BEIJING, April 21 (Xinhua) — On the afternoon of April 21, Chinese President Xi Jinping held talks at the Great Hall of the People in Beijing with Mozambican President Filipe Nyusi, who was on a state visit to China. The two heads of state unanimously agreed to elevate bilateral relations to a China–Mozambique community with a shared future for the new era.
Xi Jinping pointed out that the traditional friendship between China and Mozambique has endured through history and spanned mountains and seas. Since the establishment of diplomatic relations, the two countries have enjoyed mutual trust and stood by each other, setting a model for China–Africa friendship and South–South cooperation. Under the new circumstances, continuously deepening China–Mozambique friendly cooperation not only meets the shared aspirations of the peoples of both countries, but also aligns with the overarching global trend of the Global South strengthening solidarity and collaboration to jointly address challenges. China stands ready to work with Mozambique, taking the implementation of the outcomes of the FOCAC Beijing Summit and the 2026 “China–Africa Year of People-to-People Exchanges” as opportunities, to jointly pursue the dream of modernization.
Xi Jinping emphasized that friendship and mutual trust are the defining features and political strengths of China–Mozambique relations. The two sides should carry forward their fine traditions, continue to firmly support each other on issues concerning their respective core interests and major concerns, intensify exchanges at all levels and across all fields—ranging from government and political party interactions to legislative and local-level engagement—and strengthen the exchange of experience in Party governance and state administration. China and Mozambique enjoy strong economic complementarity, offering broad prospects for cooperation. As this year marks the beginning of China’s 15th Five-Year Plan period, China stands ready to work with Mozambique to better align their development strategies, innovate cooperation models, explore new avenues for integrated development in infrastructure and energy and mineral resources, and actively cultivate new growth drivers in such areas as agriculture, new energy, the digital economy, and artificial intelligence, thereby promoting high-quality, sustainable practical cooperation between the two countries. In the face of a complex and volatile international landscape, the two sides should continue to enhance coordination and collaboration within the United Nations and other international institutions, uphold solidarity and cooperation, jointly advocate for an equal and orderly multipolar world and an inclusive, people-centered economic globalization, and jointly safeguard international fairness and justice.
Xi Jinping pointed out that, over the past 70 years since China and Africa established diplomatic relations, despite ever-changing international circumstances, the two sides have always stood together through thick and thin, advancing side by side. The Global South, with China and Africa as its representatives, has consistently been a force for justice in an increasingly turbulent and transformative world. Given that the conflict in the Middle East is spilling over and affecting African countries, China stands ready to work hand in hand with Africa to address these challenges, jointly promote peace, and jointly pursue development. First, we must uphold principles and promote peace. We should jointly call for a ceasefire and an end to hostilities, resolve differences through equal-footed dialogue, encourage the international community to practice true multilateralism, and firmly safeguard the purposes and principles of the UN Charter as well as the basic norms governing international relations. Second, we must remain steadfast in our commitment to development. As China continues to expand high-standard opening-up, it has always accorded Africa a special priority. Starting May 1 this year, China will implement zero-tariff treatment across the board for all 53 African countries with which it maintains diplomatic relations, and will further broaden market access for African exports to China by upgrading the “green channel” and other measures. Third, we must pursue win-win cooperation and set a model for collaboration. China is willing to respond to the calls of African countries, tap into the potential for cooperation, strengthen mutually beneficial partnerships, support African development, and jointly build a new-era, all-weather China–Africa community with a shared future.

Chapo stated that he was delighted to be the first African head of state this year to pay a state visit to China, a gesture that underscores the friendly relations and fraternal bond between the two countries and holds great significance for the Mozambican people. He extended congratulations to China on the remarkable development achievements it has attained under the leadership of President Xi Jinping, which have set an exemplary model for the countries of the Global South. China is a true friend of Mozambique, consistently providing the country with selfless support and assistance; Mozambique attaches great importance to its relations with China, unconditionally upholds the One-China principle, and supports China’s reunification. Mozambique stands ready to work with China to strengthen solidarity and friendship on the basis of mutual respect and mutual trust, deepen cooperation in such fields as economy and trade, agriculture, and energy, and jointly usher in a new chapter in the building of a China–Mozambique community with a shared future for the new era. The implementation of the outcomes of the Beijing Summit of the Forum on China–Africa Cooperation and China’s zero-tariff policy for African countries that have diplomatic relations with China will provide significant impetus for the economic and social development of African nations, and Mozambique expresses its gratitude for China’s support. President Xi Jinping’s vision of a community with a shared future for mankind, his four major global initiatives, and the Belt and Road Initiative have made important contributions to promoting world peace, stability, and development, and Mozambique stands ready to work with China to implement these initiatives and make the world a better place.
Following the talks, the two heads of state jointly witnessed the signing of more than 20 cooperation documents in such fields as joint Belt and Road Initiative development, implementation of the Global Security Initiative, economic and trade cooperation, cultural and people-to-people exchanges, health care, and media.
The two sides issued the Joint Statement of the People’s Republic of China and the Republic of Mozambique on Building a China–Mozambique Community with a Shared Future for a New Era.

Upon Chávez’s arrival, the guard of honor lined up to render honors. The two heads of state then ascended the reviewing stand, where the military band played the national anthems of China and Mozambique, and 21 ceremonial cannon salutes were fired over Tiananmen Square. Accompanied by President Xi Jinping, Chávez reviewed the Honor Guard of the Chinese People’s Liberation Army and watched the parade.
That evening, Xi Jinping and Peng Liyuan hosted a welcome banquet for the Zapo couple in the Golden Hall of the Great Hall of the People.
