Communique of the Fifth Plenary Session of the 20th Central Commission for Discipline Inspection of the Communist Party of China

(Adopted at the 5th Plenary Session of the 20th Central Commission for Discipline Inspection of the Communist Party of China on January 14, 2026)

The Fifth Plenary Session of the 20th Central Commission for Discipline Inspection of the Communist Party of China was held in Beijing from January 12 to 14, 2026. Attending this plenary session were 120 members of the Central Commission for Discipline Inspection and 265 attendees.

Xi Jinping, General Secretary of the CPC Central Committee, President of the People’s Republic of China, and Chairman of the Central Military Commission, attended the plenary session and delivered an important speech. Li Qiang, Zhao Leji, Wang Huning, Cai Qi, Ding Xuexiang, and Li Xi, among other Party and state leaders, also attended the meeting.

The plenary session was chaired by the Standing Committee of the Central Commission for Discipline Inspection. The session thoroughly studied and implemented Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully carried out the spirit of the 20th National Congress of the Party and the resolutions of successive plenary sessions of the 20th Central Committee, and earnestly implemented the arrangements made at the Fourth Plenary Session. It reviewed and summarized the discipline inspection and supervision work conducted in 2025, laid out tasks for 2026, and adopted—after deliberation—the work report titled “Promoting Comprehensive and Strict Governance of the Party with Higher Standards and More Concrete Measures, Providing Strong Guarantees for Achieving the Goals and Tasks of the 15th Five-Year Plan,” presented by Comrade Li Xi on behalf of the Standing Committee of the Central Commission for Discipline Inspection.

The plenary session carefully studied and profoundly understood the important speech delivered by General Secretary Xi Jinping. All participants unanimously agreed that the speech fully affirmed the remarkable achievements made over the past year in comprehensively enforcing strict Party governance. Focusing on the critical period of basically achieving socialist modernization, the speech laid out strategic plans for advancing comprehensive and strict Party governance with even higher standards and more concrete measures, thereby providing strong guarantees for realizing the goals and tasks set forth for the 14th Five-Year Plan period. The speech also expressed high expectations for the ranks of discipline inspection and supervision officials. With its lofty vision, broad perspective, profound insights, and rich content, the speech is highly political, ideological, and instructive, charting the course and providing fundamental guidance for deepening comprehensive and strict Party governance and the fight against corruption. All participants unanimously stated that they would take the spirit of General Secretary Xi Jinping’s important speech as their guiding principle, strengthen their sense of mission and fighting will, faithfully perform their duties and assume full responsibility, closely focus on fulfilling the Party’s missions and tasks, persistently reinforce political oversight, unswervingly uphold integrity, enforce discipline, and combat corruption, and always remain loyal, clean, responsible, and courageous and skilled in the struggle, thus contributing to the timely realization of basic socialist modernization.

The plenary session pointed out that, in 2025, the Party Central Committee with Comrade Xi Jinping at its core has steadfastly advanced the Party’s self-revolution, united and led the entire Party and all ethnic groups across the country to overcome difficulties and forge ahead with determination, successfully accomplishing the goals and tasks of the 14th Five-Year Plan and taking new, solid steps toward Chinese-style modernization. The Central Commission for Discipline Inspection and the National Supervisory Commission, together with discipline inspection and supervision organs at all levels, have adhered to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as their guiding principle, kept in mind the Party’s instructions, remained grateful and pressed forward with renewed vigor, firmly upheld the “Two Establishments,” resolutely practiced the “Two Safeguards,” and fought even more determinedly to safeguard the Party’s unity and solidarity and to defend its advanced nature and purity. They have provided strong guarantees for the development of the Party and the country through new achievements in building a clean government and combating corruption. The Standing Committee of the Central Commission for Discipline Inspection has thoroughly studied and implemented Volume V of "Xi Jinping: The Governance of China," strengthened publicity and interpretation of General Secretary Xi Jinping’s important thoughts on the Party’s self-revolution, and driven the entire system to study these ideas, grasp their truths, and put them into practice, ensuring that discipline inspection and supervision work always stays on the right track. Closely focusing on the major political responsibility of upholding the “Two Safeguards,” they have reinforced political oversight, deepened political inspections, achieved high-quality full coverage of inspections at the provincial, regional, and municipal levels, and effectively ensured the implementation of the Party Central Committee’s major policies and guidelines. They have carried out in-depth study and education on the spirit of the Central Committee’s Eight-Point Regulation, vigorously tackled the persistent problems of the “Four Winds,” seriously investigated and publicly reported typical cases of violations such as improper eating and drinking, and promoted further improvements in Party conduct and the establishment of a new ethos throughout the Party. They have unswervingly advanced the fight against corruption, deepened efforts to address corruption in key areas including finance, state-owned enterprises, energy, fire protection, tobacco, pharmaceuticals, universities, sports, development zones, public welfare and charity, work safety, engineering construction, and bidding and tendering. They have issued guidelines for investigating evidence related to new forms of corruption and hidden corruption, deepened the integrated investigation and treatment of corruption and misconduct, formulated and implemented a three-year action plan for building a culture of integrity in the new era, and made concerted efforts to eliminate the soil and conditions conducive to corruption. They have intensified efforts to tackle unhealthy practices and corruption issues affecting the people directly, severely punished “fly-level corruption” and “ant-level corruption,” promoted solutions to the urgent, difficult, and troubling issues faced by the masses, and enabled the people to feel greater gains. They have continued to deepen reform of the discipline inspection and supervision system, completed the comprehensive deployment of discipline inspection and supervision teams to centrally-administered enterprises, promoted the improvement of regulations and systems for comprehensively enforcing strict Party governance and supporting systems for the Supervision Law, and better transformed institutional advantages into effective governance capabilities. They have carried out in earnest the “Year of Standardizing, Legalizing, and Regularizing Discipline Inspection and Supervision Work,” launched a comprehensive package of measures for self-building, and taken the construction of an iron-clad discipline inspection and supervision force to a new level. While acknowledging past achievements, they have conducted a realistic and factual analysis of existing problems in discipline inspection and supervision work and cadre team building, stressing the need to attach great importance to these issues and take concrete measures to address them.

