Joint Statement of the People’s Republic of China and the Lao People’s Democratic Republic on Building a China–Laos Community with a Shared Future for the New Era
I. At the invitation of Xi Jinping, General Secretary of the CPC Central Committee and President of the People’s Republic of China, Thongloun Sisoulith, General Secretary of the Lao People’s Revolutionary Party Central Committee and President of the Lao People’s Democratic Republic, paid a state visit to the People’s Republic of China from June 2 to 6, 2026.
During the visit, General Secretary of the CPC Central Committee and President Xi Jinping held talks with General Secretary and President Thongloun Sisoulith. Premier Li Qiang and Chairman of the Standing Committee of the National People’s Congress Zhao Leji respectively met with General Secretary and President Thongloun Sisoulith. The two sides briefed each other on the situation in their respective parties and countries, engaged in an in-depth exchange of views on relations between the two parties and the two countries, as well as on international and regional issues of mutual concern, and reached a series of important consensuses.
II. Both sides hold that the Communist Party of China and the Lao People’s Revolutionary Party shoulder the historic mission of striving for the well-being of the people, the development of the nation, and the progress of humanity. Upholding the leadership of the Party and the socialist path constitute the most salient defining features of China–Laos relations and the most solid political foundation for their continued development. Against the backdrop of a world undergoing profound changes unseen in a century, both sides must, from a strategic perspective that bears on the future and destiny of socialism, work to strengthen and elevate China–Laos relations. They should safeguard political security, regime security, and institutional security; uphold and strengthen the Party’s overall leadership; and remain committed to a socialist path suited to their respective national conditions. They should engage in in-depth exchanges and mutual learning on governance and state‑building, actively explore the laws governing the governance of communist parties, the development of socialism, and the evolution of human society; accelerate the development of both countries, standing in solidarity and cooperating closely in the cause of modernization; and jointly dedicate themselves to the noble cause of human development and progress, contributing to the advancement of the global socialist movement.
Old Fang warmly congratulated the Communist Party of China on the 105th anniversary of its founding, and highly commended the CPC Central Committee with Comrade Xi Jinping at its core for, since the 18th National Congress, responding to a world fraught with turbulence and upheaval by adopting a series of strategic measures, advancing a host of transformative initiatives, achieving a range of groundbreaking advances, and securing a number of landmark accomplishments—thereby propelling the cause of the Party and the country to historic achievements and profound transformations. He also expressed high appreciation that, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, the Chinese people have successfully accomplished the major goals and tasks set forth in the 14th Five-Year Plan, taken new, solid steps toward Chinese modernization, and secured a promising start to the new journey toward the Second Centenary Goal.
Old Fang extends his best wishes and expresses his firm belief that, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, the Chinese Party, government, and people will surely succeed in fulfilling all the goals and tasks set forth in the Outline of the 15th Five-Year Plan, write a new chapter in the twin miracles of rapid economic development and long-term social stability, strive to open up a new phase in the cause of Chinese‑style modernization, and make fresh and even greater contributions to regional and global peace, stability, and prosperity.
The Chinese side warmly congratulates the Lao People’s Revolutionary Party on the successful convening of its 12th National Congress, and extends its congratulations to Comrade Thongloun Sisoulith on his re-election as General Secretary of the Lao People’s Revolutionary Party Central Committee and President of the Lao People’s Democratic Republic. China highly commends the achievements of the Lao People’s Revolutionary Party since its 11th National Congress: under the united leadership of the Party Central Committee headed by General Secretary Thongloun, the Party has worked tirelessly to consolidate and improve its leadership, steadily strengthening its cohesion and combat effectiveness; maintained political and social stability while actively exploring a socialist development path suited to Laos’ national conditions; proactively established an independent and self-reliant economic development model, resulting in sustained economic growth and a continuous improvement in living standards; and remained committed to a foreign policy of peace, independence, friendship, and cooperation, thereby enhancing its international influence.
The Chinese side extends its warm wishes and expresses its firm belief that, under the strong leadership of the Lao People’s Revolutionary Party Central Committee with General Secretary Thongloun at its helm, the Lao Party and people will surely succeed in fulfilling all the goals and tasks set forth at the 12th Congress of the Lao People’s Revolutionary Party and in the Tenth Five-Year Plan for National Economic and Social Development, continuously opening up new prospects for the socialist cause in Laos and advancing with courage and determination toward the centenary goal of building a prosperous and powerful nation by 2055.
