On May 29, the Shanghai Cooperation Organization Price Dispute Mediation Center of Chongqing Liangjiang New Area and the Chongqing Auction Industry Association formally signed a framework agreement on strategic cooperation. Grounded in the broader context of building the Chengdu–Chongqing Twin-City Economic Circle, the two parties will uphold the “Fengqiao Experience” for the new era and establish a new service model for the auction industry that promotes diversified dispute resolution, compliant development, and cross-border collaboration.
Hu Kaiqiang, Secretary-General of the Shanghai Cooperation Organization’s Multifunctional Economic and Trade Platform and Director of the Chongqing SCO Center for Mediation of Price Disputes, attended the signing ceremony and delivered a speech.

At the signing ceremony, Hu Kaiqiang emphasized that promoting the “Shanghai Spirit” and deepening economic and trade cooperation among SCO member states are crucial steps for advancing the country’s strategy of opening up to the world and building a closer SCO community with a shared future. Improving the diversified dispute-resolution system for price-related disputes is both a political commitment to implementing the “Fengqiao Experience” in the new era—resolving conflicts at the grassroots level—and a pragmatic measure to support Chongqing’s development as a western financial center and to optimize its business environment. As an important supporting service platform for the SCO’s multifunctional economic and trade framework, the SCO Mediation Center shoulders the dual mission of domestic commercial mediation and cross-border economic‑trade dispute resolution. This collaboration with the Auction Industry Association represents an innovative application of a collaborative governance model that integrates an international economic‑trade platform with industry associations.

Hu Kaiqiang emphasized that the auction industry serves as a critical platform for asset disposal and the circulation of production factors, encompassing diverse sectors such as state‑owned assets, real estate, and specialized assets, where price discrepancies and transaction disputes are frequent. The strategic cooperation between the two parties will be anchored in three key roles: first, to support grassroots social governance by establishing a green channel for the joint mediation of auction‑related disputes, achieving end‑to‑end coverage—preemptive prevention, in‑process mediation, and post‑dispute safeguards—to uphold fair market order; second, to promote the industry’s standardized upgrading by leveraging professional valuation qualifications and industry resources to co‑develop appraisal standards and compliance guidelines, thereby reinforcing the foundation of ethical business practices; and third, to empower the Shanghai Cooperation Organization’s cross‑border openness by drawing on the SCO’s economic and trade platform to explore new models of cross‑border asset disposal and joint mediation of international pricing disputes, thus creating a benchmark model for inland commercial mediation involving foreign parties.
Under the agreement, the two parties will engage in deep cooperation across six key areas, including joint resolution of disputes in the auction sector, professional valuation and pricing of assets, collaborative development of industry‑wide compliance and risk‑control frameworks, mutual training of specialized talent, coordinated brand‑building and public‑interest initiatives, and synergistic digital services and cross‑border operations. They will establish regular mechanisms such as high‑level meetings, routine communication channels, and quarterly review sessions. Building on the framework agreement, specific business initiatives will be implemented through dedicated protocols, thereby fostering a service ecosystem that integrates mediation‑driven empowerment, industry self‑regulation, compliant operations, and proactive dispute prevention.

Going forward, the two parties will take the signing of this agreement as a starting point to integrate professional resources, pool collaborative strengths, and deepen the integration of price‑dispute mediation with auction‑industry services. They will continue to refine the multi‑channel dispute‑resolution system, cultivate a skilled workforce, and expand the scope of cross‑border mediation services, thereby delivering pragmatic measures to support the development of the Chengdu–Chongqing Twin‑City Economic Circle and fostering a stable, fair, and efficient rule‑of‑law business environment for economic and trade exchanges among Shanghai Cooperation Organization member states.