The plenary session emphasized that the 15th Five-Year Plan period is a critical phase for laying a solid foundation and making comprehensive efforts toward basically achieving socialist modernization. Under these new circumstances and tasks, comprehensively enforcing strict Party governance faces fresh challenges. Disciplinary inspection and supervision agencies must earnestly align their thinking and actions with the Party Central Committee—with Comrade Xi Jinping at its core—in accurately assessing the situation and scientifically planning tasks. They must deeply understand the higher requirements posed by achieving the goals and tasks of the 15th Five-Year Plan period for safeguarding the Party’s unity and solidarity, and unswervingly promote the entire Party’s adherence to the “Two Establishments” and commitment to the “Two Upholds.” They must also deeply grasp the higher demands placed on confining power within institutional frameworks in order to achieve the goals and tasks of the 15th Five-Year Plan period, and unswervingly strengthen governance through institutions and exercise power in accordance with regulations. Furthermore, they must profoundly recognize the higher requirements for maintaining the Party’s advanced nature and purity in realizing the goals and tasks of the 15th Five-Year Plan period, and unswervingly pursue the path of anti-corruption with Chinese characteristics. Finally, they must deeply appreciate the higher demands for encouraging responsibility and action in achieving the goals and tasks of the 15th Five-Year Plan period, and unswervingly promote Party members and cadres to work and start businesses while strictly observing rules and discipline.

The plenary session pointed out that 2026 will mark the beginning of the 15th Five-Year Plan period and also the 105th anniversary of the founding of our Party. To do a good job this year, we must adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as our guiding principle, fully implement the spirit of the 20th National Congress of the Party and the resolutions of all previous plenary sessions of the 20th Central Committee, and earnestly carry out the arrangements made at the Fourth Plenary Session. We must deeply study and implement General Secretary Xi Jinping’s important thoughts on Party building and his important thoughts on the Party’s self-revolution, firmly uphold the “Two Establishments,” resolutely practice the “Two Safeguards,” persistently advance comprehensive and strict governance of the Party, continuously deepen efforts to rectify conduct, enforce discipline, and combat corruption, step up efforts to simultaneously address the issues of not daring to be corrupt, not being able to be corrupt, and not wanting to be corrupt, and more forcefully and effectively eliminate the soil and conditions conducive to corruption. We should continue to carry out the “Year of Standardizing, Legalizing, and Regularizing Discipline Inspection and Supervision Work” campaign, promote high-quality development of discipline inspection and supervision work in the new era and on the new journey, and provide strong guarantees for achieving the goals and tasks set forth for the 15th Five-Year Plan period.

First, we must strengthen political oversight and guide the entire Party to unite its efforts and focus its energy on achieving the goals and tasks set forth for the 15th Five-Year Plan period. We will promote the enhancement of Party members’ and cadres’ grasp of the Party’s innovative theories, help them cultivate a stronger sense of mission, and ensure that they are firm in their convictions, pragmatic in their actions, committed to taking responsibility, and self-disciplined. We will encourage Party members and cadres at all levels to establish and practice a correct view of political achievements, consciously act in accordance with objective laws, and strive to deliver tangible results that benefit the people through hard work and practical deeds. We will strictly enforce political discipline and election discipline, resolutely weed out “double-faced individuals” who harbor ulterior motives and whose words do not match their actions, and make concerted efforts to address the “seven types of problems.” We will rigorously rectify ideological liberalism, political opportunism, organizational sectarianism, departmental egoism in work, and the tendency toward “good-old-boy” practices in fulfilling responsibilities, thereby effectively safeguarding the authority and centralized, unified leadership of the Party Central Committee with Comrade Xi Jinping at its core. Closely focusing on strategic deployments such as implementing the new development philosophy, promoting high-quality development, and accelerating the establishment of a new development pattern, we will zero in on key tasks including building a modern industrial system, developing new quality productivity suited to local conditions, constructing a nationwide unified large market, expanding high-level opening-up, steadily advancing common prosperity for all the people, establishing a regular mechanism to prevent relapse into poverty, resolving hidden local government debts, strengthening ecological and environmental protection, and coordinating development with security. We will promptly carry out follow-up oversight to ensure a smooth start and successful launch of the 15th Five-Year Plan period.