III. On the occasion of the 65th anniversary of the establishment of diplomatic relations between China and Laos, both sides reviewed the profound traditional friendship forged by the two Parties and the peoples of the two countries in their revolutionary struggles and national development endeavors. Both sides unanimously agreed that China and Laos are socialist neighbors bound by a shared destiny, united by common ideals and convictions, sharing the same social system and similar paths of development. The bond of “comradeship and brotherhood,” painstakingly cultivated by the elder generations of leaders of the two Parties and the two countries, has grown ever stronger over time. Both sides reaffirmed their commitment to upholding the principles of “long-term stability, good-neighborliness, mutual trust, and comprehensive cooperation” and the spirit of being “good neighbors, good friends, good comrades, and good partners,” so as to inherit, safeguard, and further develop China–Laos relations, thereby bringing greater benefits to both countries and their peoples.
Both sides agree that building a community with a shared future for mankind is the shining banner and lofty goal guiding China’s distinctive major-country diplomacy, as well as the common vision and direction forward for all nations. China and Laos have taken the lead in forging a bilateral community with a shared future. In 2019 and 2023, the top leaders of the two parties and the two countries jointly signed and advanced the implementation of the Action Plan between the Communist Party of China and the Lao People’s Revolutionary Party on Building a China–Laos Community with a Shared Future. Guided by this important consensus, the top leaders of the two parties and the two countries have maintained close strategic communication, while exchanges at all other levels and across localities have remained frequent. China’s Belt and Road Initiative has been closely aligned with Laos’ strategy to transform itself from a landlocked country into a land-linked one; the China–Laos Railway has seen robust passenger and freight traffic, and its “golden corridor” continues to generate growing spillover effects, becoming a road of happiness, development, and friendship for the peoples of both countries, thereby providing strong support for Laos as it strives to emerge from underdevelopment and move toward the ranks of middle-income developing nations. The eight major projects undertaken by China to assist Laos continue to deliver tangible benefits to the local population, and people-to-people friendship between the two countries keeps gaining momentum. In international and regional affairs, China and Laos maintain close coordination and cooperation, firmly supporting each other in safeguarding their respective core interests. By pursuing development through mutual benefit and win-win outcomes, and by meeting challenges through solidarity and cooperation, the two sides have fully demonstrated that the community with a shared future is both real and palpable, steadily deepening, and advancing steadily toward long-term success.
IV. In the face of profound changes in the world, in our times, and in history, both sides unanimously agreed to implement the Action Plan between the Communist Party of China and the Lao People’s Revolutionary Party on Building a China–Laos Community with a Shared Future (2024–2028), working together to forge an all‑weather China–Laos community of shared future for the new era. They will strengthen high‑level political mutual trust, build resilient security cooperation, deepen high‑quality mutually beneficial collaboration, promote frequent people-to-people and cultural exchanges, and reinforce high‑standard strategic coordination, thereby advancing China–Laos relations and each country’s distinctive modernization endeavors into a new stage and setting an example for building a community with a shared future for mankind.
— Strengthening high-level political mutual trust
(1) The top leaders of the two Parties and the two countries maintain close exchanges, playing an irreplaceable guiding role in the development of bilateral relations. Both sides agree to continue strengthening high-level strategic communication between the two Parties and the two countries—particularly at the highest leadership level—through bilateral visits, video conferences, mutual correspondence, and meetings on multilateral platforms, promptly engaging in in-depth exchanges of views on major issues in China–Laos relations as well as on the international and regional situation, so as to steer and guide China–Laos relations to advance steadily in the right direction with a long-term vision and strategic thinking.
(2) Continue to give full play to the special role of inter-party channels, continuously enhance the depth, breadth and frequency of exchanges and cooperation between the two parties, and inject strong momentum into building a China-Laos community with a shared future. Implement the Cooperation Plan between the Communist Party of China and the Lao People's Revolutionary Party (2026–2030) and the Cooperation Agreement between the International Department of the CPC Central Committee and the International Department of the Central Committee of the Lao People's Revolutionary Party, deepen exchanges on party governance and state governance experience, successfully host the 14th China-Laos Party Theory Seminar to be held in China this year, engage in in-depth exchanges on a series of major theoretical and practical issues in socialist modernization, deepen cadre training cooperation, and strengthen exchanges and cooperation between corresponding departments of the two parties' central committees and between localities of the two countries, especially border provinces (regions).
