Xinhua News Agency, Beijing, March 4 — With shared aspirations and concerted efforts, let us jointly draw up a grand blueprint and, through practical actions and tireless endeavors, create great achievements for our times. The fourth session of the 14th National Committee of the Chinese People's Political Consultative Conference opened on the afternoon of March 4 at the Great Hall of the People. More than 2,000 members of the National Committee will focus their deliberations on the implementation of the decisions and plans made by the CPC Central Committee, with a particular emphasis on formulating and carrying out the 15th Five-Year Plan. They will engage in in-depth consultations and offer constructive advice and suggestions, pooling wisdom and strength to ensure a solid start and steady progress for the 15th Five-Year Plan. In doing so, they will contribute their wisdom and energy to fully advancing the cause of building a strong country and realizing the great rejuvenation of the Chinese nation through Chinese-style modernization.

In Beijing in March, spring ushers in a brilliant new chapter. The Great Hall of the People’s auditorium glows with dazzling lights, creating an atmosphere of solemnity and fervor. The emblem of the Chinese People's Political Consultative Conference hangs centrally above the rostrum, while ten vibrant red flags are neatly arranged on either side.

The fourth session of the 14th National Committee of the Chinese People's Political Consultative Conference was scheduled to have 2,125 delegates in attendance, and 2,078 delegates actually attended, meeting the required quorum.

Wang Huning, Chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), and Vice Chairmen Shi Taifeng, Hu Chunhua, Shen Yueyue, Wang Yong, Zhou Qiang, Pabala Gyaltsen, Ho Hou-wah, Leung Chun-ying, Battur, Su Hui, Shao Hong, Gao Yunlong, Mu Hong, Xian Hui, Wang Dongfeng, Jiang Xinzhi, Jiang Zuojun, He Baoxiang, Wang Guangqian, Qin Boyong, Zhu Yongxin, and Yang Zhen took their seats in the front row of the rostrum.

Leaders of the Party and the state—Xi Jinping, Li Qiang, Zhao Leji, Cai Qi, Ding Xuexiang, Li Xi, and Han Zheng—sat at the rostrum to congratulate the convening of the congress.

At 3 p.m., Shi Taifeng declared the conference open, and everyone stood up to sing the National Anthem of the People's Republic of China.

Wang Huning, representing the Standing Committee of the 14th National Committee of the Chinese People's Political Consultative Conference, delivered a work report to the conference.

Wang Huning stated that 2025 is a year of great significance in China’s journey toward modernization with Chinese characteristics. Faced with a complex and intricate international situation and daunting domestic tasks of reform, development, and stability, the CPC Central Committee—with Comrade Xi Jinping at its core—has united and led the entire Party and all ethnic groups across the country to rise to challenges, strive vigorously, and coordinate both domestic and international priorities. As a result, we have smoothly achieved the major economic and social development goals for the year, bringing the 14th Five-Year Plan to a successful conclusion. China’s economic strength, scientific and technological prowess, national defense capabilities, and overall national power have all reached new heights, marking another solid step forward in China’s path toward modernization with Chinese characteristics. The Fourth Plenary Session of the 20th CPC Central Committee was held successfully, outlining the blueprint for development during the 15th Five-Year Plan period.

Wang Huning summarized the work of the Chinese People's Political Consultative Conference (CPPCC) over the past year. He said that the National Committee of the CPPCC and its Standing Committee have consistently adhered to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as their guiding principle, deeply understood the decisive significance of the “Two Establishments,” strengthened their “Four Consciousnesses,” firmly upheld the “Four Confidences,” and ensured the “Two Safeguards.” They have earnestly implemented the spirit of the 20th National Congress of the CPC and the resolutions of successive plenary sessions of the 20th Central Committee, as well as General Secretary Xi Jinping’s important thoughts on strengthening and improving the work of the CPPCC and his important speech at the conference marking the 75th anniversary of the founding of the Chinese People's Political Consultative Conference. They have upheld the organic integration of Party leadership, the united front, and consultative democracy; stayed true to the CPPCC’s nature and positioning; remained focused on the central tasks and served the overall interests; and fully leveraged the role of the CPPCC as a specialized consultative body. They have upheld the CPC’s comprehensive leadership and the centralized, unified leadership of the Party Central Committee, consciously practicing the “Two Safeguards.” They have studied, publicized, and implemented the spirit of the Fourth Plenary Session of the 20th CPC Central Committee, focusing their advice and suggestions on the formulation of the 15th Five-Year Plan. They have attached great importance to the fundamental role of specialized committees and the distinctive roles of various sectors, thereby enhancing the effectiveness of the specialized consultative institutions. They have carried out in-depth study and education on the spirit of the CPC Central Committee’s Eight-Point Regulation, fostering a clean and upright atmosphere conducive to getting things done and achieving success, and have achieved new results in all aspects of their work.

Wang Huning stated that 2026 marks the beginning of the 15th Five-Year Plan. The Chinese People's Political Consultative Conference (CPPCC) must adhere to the guiding principles of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the CPC and the resolutions of all plenary sessions of the 20th CPC Central Committee, earnestly carry out the arrangements made at the Fourth Plenary Session of the 20th CPC Central Committee, and faithfully implement General Secretary Xi Jinping’s important thoughts on strengthening and improving the work of the CPPCC. We must uphold and improve the system of multi-party cooperation and political consultation under the leadership of the Communist Party of China, stay true to the CPPCC’s nature and positioning, remain committed to the two major themes of unity and democracy, and focus our efforts on fulfilling our duties and responsibilities in alignment with the central tasks of the Party and the country. We should mobilize all political parties, groups, and people from all ethnic groups and sectors who participate in the CPPCC to broadly unite hearts, build consensus, pool wisdom, and gather strength for ensuring a good start to the 15th Five-Year Plan.

Wang Huning stated that we must unswervingly uphold the leadership of the Communist Party of China and firmly steer toward the correct political direction. We should consistently integrate the Party’s innovative theories into our daily work and make it a regular practice, thereby enhancing the effectiveness of ideological and political guidance and broadly building consensus. We should focus on offering advice and making proposals around the implementation of the 15th Five-Year Plan, using high-quality performance to serve the central tasks of the Party and the country. We must fully leverage the principal role of CPPCC members, continuously improve their competence and capabilities, and work together with one heart and unwavering determination to promote the high-quality development of the CPPCC in the new era and on the new journey, thus contributing our wisdom and strength to building a modern socialist country along the path of socialism with Chinese characteristics.

He Baoxiang, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), on behalf of the Standing Committee of the 14th National Committee of the CPPCC, reported to the conference on the status of proposal work since the third session of the 14th National Committee of the CPPCC. Since the third session of the 14th National Committee of the CPPCC, a total of 5,992 proposals have been submitted; after review and filing, 5,061 proposals have been accepted, and 99.9% of these proposals have already been responded to. The proposals are closely aligned with the grand blueprint for fully building a modern socialist country and achieving the second centenary goal, and they are firmly anchored in the “Five-in-One” overall layout and the “Four Comprehensive” strategic layout. The proposals offer insightful advice and practical suggestions, playing a positive role in ensuring the comprehensive fulfillment of the goals and tasks set forth in the 14th Five-Year Plan, in studying and formulating the 15th Five-Year Plan, and in promoting high-quality economic and social development.

Relevant officials from the Central Committee of the Communist Party of China, the Standing Committee of the National People's Congress, and relevant departments of the State Council were invited to attend the opening ceremony. Foreign diplomats accredited to China and overseas Chinese compatriots were also invited to participate in the opening ceremony.
