Hu Kaiqiang, Secretary-General of the Shanghai Cooperation Organization’s Multifunctional Economic and Trade Platform and Deputy Director of the Committee on Hong Kong, Macao, Taiwan, Overseas Chinese Affairs, and Foreign Affairs of the Chongqing Municipal Committee of the Chinese People’s Political Consultative Conference, welcomed Zhou Xiaohua and his delegation. Vice-Secretary-General Wang Jianping accompanied the meeting.
Meanwhile, as the Director of the Center for Intelligent Integrated Traditional Chinese and Western Medicine at Peking University’s Chongqing Big Data Research Institute, Zhou Xiaohua expressed his appreciation for the platform’s innovative operational model and its achievements in construction and development. He hopes that the platform will continue to serve as a bridge and a vital platform for advancing multilateral economic, trade, and cultural exchanges among SCO member states, thereby making new contributions to safeguarding the economic stability and prosperity of SCO countries and regions.
Hu Kaiqiang pointed out that the platform remains committed to upholding the “Shanghai Spirit” and earnestly implements the resolutions adopted at previous summits of the heads of state of the Shanghai Cooperation Organization. Centered on the core mission of “building a new SCO ecosystem characterized by the deep integration of the digital and traditional economies,” the platform leverages industry working committees to bring together market entities of diverse ownership forms, thereby fostering an industrial collaborative innovation ecosystem among SCO member states. It also supports local governments in attracting investment, seeks to dismantle barriers to cooperation among enterprises with different ownership structures, and lays the groundwork for a global realignment of productive forces.
In view of Professor Zhou Xiaohua’s distinguished research and extensive experience in biostatistics, the evaluation of traditional Chinese medicine efficacy, and the inheritance of TCM, the Platform has decided, following deliberation, to appoint Professor Zhou Xiaohua as a specialized advisor to the Think Tank Expert Committee of the Shanghai Cooperation Organization’s Multifunctional Economic and Trade Platform, and to hold a formal ceremony for the presentation of his appointment letter.
Xiaohua Zhou is a Chair Professor at Peking University, Head of the Department of Biostatistics, and Vice President of the National Institute for Regulatory Science of Pharmaceuticals and Medical Devices. He also serves as Vice President of the Peking University Chongqing Big Data Research Institute and Director of the Center for Intelligent Integration of Traditional Chinese and Western Medicine. He has been selected for the Organization Department of the CPC Central Committee’s Program for High-Level Talents Abroad. Previously, he served as a member of the Advisory Committee on Medical Devices and Radiological Health at the U.S. Food and Drug Administration (FDA). He has led major national projects, including key projects funded by the National Natural Science Foundation of China and priority R&D programs of the Ministry of Science and Technology. He has received numerous prestigious awards, such as the NSFC Outstanding Young Overseas Scholar Award, the Ministry of Education’s High-Level Cultural and Educational Expert designation, and the Ministry of Education’s Distinguished Overseas Professor Award. He has also been honored with the Mitchell Prize from the Bayesian Analysis Section of the American Statistical Association and the International Society for Bayesian Analysis, the Career Scientist Award from the U.S. Department of Veterans Affairs, the China Industry–University–Research Cooperation Innovation Award, the Second Prize of the World Federation of Chinese Medicine Societies’ International Contribution Award in Traditional Chinese Medicine, and the Annual Outstanding Paper Award from Science China–Mathematics, among other significant domestic and international honors. In addition, he was named to the 2024 Global Top 2% Scientists list.
