Hu Kaiqiang, Director General of the Multifunctional Economic and Trade Platform of the Shanghai Cooperation Organization Member States and Deputy Director of the Committee on Hong Kong, Macao, Taiwan, Overseas Chinese, and Foreign Affairs of the Chongqing Municipal Committee of the Chinese People's Political Consultative Conference, welcomed Wan Xiaojun and his delegation. Secretary-General Wen Jixu and Deputy Secretary-General Wang Jianping accompanied the meeting.

Wan Xiaojun listened to a briefing on the platform’s innovative operational model and its achievements in construction and development, and expressed his appreciation for the platform’s positive role in promoting local economic and trade cooperation and cultural exchanges among the SCO member states. Wan Xiaojun highlighted the current state of economic and social development in Changshu City, noting that Changshu enjoys obvious geographical advantages, distinctive industrial strengths, and an excellent business environment, ranking third among the top 100 counties and cities nationwide in terms of overall strength by 2025. He pointed out that, as an important member of the Shanghai metropolitan area, Changshu is deeply integrating into the Yangtze River Delta’s integrated development around the strategic goals of building an international logistics corridor and a two-way opening-up hub. Changshu serves as a key functional node for intelligent manufacturing, an important consumption hub, and a high-level opening-up node within Shanghai’s “30-minute economic circle.” Wan Xiaojun emphasized that this visit to the multi-functional economic and trade platform of the Shanghai Cooperation Organization countries represents an important step in exploring new models for Jiangsu’s foreign trade. He expressed the hope that, based on the broader context of economic development in the Shanghai metropolitan area and the Yangtze River Delta region, both sides can leverage their respective strengths, establish deepened cooperation, and continue to help Changshu achieve more landmark results in areas such as expanding into new markets, cultivating new market players, developing new business models, establishing new channels, and innovating new products.

Hu Kaiqiang pointed out that the platform remains committed to promoting the “Shanghai Spirit” and earnestly implementing the resolutions adopted by the Council of Heads of State of the SCO member countries. Focusing on the core task of “building a new SCO ecosystem characterized by deep integration between the digital economy and the traditional economy,” the platform leverages industry working committees to bring together market entities of various ownership structures, thereby fostering a collaborative innovation ecosystem in the SCO countries led by Chinese enterprises serving as “chain leaders.” This initiative supports local governments in attracting investment and aims to break down barriers to cooperation among enterprises of different ownership types, while exploring the establishment of “SCO standards” to lay the foundation for a global realignment of productive forces. He emphasized that in recent years, the platform has established working mechanisms with more than 20 local governments both at home and abroad, boosting trade volume among SCO countries to approximately 32 billion yuan and facilitating outbound investments totaling nearly 40 billion yuan. The platform is eager to work closely with Changshu to jointly explore a new paradigm of coordinated development between international economic and trade organizations and local governments, thereby helping Changshu achieve a higher level of openness and higher-quality development.

Wen Jixu chaired the symposium, focusing on sharing successful cases of international cooperation from the platform’s relevant working committees. Both sides engaged in an in-depth exchange on ways to deepen practical cooperation and explore jointly building a model project for international innovation and entrepreneurship talent services.
