Hu Kaiqiang, Secretary-General of the Multifunctional Economic and Trade Platform of the Shanghai Cooperation Organization Member States and Deputy Director of the Committee on Hong Kong, Macao, Taiwan Affairs, Overseas Chinese Affairs, and Foreign Affairs of the Chongqing Municipal Committee of the Chinese People’s Political Consultative Conference, extended a warm welcome to Sun Bo and his delegation. The meeting was attended by Zhang Guangfu, Deputy Secretary-General.
Sun Bo provided an overview of the institute: Chongqing Industrial Technician College was founded in 1978 as a directly affiliated institution of the Chongqing Municipal Economic Commission. It serves as a national high-skilled talent training base that integrates post-secondary and vocational education with intermediate- and advanced-level worker and technician skills training. The college is a fully state-funded public institution under the Chongqing Municipal Finance Bureau and is the only technician college within the Western China Vocational Education Base. Covering more than 200 mu of land, it has a faculty and student body of over 5,000. The college offers more than 20 majors across four major industrial sectors, many of which are designated as national or municipal key programs. It boasts a highly qualified teaching staff, state-of-the-art practical training facilities, and implements an integrated work-study approach to instruction, consistently achieving outstanding results in skills competitions. The college continues to deepen industry–education integration, maintaining an employment rate of over 98%, and is striving to become a nationally recognized high-level technician college. It expresses the hope of strengthening exchanges and cooperation with the platform, leveraging the platform to enrich international educational resources, and thereby bolstering the college’s collaboration with vocational education institutions in Shanghai Cooperation Organization member states to cultivate more modern, versatile, internationally competitive high-skilled professionals.
Hu Kaiqiang pointed out that the platform is committed to upholding the “Shanghai Spirit” and thoroughly implementing the resolutions adopted at previous Councils of Heads of State of the Shanghai Cooperation Organization. Centered on the core mission of “building a new SCO ecosystem characterized by the deep integration of the digital and traditional economies,” the platform leverages industry-specific working committees to bring together market entities of diverse ownership structures, thereby fostering an industrial collaborative innovation ecosystem in SCO member states led by Chinese enterprises serving as “chain leaders.” This initiative aims to support local governments in attracting investment, break down barriers to cooperation among enterprises of different ownership types, explore the establishment of “SCO standards,” and lay the foundation for a global realignment of productive forces.
Zhang Guangfu chaired the symposium and outlined the platform’s innovative operational model and its achievements in construction and development, with a particular focus on sharing successful cases of international cooperation involving the platform’s relevant working committees. The two sides then engaged in an in-depth exchange on topics of mutual interest.
