Xinhua News Agency, Beijing, January 31 — On the afternoon of January 30, the Political Bureau of the CPC Central Committee held its 24th collective study session on proactively planning for and developing future industries. Xi Jinping, General Secretary of the CPC Central Committee, emphasized while presiding over the study session that the new round of scientific and technological revolution and industrial transformation is accelerating, with cutting-edge technologies continuously emerging and driving and supporting the rapid rise of future industries. We must adopt a strategic perspective, firmly grounded in the objective conditions and leveraging our comparative advantages, and adhere to the principle of seeking progress while maintaining stability and fostering development in a phased manner, so as to continuously achieve new breakthroughs in the development of China’s future industries.

Comrade Yu Xiaohui from the China Academy of Information and Communications Technology provided an explanation on this issue and put forward some working recommendations. The comrades of the Central Political Bureau listened carefully to the explanation and engaged in a lively discussion.

After listening to briefings and engaging in discussions, Xi Jinping delivered an important speech. He pointed out that fostering and developing future industries is of great significance for seizing the commanding heights in science and technology and industry, taking the initiative in development; for cultivating new-quality productive forces and building a modern industrial system; and for enhancing the quality of life for the people, promoting well-rounded human development, and advancing overall social progress. In recent years, the Party Central Committee has attached great importance to this issue, strengthened policy support, and driven the future industries sector toward a promising trajectory.

Xi Jinping emphasized that future industries are characterized by foresight, strategic importance, and disruptive potential, and thus require scientific planning and comprehensive coordination. We must focus on the key areas for the development of China’s future industries during the 15th Five-Year Plan period, scientifically evaluate technological pathways, and enhance our capacity for strategic anticipation of cutting-edge technologies. We should take into account comprehensively factors such as national strategic needs, the maturity of technologies, and supporting resource conditions, and pursue development tailored to local circumstances and with differentiated approaches. We must strengthen industrial synergy and promote synergistic interactions between future industries, emerging industries, and traditional industries.

Xi Jinping pointed out that the extent of scientific and technological breakthroughs will largely determine the speed, breadth, and depth of future industrial development. We must fully leverage the advantages of the new national system, adhere to the principle of “industries posing the questions and science and technology providing the answers,” intensify efforts to tackle key core technologies in priority areas, strengthen strategic, forward-looking, and systematic planning for basic research, and accelerate the transformation and application of scientific and technological achievements.

Xi Jinping emphasized that the rise of many emerging industries is driven step by step by enterprises' continuous breakthroughs. We must give full play to the leading role of enterprises, encourage various innovation resources to concentrate on enterprises, and vigorously foster technology-leading enterprises and high-tech enterprises that excel in core technologies and possess strong innovative capabilities, thereby guiding and driving industries toward cutting-edge and high-end fields.

Xi Jinping pointed out that nurturing emerging industries involves long incubation periods and high market risks, so policy support is essential, and the government must provide effective services. We need to refine fiscal and tax policies, vigorously develop science and technology finance, and comprehensively strengthen efforts in talent cultivation, recruitment, and utilization. Moreover, we should foster a robust societal atmosphere that encourages innovation across the board.

Xi Jinping emphasized that the development of future industries covers a wide range of areas and requires a sound governance system. We must strike a balance between development and security, explore scientific and effective regulatory approaches, proactively identify and mitigate related risks, and ensure that we can both “let go effectively” and “manage well.” We should deepen international cooperation and actively promote joint efforts in establishing common standards, jointly discussing rules, and jointly fostering industrial development. Leading officials at all levels should intensify their study of cutting-edge scientific and technological knowledge, striving to gain a deep understanding of technology, grasp industry trends, and excel in decision-making.
