Chongqing’s First Cyber and Data Security Standard for the Housing and Urban–Rural Development Sector Will Take Effect on June 1

Recently, the Chongqing Municipal Housing and Urban–Rural Development Commission issued the “Basic Common Standards for Cyber and Data Security in the Housing and Urban–Rural Development Sector,” which will come into effect on June 1, 2026.

As Chongqing’s first foundational, general-purpose local standard in the housing and urban–rural development sector specifically addressing network and data security, its promulgation not only fills a critical gap in industry standards but also aligns closely with the national digital economy development strategy and Chongqing’s 15th Five-Year Plan. It thereby establishes a robust security framework for the city’s digital transformation in the housing and urban–rural development field, contributing to the enhancement of quality and efficiency in the construction of Digital Chongqing.

This standard was primarily compiled by the Chongqing Municipal Construction Information Center, with joint contributions from multiple organizations, including the Chongqing Digital Intelligence Industry Economic Development Research Institute of the Multifunctional Economic and Trade Platform of the Shanghai Cooperation Organization Member States, Chongqing University of Posts and Telecommunications, and China Unicom (Chongqing) Industrial Internet Co., Ltd.

Among them, the Chongqing Institute for Research on the Development of the Digital Intelligence Industry serves as a core, cutting-edge, international think tank under the SCO’s Multifunctional Economic and Trade Platform, focusing on research and the commercialization of innovations in digital intelligence technologies such as big data and artificial intelligence. By participating in the development of this standard, the Institute is fully leveraging its strengths in digital intelligence industry research and its extensive think-tank resources to precisely align with the needs of Chongqing’s digital transformation, thereby providing critical support for the standard’s scientific rigor and forward-looking orientation. This represents a key practical step in implementing both national strategies and local planning initiatives.

It is worth noting that the housing and urban–rural development sector, as a key pillar of governance in megacities, is witnessing an accelerating pace of digital transformation, with ever-growing data volumes and an expanding array of application scenarios. There is an urgent need for unified, standardized security guidelines to underpin the sector’s high-quality development, and the issuance of these standards represents a crucial step in implementing both national strategies and local plans.

According to the introduction, this standard is grounded in the actual development needs of Chongqing’s housing and urban–rural development sector, precisely aligns with the requirements of Digital Chongqing construction, and establishes a comprehensive, full-lifecycle network and data security protection system. The standard explicitly covers four key technical domains—physical environment, communication networks, perimeter boundaries, and computing environments—and spans the entire data lifecycle, from collection and transmission to storage, exchange, and destruction, thereby achieving all-dimensional protection—from physical hardware to logical data—and fundamentally breaking the previous fragmented and disjointed state of security protection in the housing and urban–rural development field.

Data security protection is the core highlight of this standard. In light of the large data volumes, broad public-service implications, and high sensitivity inherent in the housing and urban–rural development sector, the standard focuses on the core requirements for data classification and grading, establishing scientifically rigorous classification principles and grading methodologies. It categorizes housing and urban–rural development data into three levels: core data, important data, and general data. At the same time, by taking into account the specific characteristics of sub-sectors such as real estate development, surveying and design, construction, property management, and intermediary services, the standard formulates differentiated security protection strategies to achieve a precise alignment between security safeguards and industry-specific business needs, thereby avoiding one-size-fits-all management and enhancing overall protection effectiveness.

In addition, the standard places a strong emphasis on strengthening compliance requirements for management and on building a closed-loop cybersecurity management ecosystem. It explicitly mandates that all relevant entities in the city’s housing and urban–rural development sector conduct regular network and data security risk assessments and establish a routine risk identification and remediation mechanism. At the same time, it sets out detailed compliance provisions covering supply-chain security, management of outsourced service providers, emergency response and incident handling, and organization-wide security awareness training and education, thereby establishing a dynamic security management system characterized by “full organizational participation, tiered asset management, and continuous process improvement.” This approach aims to shift industry-wide security management from a “reactive defense” model to a “proactive empowerment” model.