(3) Deepen exchanges and cooperation in the field of discipline inspection and supervision. Implement the Beijing Initiative of the Clean Silk Road, continue to carry out integrity building during the operational phase of the China-Laos Railway, strengthen communication and coordination within multilateral mechanisms such as the UN Convention against Corruption and China-ASEAN, and enhance law enforcement cooperation on anti-corruption fugitive pursuit and asset recovery.
(4) Further strengthen friendly exchanges and cooperation between China's National People's Congress and the National Assembly of Laos, and between the Chinese People's Political Consultative Conference (CPPCC) and the Central Committee of the Lao Front for National Construction. Further enhance coordination and cooperation between the two countries' legislative bodies within international and regional parliamentary organizations such as the Inter-Parliamentary Union and the ASEAN Inter-Parliamentary Assembly, and safeguard the common interests of the two countries and developing countries.
(5) The two sides agree to establish a China-Laos "3+3" strategic dialogue mechanism (ministerial level) covering diplomacy, national defense and public security, to coordinate the two major matters of development and security, comprehensively strengthen strategic cooperation, and respond to common challenges.
(6) Continue to implement the agreement between the two foreign ministries on strengthening cooperation under the new circumstances, maintain regular communication mechanisms between the ministries, make good use of mechanisms such as comprehensive security consultations, law enforcement and judicial cooperation, and consultations on international law, closely coordinate communications at all levels, and strengthen coordination in bilateral and multilateral areas.
(7) Firmly support each other on issues involving each other's core interests and major concerns. Laos reiterates its firm adherence to the One China principle, recognizes that there is only one China in the world, that Taiwan is an inseparable part of China's territory, and that the government of the People's Republic of China is the sole legitimate government representing all of China. Laos opposes any words and deeds that harm China's sovereignty and territorial integrity, opposes any form of "Taiwan independence" separatist activities, and opposes external forces interfering in China's internal affairs or undermining peace and stability across the Taiwan Strait under any pretext; it supports all efforts by China to achieve national reunification. The two sides underscore that the authority of UN General Assembly Resolution 2758 is beyond question or challenge. Laos firmly supports China's just positions on matters concerning Hong Kong, Xinjiang and Tibet. China firmly supports Laos in defending national independence, territorial integrity, and its right to choose its social system and development path, and firmly supports Laos in safeguarding its national sovereignty, security and development interests.
— Build resilient security cooperation.
(8) The two sides will jointly uphold and implement the Global Security Initiative, advocate that countries adhere to a common, comprehensive, cooperative and sustainable concept of security, respect the sovereignty and territorial integrity of all countries, and refrain from interfering in others' internal affairs. They will strengthen dialogue, exchanges and practical cooperation within the framework of the Global Security Initiative, promote the establishment of a China-Laos security partnership, and work together to improve global security governance.
(9) Strengthen defense and security cooperation. Maintain high-level and all-level exchanges between the two militaries, continue to organize border defense friendly exchange activities, actively carry out cooperation in political work, joint exercises and training, medical and health services, and personnel training, and closely coordinate in multilateral security affairs to jointly safeguard regional peace and stability.
(10) Continue to deepen law enforcement and security cooperation. Establish a ministerial-level meeting mechanism among law enforcement agencies and maintain exchanges at all levels between the two countries' law enforcement departments. Carry out effective coordination and cooperation across various fields, with a focus on strengthening information exchange and experience sharing to prevent and guard against "color revolutions", jointly defending political security and institutional security. Strengthen exchanges and cooperation in the legal and judicial fields to provide rule-of-law guarantees for the development of bilateral relations. Enhance protection of the safety and legal rights and interests of each other's citizens, projects and institutions within their respective territories. Reinforce security cooperation for Belt and Road construction to ensure the safety of major cooperation projects such as the China-Laos Railway. Strengthen bilateral and Lancang-Mekong framework law enforcement cooperation, and continue joint actions against crimes such as telecom and online fraud, drugs, and human trafficking. Laos is willing to join the International Coalition Against Telecommunications Network Fraud as a co-founding member. Further deepen cooperation and exchanges between immigration (border control) authorities to combat illegal cross-border movements and jointly maintain port order and border stability.
— Deepen high-quality, mutually beneficial cooperation.
