Xi Jinping pointed out that formulating and implementing five-year plans is an important experience in our Party’s governance and administration, and a significant political advantage of the socialist system with Chinese characteristics. It helps to ensure the Party’s leadership, facilitates the mobilization of resources to accomplish major undertakings, enables us to proactively grasp strategic issues, and ensures the continuity of our endeavors. In the long-term practice of formulating and implementing five-year plans, our Party has accumulated rich experience, including upholding the centralized and unified leadership of the Party Central Committee, adhering to a practical approach, maintaining a nationwide coordinated strategy, promoting democracy and pooling collective wisdom, and upholding the principle of statutory planning. We must firmly have confidence in our institutional strengths and continuously build on these advantages by adapting them to new realities.

Xi Jinping emphasized that the Fourth Plenary Session of the 20th Central Committee of the Party has laid out strategic plans for economic and social development during the 15th Five-Year Plan period, and we must comprehensively, profoundly, and accurately grasp and implement these plans. "Comprehensive" means understanding the spirit of the plenary session from a holistic perspective and grasping all the arrangements as an integrated whole—without neglecting one aspect at the expense of another. Xi Jinping pointed out that China’s development is at a time when strategic opportunities coexist with risks and challenges, and the number of uncertain and unpredictable factors is on the rise. In analyzing the situation, we must not only take all factors into full consideration but also be adept at identifying and grasping key factors—such as the international landscape, the new round of scientific and technological revolution, and industrial transformation—and staying attuned to their emerging changes. We must adopt a holistic perspective, keep our sights set on the bigger picture, maintain strategic composure, and carefully plan our tactical approaches, thereby continuously enhancing the certainty and sustainability of China’s development.

Xi Jinping emphasized that building a modern industrial system and achieving an overall upgrade of the industrial structure are key strategic tasks for the 15th Five-Year Plan period. All regions and industries should identify their respective positions, adhere to the directions of intelligentization, green development, and integration, leverage their comparative advantages, and create a dynamic situation in which upstream and downstream industries are seamlessly connected, each playing to its strengths, and working together in the same direction. It is essential to maintain a reasonable share of manufacturing and vigorously develop advanced manufacturing. We must foster new forms of productive forces tailored to local conditions and promote the deep integration of technological innovation and industrial innovation. Furthermore, we need to build modern infrastructure.

Xi Jinping pointed out that China, with its large population, vast market, comprehensive industrial base, and strong development momentum, is well-positioned to accelerate the establishment of a new development pattern. We must adhere to the principle of giving priority to the domestic major circulation, properly balance the relationship between consumption and investment, as well as between demand and supply, and closely integrate policies aimed at improving people’s livelihoods with those designed to boost consumption and investment in both physical assets and human capital. We should strive to enhance the quality and efficiency of the national economic circulation, making domestic demand the primary driving force behind economic growth. We must strengthen the domestic major circulation to enhance our autonomy in expanding high-level opening-up, while also broadening international circulation to invigorate domestic reform and development. Xi Jinping emphasized that economic development and social development are mutually reinforcing and must be pursued in a coordinated manner.
