Hu Kaiqiang, Secretary-General of the Multifunctional Economic and Trade Platform of the Shanghai Cooperation Organization Member States and Deputy Director of the Committee on Hong Kong, Macao, Taiwan Affairs, Overseas Chinese Affairs, and Foreign Affairs of the Chongqing Municipal Committee of the Chinese People’s Political Consultative Conference, extended a warm welcome to Li Wanheng and his delegation. The meeting was attended by Zhang Guangfu, Deputy Secretary-General.
Li Wanheng outlined the research strengths, technological achievements, and foundation for international cooperation of the Highway Research Institute of the Ministry of Transport (hereinafter referred to as “the Highway Institute”) in the field of transport. He stated that, as a comprehensive research institution in the transport sector, the Highway Institute has long focused on core areas such as highway engineering, intelligent transportation, green transportation, and safe transportation. It boasts a number of high-level research teams and numerous independently developed technological innovations, and has accumulated extensive experience in transport infrastructure construction, technical standard-setting, and technology transfer and commercialization. The Institute has also progressively engaged in exchanges and cooperation on transport technologies with countries along the Belt and Road. This collaboration with the platform will further broaden channels for Chinese technologies to go global, promote the localization, application, and dissemination of China’s advanced transport technologies, equipment, standards, and services in Belt and Road countries, and inject new momentum into the high-quality development of transport infrastructure in SCO member states and regions along the Belt and Road.
Hu Kaiqiang pointed out that the platform is committed to upholding the “Shanghai Spirit” and thoroughly implementing the resolutions adopted at previous Councils of Heads of State of the Shanghai Cooperation Organization. Centered on the core mission of “building a new SCO ecosystem characterized by the deep integration of the digital and traditional economies,” the platform leverages industry-specific working committees to bring together market entities of diverse ownership structures, thereby fostering an innovative, collaboratively driven industrial ecosystem among SCO member states led by Chinese enterprises serving as “chain-leading” firms. This initiative aims to support local governments in attracting investment and business, break down barriers to cooperation among enterprises of different ownership types, explore the establishment of “SCO standards,” and lay the foundation for a global realignment of productive forces.
During this period, the Highway Research Institute of the Ministry of Transport signed a memorandum of understanding with the platform to jointly promote the application and dissemination of cutting-edge technologies in China’s transport sector on the international stage, thereby advancing connectivity and sustainable development of transport infrastructure among SCO member states and countries along the Belt and Road.
Zhang Guangfu chaired the symposium and outlined the platform’s innovative operational model and its achievements in construction and development, with a particular focus on sharing successful cases of international cooperation involving the platform’s relevant working committees. The two sides engaged in in-depth exchanges on issues of mutual concern and reached broad consensus.