(11) Further deepen the alignment between the Belt and Road Initiative and Laos' strategy of transforming from a land-locked country to a land-linked country, and implement the two countries' cooperation plan outline for jointly building the Belt and Road and the list of key cooperative items. Update the list of key cooperative items in due course, further coordinate and advance major landmark projects and livelihood projects, deepen the two countries' hard connectivity, soft connectivity and people-to-people connectivity, and enhance the well-being of the peoples of both countries. Make good use of the Joint Committee mechanism for China-Laos Economic Corridor cooperation, focus on comprehensive development along the China-Laos Railway, and promote qualitative upgrading of cooperation in the China-Laos Economic Corridor. Accelerate the implementation of the intergovernmental agreement on one-stop, two-inspections for the China-Laos Railway. The Chinese side is willing, according to Laos' needs, to actively consider supporting infrastructure construction on the Lao side of the Mohan–Boten border port. With the Lao national power transmission company as an important foundation, continue to deepen practical cooperation in cross-border grid interconnection and grid operation management. Under the China-Laos Economic Corridor Joint Committee mechanism, build an all-round, full-system mineral resources development cooperation mechanism, and support Chinese enterprises in accelerating the construction of a potash fertilizer production base in Laos.
(12) Fully leverage platforms such as the China-ASEAN AI Application Cooperation Center, China-ASEAN Digital Academy, China-ASEAN AI Innovation Cooperation Center, and China-ASEAN AI Industry Innovation Center, deepen practical cooperation between China and Laos in digital technologies, artificial intelligence and e-commerce, routinely carry out talent training, technical seminars and industry matchmaking activities, and promote tangible results. Support enterprises of both countries to deepen cooperation in the energy technology industry, actively advance cooperation in the information and communications field, such as promoting the construction of a national data center, Laos' cloud computing system and modern communication networks and other modern digital infrastructure. At the same time, the Chinese side is willing to support Laos in building e-government systems to help improve government transparency and efficiency and the modernization of public services, and to strengthen cooperation in ICT, digital technologies, artificial intelligence, cybersecurity and technological innovation. The Chinese side is willing to continue supporting Laos' participation in information and communications exchange and training programs targeting ASEAN and Lancang-Mekong countries. The two sides are willing to strengthen international coordination and cooperation under multilateral frameworks such as the International Telecommunication Union (ITU) and the World Radiocommunication Conference (WRC).
(13) Continue to make full use of mechanisms such as the China-Laos Economic and Trade and Technology Cooperation Committee and the China-Laos Investment Cooperation Working Group to promote industrial supply-chain cooperation, jointly build safe, stable and trustworthy industrial and supply chains, and advance healthy and sustainable development of China-Laos economic and trade relations. Actively promote integrated trade and investment development, promote high-quality development of overseas economic and trade cooperation zones, and operate key projects such as the 赛色塔综合开发区. Expand investment cooperation in emerging fields such as green minerals, the digital economy and green development, create a favorable investment environment, and protect the legitimate rights and interests of enterprises from both sides. Steadily advance policy, planning, construction and investment promotion coordination between the two sides' parks in the China-Laos Mohan–Boten Economic Cooperation Zone, and carry out cross-border industrial cooperation. Further deepen bilateral trade ties and continuously increase the scale and level of trade. Strengthen communication and dialogue between the financial authorities of both countries, and promote financial cooperation in areas such as monetary policy, financial supervision, payment regulation, financial innovation and capacity building. Promote market-driven cooperation in building e-commerce platforms to facilitate import and export trade, especially agricultural products and products of small and micro enterprises. Continue to promote implementation of the Global Development Initiative, deepen development cooperation in infrastructure, poverty reduction, health and education, actively explore small and well-targeted livelihood assistance projects, and strengthen human resources development cooperation.
(14) Further enhance the coordinating role of the China–Laos Intergovernmental Joint Committee on Science and Technology Cooperation, and actively expand practical cooperation in areas such as scientific and cultural exchanges and the establishment of joint research platforms. Strengthen the exchange and sharing of experiences and best practices in the creation, protection, and utilization of intellectual property. Leverage the platform of the China–ASEAN Technology Transfer Center to intensify exchanges and collaboration on poverty reduction through science and technology, and jointly promote the transfer, commercialization, and demonstration application of scientific and technological achievements.
