Xinhua News Agency, Beijing, February 11 — As the traditional Chinese festival of the Year of the Horse—the Bingwu Year—draws near, Xi Jinping, General Secretary of the CPC Central Committee, President of the People’s Republic of China, and Chairman of the Central Military Commission, gathered with leaders of the central committees of the democratic parties, heads of the All-China Federation of Industry and Commerce, and representatives of non-party personages at the Great Hall of the People on the afternoon of the 11th to celebrate the Spring Festival together. On behalf of the CPC Central Committee, Xi Jinping extended sincere greetings and best wishes to the democratic parties, the All-China Federation of Industry and Commerce, non-party personages, and all members of the United Front.

Also invited were He Houhua and Leung Chun-ying, Vice Chairmen of the National Committee of the Chinese People's Political Consultative Conference, as well as former chairpersons, first vice chairpersons, and executive vice chairpersons of various democratic parties and the All-China Federation of Industry and Commerce who have already stepped down from leadership positions.

He Wei delivered a speech on behalf of the central committees of various democratic parties, the All-China Federation of Industry and Commerce, and non-party人士. He stated that in 2025, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, the Party and all ethnic groups across the country have forged ahead amid turbulent times and overcome numerous challenges, successfully accomplishing the goals and tasks set forth in the 14th Five-Year Plan and achieving new major accomplishments in the cause of the Party and the country. In the coming year, the democratic parties, the All-China Federation of Industry and Commerce, and non-party人士 should unite even more closely around the CPC Central Committee with Comrade Xi Jinping at its core, focus on the formulation and implementation of the 15th Five-Year Plan, actively offer advice and suggestions, and strive to make contributions to opening up a new chapter in the development of Chinese-style modernization.

After listening to He Wei’s speech, Xi Jinping delivered an important address. He emphasized that 2025 is an extraordinary year. Faced with profound and complex changes in both the domestic and international situations, the CPC Central Committee has united and led the entire Party and all ethnic groups across the country to rise to challenges, strive vigorously, and successfully accomplish the major goals and tasks for economic and social development. The Fourth Plenary Session of the 20th CPC Central Committee was convened to draw up the blueprint for the 15th Five-Year Plan. We solemnly commemorated the 80th anniversary of the victory of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War, established Taiwan Restoration Day, and celebrated the 60th anniversary of the founding of the Tibet Autonomous Region and the 70th anniversary of the founding of the Xinjiang Uygur Autonomous Region. By unswervingly implementing the new development philosophy and promoting high-quality development, and by further deepening reform in a comprehensive manner, China’s economy has continued to move forward under pressure, developing toward new heights and greater quality. We have continuously strengthened efforts to safeguard people’s livelihoods, steadily advanced the building of socialist democracy and the rule of law, cultural development, ecological civilization, national defense, and military construction, thus maintaining overall social stability. We have put forward an initiative for global governance and actively promoted the building of a community with a shared future for mankind. We have carried out solid and in-depth study and education on the spirit of the CPC Central Committee’s Eight-Point Regulation, achieving remarkable results in style-building and the fight against corruption. After five years of unremitting efforts, the 14th Five-Year Plan has been successfully concluded. China’s economic strength, scientific and technological prowess, national defense capabilities, and overall national power have all reached new levels, and Chinese-style modernization has taken new, solid steps forward. These achievements have not come easily; they are the result of the strong leadership of the Communist Party of China and the joint efforts of all ethnic groups across the country, including the various democratic parties, the All-China Federation of Industry and Commerce, and non-party persons.

Xi Jinping pointed out that over the past year, the cause of multi-party cooperation has achieved abundant results. The central committees of various democratic parties and non-party individuals have earnestly implemented the decisions and deployments of the CPC Central Committee, carried out the thematic education campaign “Study Regulations, Strengthen Work Style, and Enhance Image” in a solid manner, and actively offered advice and suggestions focusing on key and difficult issues in economic and social development, thus making new contributions to the development of the Party and the country. The All-China Federation of Industry and Commerce has also done extensive work to promote the “two healthy developments.” On behalf of the CPC Central Committee, he expressed heartfelt gratitude to everyone!

Xi Jinping emphasized that 2026 marks the beginning of the 15th Five-Year Plan. He expressed the hope that all democratic parties, the All-China Federation of Industry and Commerce, and non-party persons will closely focus on implementing the decisions and deployments of the CPC Central Committee, actively fulfill their duties and responsibilities, and strive to achieve new accomplishments. First, we must strengthen political guidance and rally the strength of unity and concerted efforts. We must unswervingly use the Thought on Socialism with Chinese Characteristics for a New Era to forge hearts and minds, thoroughly study and implement the spirit of the Fourth Plenary Session of the 20th CPC Central Committee, and always think together with, stand together with, and work together with the Communist Party of China. The All-China Federation of Industry and Commerce should guide private-sector entrepreneurs to firmly maintain their confidence in development and pursue high-quality growth. Second, we must focus on the central tasks and serve the overall situation, making every effort to contribute to the development of the 15th Five-Year Plan. We need to intensify investigation and research to provide the CPC Central Committee with more practical and effective suggestions for scientific decision-making. We should earnestly organize and carry out democratic supervision over ecological protection and high-quality development in the Yellow River basin. Third, we must genuinely strengthen our own building and better showcase the new image of socialist political parties and political forces with Chinese characteristics. We must enhance the building of leading bodies, pay attention to the quality of member development, strictly enforce discipline and rectify conduct, and consolidate and foster a sound political environment. We must deepen the political handover process to ensure that the cause of multi-party cooperation always remains vibrant and dynamic.
