Hu Kaiqiang, Secretary-General of the Shanghai Cooperation Organization’s Multifunctional Economic and Trade Platform and Deputy Director of the Committee on Hong Kong, Macao, Taiwan, Overseas Chinese Affairs, and Foreign Affairs of the Chongqing Municipal Committee of the Chinese People’s Political Consultative Conference, welcomed Qing Binwen and his delegation. Zhang Guangfu, Deputy Secretary-General, accompanied the meeting.
Qing Binwen provided an overview of the basic situation and development plan for emergency management in Shapingba District. He stated that as an important core urban area of Chongqing and the originating hub of the New Western Land-Sea Corridor, Shapingba District is accelerating the establishment of a modern emergency management system and enhancing its capabilities in disaster prevention, mitigation, and relief. He expressed the hope that, by leveraging the resource advantages and bridging role of the platform within the SCO member states, the district can facilitate the alignment of its regional emergency industry with SCO markets, strengthen international exchanges and cooperation in advanced emergency management concepts and technologies, explore the establishment of cross-border emergency coordination mechanisms, and jointly enhance their capacity to respond to sudden public emergencies—thereby contributing to the modernization and internationalization of the regional emergency management system.
Hu Kaiqiang pointed out that the platform remains committed to promoting the “Shanghai Spirit” and earnestly implementing the resolutions of the Councils of Heads of State of the SCO member states. Focusing on the core task of “building a new SCO ecosystem characterized by the deep integration of the digital economy and the traditional economy,” the platform leverages industry working committees to bring together market entities under diverse forms of ownership, thereby driving the development of an SCO national industrial synergy and innovation ecosystem led by Chinese enterprises serving as “chain‑leading” companies. This initiative aims to support local governments in attracting investment, break down barriers to cooperation among enterprises with different ownership structures, explore the establishment of “SCO standards,” and lay the foundation for a global realignment of productive forces. He stated that emergency management is a crucial area of regional cooperation within the SCO framework, and that the platform is eager to strengthen coordination with Shapingba District, support the internationalization of the region’s emergency response industry, and jointly explore new models of emergency management cooperation under the SCO framework.
Zhang Guangfu chaired the symposium and introduced the platform’s innovative operational model and its achievements in construction and development, with a particular focus on sharing successful cases of international cooperation involving the platform’s relevant working committees. Both sides engaged in in-depth discussions on topics of mutual interest.
Lu Yuanchuan, Deputy Director of the Emergency Management Bureau of Shapingba District, and Hu Dongkai, Head of the Comprehensive Division, attended the meeting, along with Zou Xiaolin, Chairman of the Platform’s Natural Disaster Prevention, Mitigation, and Rescue Committee, and Zeng Zhuyuan, Deputy Secretary-General.