(15) Establish a “Smart Customs” partnership, strengthen the interconnectivity of the international trade “Single Window,” and enhance cooperation in port‑related areas. Develop a collaborative framework for port operations and management to facilitate the implementation of “one‑stop, two‑inspection” passenger clearance at the China–Laos Railway’s international border crossings, thereby improving customs’ regulatory and service capabilities. Continue to deepen cooperation under the Belt and Road Customs Food Safety Cooperation Mechanism, expanding the scale of agricultural and food trade while ensuring safety; further reinforce animal and plant quarantine cooperation, promote joint prevention and control of cross‑border animal and plant epidemics, and advance the process of quarantine‑based market access for high‑quality agricultural and food products. Strengthen anti‑smuggling law enforcement cooperation, conduct joint investigations into cases of commercial fraud, and continue exchanging intelligence on smuggling activities involving drugs, firearms and ammunition, as well as endangered wild fauna and flora and their derivatives. Fully leverage the roles of existing China–Laos border‑customs inspection and quarantine cooperation mechanisms, including the Kunming–Bangkok Highway liaison meetings, the Lancang–Mekong River customs liaison conferences, the China–Laos border customs talks, and the China–Laos health and quarantine working meetings, to further enhance the facilitation of customs clearance at border ports.
(16) Continue to leverage the mechanism of the China–Laos Joint Committee on Agricultural Cooperation, strengthening technical exchanges and capacity-building in areas such as rice breeding, prevention and control of animal and plant diseases, rural revitalization, poverty alleviation, and smart agriculture. Make full use of favorable conditions offered by the Regional Comprehensive Economic Partnership (RCEP), the China–ASEAN Free Trade Area Version 3.0, and the China–Laos Railway to promote the upgrading and quality enhancement of agricultural trade and investment between the two sides. The Lao side extended its congratulations to the Chinese side on the successful convening of the 2026 High-Level Forum on Poverty Reduction and Development, while the Chinese side welcomed Laos’ accession to the Global Partnership for Poverty Reduction and Development.
(17) Further deepen practical cooperation in the fields of geology and mineral resources by effectively implementing the Lao PDR geochemical mapping project, jointly building the China–ASEAN Geoscience Information Big Data Platform and the Lao PDR Geochemical Observation Network, and strengthening collaboration on the sustainable development of land and water resources. Leveraging the Natural Resources Satellite Remote Sensing Cloud Service Platform, we will advance data-sharing initiatives and, through China’s high-resolution natural resources satellites, enhance cooperation in land resource management and natural resource development.
(18) Strengthen cooperation on environmental protection. Deepen policy dialogue and technical exchanges in areas such as air and water quality management, and promote the sharing of knowledge and best practices in environmental protection and sustainable development. Enhance global collective action and international cooperation to address climate change, and, in accordance with the principles of equity, common but differentiated responsibilities, and respective capabilities, jointly advance the comprehensive, balanced, and effective implementation of the United Nations Framework Convention on Climate Change and its Paris Agreement. Strengthen bilateral cooperation and cooperation under the Lancang–Mekong Cooperation mechanism in the field of water resources, deepen practical collaboration in areas including water resource planning, integrated water resources management, flood and drought risk management, hydrological monitoring, rural safe drinking water, and capacity-building, and work together to elevate the level of intensive and secure water resource utilization.
(19) Strengthen strategic cooperation in the aerospace sector; welcome Lao aviation enterprises to introduce Chinese commercial aircraft; support joint ventures and cooperative partnerships between Chinese and Lao aviation companies; enhance collaboration on the “Laos-1” satellite and subsequent communication satellite projects; and deepen cooperation in areas such as air connectivity, facilitation of maritime operations, training of civil aviation professionals, and capacity-building for civil aviation oversight.
(20) The Lao side commended the Chinese side for providing financial support to Laos in hosting the Third Conference of the Convention on Cluster Munitions. Both sides expressed their willingness to continue deepening cooperation on the clearance of unexploded ordnance, strengthening exchanges of experience, technical and equipment assistance, and on-site guidance.
(21) Jointly safeguard the stability and smooth functioning of global industrial and supply chains, and firmly oppose the politicization and weaponization of these chains. Implement the Regional Comprehensive Economic Partnership Agreement in a high-quality manner, and work together to fully honor Laos’ commitment to grant zero-tariff treatment to 100 percent of tariff lines of products exported to China. Both sides welcome the official signing of the Protocol on Upgrading the ASEAN–China Free Trade Area to Version 3.0, and will jointly strive to bring it into force at an early date. Fully implement the Framework Initiative on International Economic and Trade Cooperation in the Digital Economy and Green Development and the Initiative on International Economic and Trade Cooperation in Green Minerals, which both parties have jointly endorsed, so as to jointly promote trade and investment cooperation in the digital economy, green development, and green minerals, and to advance the digital and green transformation and sustainable development of these sectors.
