that high-quality urban renewal is a crucial lever for advancing urban modernization. He called for fully implementing the people-centered urban development philosophy, consistently seeking the needs, advice, and feedback of the people, and ensuring that all aspects of urban renewal are carried out thoroughly, meticulously, and effectively, thereby continuously enhancing the sense of gain, happiness, and security among residents.

On the afternoon of the 15th, accompanied by Chen Jining, a member of the Political Bureau of the CPC Central Committee and Secretary of the Shanghai Municipal Party Committee, and Mayor Gong Zheng, Xi Jinping visited the Minsheng New Village residential community on Bansongyuan Road in Huangpu District to conduct an inspection and research visit.

In the Citizens’ New Village residential area, four apartment buildings constructed in the 1950s have undergone renovation and upgrading, with separate kitchens and bathrooms installed and elevators added, significantly improving living conditions. Xi Jinping visited a community‑wide service center, where he listened to briefings on Shanghai’s efforts to upgrade and renovate older housing lacking basic sanitation facilities, to historically resolve the longstanding issue of residents in old urban districts having to carry their own chamber pots, and on ongoing neighborhood‑level redevelopment projects. He also posed detailed questions to staff on site. Xi Jinping emphasized that the CPC Central Committee attaches great importance to urban development and has clearly called for building modern, people‑centered cities that are innovative, livable, beautiful, resilient, civilized, and smart. Renovating aging residential neighborhoods is a crucial component of this endeavor. In carrying out this work, it is essential to firmly establish and put into practice a correct view of political achievements—anticipating the needs of the people, addressing their most pressing concerns, formulating and implementing effective policies and measures, and persevering over the long term. We must tackle one issue after another that matters to the public, continuously enhancing people’s well‑being. Moreover, we should apply meticulous, “embroidery‑like” efforts to steadily improve property management and convenience‑oriented services in residential communities, striving to win the satisfaction of residents.

At the home of retired resident Zhu Guoli, Xi Jinping carefully inspected her living conditions. Zhu Guoli told the General Secretary that she now has her own kitchen and bathroom, making daily life much more convenient. Xi Jinping was very pleased to hear this. Subsequently, Xi Jinping visited the community Party‑mass service station, inspected the supply of vegetables and fruits at the neighborhood vegetable stall, and held a cordial exchange with resident representatives, subdistrict officials, and community workers in the “Citizens’ Living Room.” He emphasized that communities are the fundamental units of the urban governance system. It is essential to elevate community governance, channel resources, services, and management down to the grassroots level, and continuously alleviate burdens while empowering those at the frontline. Furthermore, we must strengthen Party building as the guiding force, actively explore new models of coordinated operation under the leadership of community Party organizations—integrating residents’ committees, owners’ committees, and property service enterprises—build well‑rounded communities and convenient living circles, and wholeheartedly deliver tangible benefits, address practical concerns, and resolve difficulties for residents.

During his inspection tour, Xi Jinping emphasized that we are currently in a critical period for flood control. All regions and relevant departments must adopt a bottom-line mindset and an extreme‑scenario approach, closely monitor rainfall, flood conditions, and the trajectory of typhoons, conduct thorough and meticulous risk assessments, and carry out solid work in flood prevention and control as well as emergency rescue and disaster relief, thereby effectively safeguarding the lives and property of the people.
