Deliberation on the Regulations of the CPC Local Committees

BEIJING, March 27 (Xinhua) — The Political Bureau of the CPC Central Committee held a meeting on March 27 to review the Regulations on the Work of Local Party Committees of the Communist Party of China. The meeting was chaired by Xi Jinping, General Secretary of the CPC Central Committee.
The meeting emphasized that local Party committees must steadfastly uphold the authority of and centralized, unified leadership by the Party Central Committee with Comrade Xi Jinping at its core, regard the thorough implementation of the Party Central Committee’s decisions and arrangements as the top priority, ensure unwavering commitment to and rigorous execution of all matters decided by the Party Central Committee, and, at the same time, closely integrate such efforts with the actual conditions of their respective regions to enhance the initiative and creativity of their work.
The meeting emphasized that local Party committees bear an inescapable responsibility for promoting development and ensuring security, and must adopt a down-to-earth, pragmatic approach. They are required to fully, accurately, and comprehensively implement the new development philosophy, steadfastly advance high-quality development, focus on safeguarding and improving people’s livelihoods, and make all-out efforts to uphold national security and overall social stability. It is essential to foster and practice a correct view of political achievements, adhering to the principle of delivering results for the people through hard work and practical action, and striving to produce tangible outcomes that can stand the test of practice, the people, and history. Within the leading bodies of local Party committees, it is necessary to strengthen education on democratic centralism, improve rules for deliberation and decision-making, refine the negative list, enhance oversight mechanisms, and clearly define key areas of oversight, specific measures, and accountability procedures, so as to ensure strict implementation of democratic centralism. Members of local Party committee leadership teams should intensify theoretical study, enhance their professional competence, and focus on improving their leadership capabilities. They must shoulder the political responsibility for governing the Party and exercising full and rigorous self-discipline, unswervingly advance comprehensive and strict Party governance, persistently and rigorously implement the spirit of the Central Committee’s Eight-Point Regulation and its detailed rules for implementation, thoroughly address formalism to alleviate burdens on the grassroots level, exercise power in accordance with laws and regulations, uphold the bottom line of integrity, and promote the establishment of a clean and upright political environment.