(22) Jointly promote an inclusive and universally beneficial economic globalization, and oppose unilateral economic sanctions imposed without the authorization of the United Nations Security Council or any basis in international law. Firmly uphold the multilateral trading system centered on the World Trade Organization and grounded in rules, strengthen cooperation within the WTO framework, support WTO reform, and advance the organization’s greater role in global economic governance. Emphasize the importance of ensuring the normal functioning of the WTO dispute settlement mechanism, and recognize the positive contributions of the Multilateral Interim Appeal Arrangement (MPIA). The Lao side will actively consider joining the MPIA. Both sides commend the United Nations’ adoption of the United Nations Convention on Transferable Documents for Goods (hereinafter referred to as the Convention), and deeply appreciate its significance in facilitating various forms of cross-border transport and international overland trade, particularly its crucial role in further unlocking the potential of the China–Laos Railway and fostering the thriving development of bilateral land-based trade. They stand ready to work together to bring the Convention into force at an early date, thereby making a positive contribution to the prosperity of global trade and economic development.
— Promoting high-frequency people-to-people exchanges
(23) Strengthen counterpart exchanges between the two Parties’ propaganda departments, and guide the media of both countries to give greater coverage to stories of friendly interactions and joint endeavors between the peoples of the two nations. Enhance cooperation and exchanges in the fields of journalism, film and television, and publishing, support the media of both countries in implementing relevant memoranda of understanding, and accelerate the implementation of the China–Laos project for the mutual translation and publication of classic works, thereby consolidating the public‑opinion foundation of China–Laos friendship. Under the framework of the Global Civilization Initiative, carry out cooperation to further promote academic and cultural exchanges and mutual learning among civilizations between China and Laos.
(24) We will launch the “Ten-Million Project” for human resource cooperation between China and Laos, under which China will train 3,000 managerial and technical professionals for Laos. By 2028, we aim to enable 10,000 Lao students to study in China each year. We will expand bilateral exchanges and cooperation in higher education, vocational education, language education, and digital and artificial intelligence education, and continue to develop Luban Workshops. China will keep providing scholarships to outstanding Lao students to study in China, thereby cultivating high-caliber talent in priority areas of bilateral cooperation. Through joint efforts, we will enhance the digital literacy of Lao civil servants and the general public, narrow the digital divide, and create favorable conditions for Laos to advance toward a digital society. China stands ready, in response to Laos’ needs and through a combination of soft and hard assistance, to continue supporting Laos in elevating its educational standards and strengthening the development of primary and secondary school textbooks.
(25) Strengthen exchanges and cooperation among trade unions, women’s organizations, youth groups, and sister-city ties between China and Laos; actively implement the outcomes of the Global Women’s Summit; successfully host signature initiatives such as the China–Laos Border Residents’ Grand Celebration, the China–Laos Seminar on Poverty Reduction and Common Development, and the China–Laos Railway‑沿线 Cities Cooperation Dialogue; and make full use of local resources with distinctive characteristics, such as the “67” School in Nanning, Guangxi, to consolidate the social foundations of the traditional friendship between China and Laos and ensure that this friendship is passed down from generation to generation.
(26) Renew the China–Laos Cultural and Tourism Cooperation Implementation Plan, promote exchanges of personnel at all levels in the cultural and tourism sectors, and actively participate in major cultural and tourism events hosted in each other’s countries. Strengthen tourism promotion through media outlets and social media influencers, thereby creating favorable conditions for enhancing bilateral cooperation in the tourism field. The Lao side supports the Lao Chinese Cultural Center in organizing various activities in Laos. Jointly support the Lancang–Mekong Tourism Cities Cooperation Alliance in carrying out its initiatives, and encourage tourists from both sides to visit each other’s countries. Enhance sports-related exchanges and cooperation, and maintain communication and coordination on international sports matters.
(27) Deepen practical cooperation in areas such as health human resources, maternal and child health, infectious disease prevention and control, and traditional medicine, and jointly implement “small but beautiful” projects like the “Bright Journey” and the “Caring Journey.” Strengthen bilateral collaboration in tropical disease prevention and control; building on the Lancang–Mekong Tropical Disease Prevention and Control Laboratory, deepen China–Laos joint research on tropical disease control, continuously expand the reach and impact of bilateral cooperation outcomes, and deliver tangible benefits to the peoples of both countries.
(28) Jointly undertake the renovation and preservation of the Chinese Martyrs’ Cemetery in Laos, and fully leverage its educational and publicity functions.

(29) Firmly uphold the international system with the United Nations at its core, the international order based on international law, and the basic norms governing international relations grounded in the purposes and principles of the UN Charter. Both sides will jointly safeguard international equity and justice, maintain solidarity and cooperation within the international community, promote the common values of humanity—peace, development, equity, justice, democracy, and freedom—and advocate for a world characterized by equal and orderly multipolarity and an inclusive, universally beneficial economic globalization, thereby advancing the building of a more just and equitable global governance system. Both sides emphasize that they will jointly oppose hegemonism and power politics, reject all forms of unilateralism, and oppose practices such as the formation of exclusive “small circles” and the creation of bloc confrontation, which undermine regional peace and stability.
(30) Promote cooperation within the framework of major concepts and initiatives, including the building of a community with a shared future for mankind, the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative, and the Global Governance Initiative, to jointly address global challenges. Continue to strengthen coordination and collaboration within multilateral mechanisms such as the United Nations, the World Trade Organization, the Shanghai Cooperation Organization, China–ASEAN cooperation, and the Lancang–Mekong Cooperation, so as to jointly safeguard peace, stability, and prosperity in the region and throughout the world. Both sides advocate engaging in exchanges and cooperation on human rights issues on the basis of equality and mutual respect, firmly oppose the politicization, instrumentalization, and application of double standards in human rights matters, and resolutely reject any attempt to interfere in the internal affairs of other countries under the pretext of human rights.
(31) Both sides underscored the importance of safeguarding peace and security in the Asia-Pacific region and agreed to uphold open regionalism. This year marks the fifth anniversary of the establishment of the China-ASEAN Comprehensive Strategic Partnership. China supports ASEAN in building a community that is cohesive, unified, self-reliant, and prosperous, and in maintaining its central role within the evolving regional architecture. The two sides agreed to strengthen China-ASEAN cooperation, working together to build a “five‑fold home” characterized by peace, tranquility, prosperity, beauty, and friendship, and to advance higher‑level regional economic integration, thus forging an even closer China-ASEAN community with a shared future. They also pledged to enhance Lancang–Mekong cooperation, support the successful convening of the Fifth Lancang–Mekong Cooperation Leaders’ Meeting, and jointly develop a “Lancang–Mekong Cooperation 2.0,” creating a Lancang–Mekong home marked by solidarity and cooperation, openness and mutual benefit, green innovation, cultural exchange, and peace and stability, thereby promoting the building of a Lancang–Mekong community of shared future oriented toward peace and prosperity. The Lao side expressed gratitude to the Chinese side for establishing the Lancang–Mekong Cooperation Fund, which has contributed to Laos’ economic and social development and improved people’s livelihoods.
(32) Both sides unanimously agree that, thanks to the joint efforts of China and the ASEAN member states, the situation in the South China Sea has remained generally stable. The two sides will, together with other ASEAN countries, fully and effectively implement the Declaration on the Conduct of Parties in the South China Sea, deepen practical maritime cooperation, and strive to conclude the Code of Conduct in the South China Sea at an early date, thereby turning the South China Sea into a sea of peace, friendship, and cooperation.
V. During the visit, the two sides signed cooperation agreements in such fields as party-to-party relations, people’s livelihoods, finance, customs, economic and trade affairs, youth exchanges, and media.
VI. Both sides agree that General Secretary and President Thongloun’s state visit to China was a complete success, making a positive contribution to consolidating China–Laos relations, strengthening cooperation across all fields, deepening the building of a China–Laos community with a shared future, and promoting regional and global peace, stability, and development and prosperity.
Lao People’s Revolutionary Party Central Committee General Secretary and President Thongloun Sisoulith expressed his gratitude to CPC Central Committee General Secretary and President Xi Jinping, as well as to the Chinese Party, government, and people, for their warm and friendly reception, and extended a sincere invitation to CPC Central Committee General Secretary and President Xi Jinping to visit Laos. CPC Central Committee General Secretary and President Xi Jinping conveyed his thanks and gladly accepted the invitation.