Second, we will strengthen efforts to uphold integrity and discipline, and consolidate and expand upon the achievements made in thoroughly studying and implementing the spirit of the Central Committee’s Eight-Point Regulations. We will continue to crack down vigorously on hedonism and extravagance, intensifying efforts to address recurring and prevalent issues such as improper dining and drinking, and the illegal acceptance or giving of gifts and money. We will strictly investigate and punish instances where public funds are used for tourism under the guise of research visits, Party-building activities, or training—particularly those cases involving disguised overseas (or border-crossing) travel funded by public money. We will closely monitor and promptly correct emerging trends, such as the unauthorized construction of buildings and facilities under the pretext of livelihood projects. We will persistently tackle formalism and bureaucratic practices, resolutely addressing prominent problems like waiting passively until the next leadership transition, failing to take action during the transition period, and then hastily pursuing short-term gains and engaging in “flip-flopping” or “vanity projects” once a new leadership team is in place. This will help alleviate burdens on the grassroots level. We will thoroughly implement the Opinions on Unswervingly Implementing the Spirit of the Central Committee’s Eight-Point Regulations and Promoting the Normalization and Long-Term Effectiveness of Conduct Building, taking regular study and education as the foundation, ensuring accountability as the key, and adopting the approach of jointly investigating and addressing both conduct-related corruption and misconduct, thereby perfecting the long-term mechanism for conduct building.

Third, we must strengthen both symptom and root treatment, making good use of the strategic approach of simultaneously advancing efforts to ensure that officials dare not, cannot, and do not want to engage in corruption. We will maintain high-pressure deterrence to reinforce the "dare not" aspect of corruption prevention, adhering to the principle of using strong medicine to cure serious illnesses and imposing severe punishments to restore order. We will continue to thoroughly investigate and clean up corruption cases, deepening our efforts to address corruption in key areas such as finance, state-owned enterprises, energy, education, academic societies and associations, development zones, and tendering and bidding processes. We will seriously investigate and punish issues such as collusion between government officials and business elites, the use of power to protect capital interests, and the infiltration of capital into the political sphere. We will delve deeply into identifying and exposing new and hidden forms of corruption, including those involving anticipated benefits, agreed-upon nominee arrangements, and the “revolving door” phenomenon between government and business. We will focus particularly on investigating corruption among “key individuals” and young cadres, deepen the practice of investigating both bribery and corruption offenses together, intensify efforts to tackle cross-border corruption cases, and work closely with the Standing Committee of the National People's Congress to draft a law against cross-border corruption. We will continuously enhance our ability to penetrate and combat corruption, promptly detecting, accurately identifying, and effectively addressing all types of corrupt practices. To strengthen the “cannot” aspect of corruption prevention, we will bolster oversight and checks and balances by improving institutional mechanisms that integrate authorization, exercise of power, and accountability in a unified, clear, transparent, and traceable manner. We will assist the Party Central Committee in revising the Regulations on Intra-Party Supervision of the Communist Party of China, thoroughly implement the Opinions on Strengthening Supervision over “Number One Leaders” and Leading Teams, and promote scientific authorization, proper exercise of power, and effective checks and balances. To reinforce the “do not want” aspect of corruption prevention, we will deepen the implementation of the Three-Year Action Plan for Building a Culture of Integrity in the New Era, enhancing the targeted effectiveness of integrity education and publicity. We will continually cultivate a mindset of integrity and honesty, foster upright political ethics, uphold moral standards of self-discipline and integrity, and promote a social ethos that values integrity and rejects corruption. To facilitate integrated advancement, we will improve institutional frameworks by establishing sound mechanisms for anti-corruption work under the unified leadership of Party committees, perfecting mechanisms for implementing anti-corruption responsibilities, deepening efforts to promote reform and governance through case studies, emphasizing technology-driven approaches, accelerating the construction of a digital supervision and discipline system, and ensuring strict adherence to regulations, discipline, and the law.

Fourth, we will strengthen discipline enforcement and law enforcement that serve the people, and continue to deepen targeted rectifications of unhealthy practices and corruption issues affecting the masses. We will further advance nationwide campaigns addressing the management of rural collective “three types of assets,” medical insurance fund management, and elderly care services. We will also deploy efforts to tackle problems in the construction of high-standard farmland, and guide localities to tailor their remediation efforts to local conditions, focusing on key projects and practical matters of concern to the people. We will intensify efforts to address illegal cross-regional law enforcement and profit-driven enforcement practices. We will study and formulate guidelines for regularly conducting such rectification work, establishing a long-term mechanism. We will encourage county-level authorities to continue deepening their remediation efforts, leverage the role of public oversight, and enhance grassroots supervision capabilities.

Fifth, strengthen political inspections to enhance the deterrent, penetrating, and driving forces of inspection oversight. Fully implement the guiding principles for inspection work and organize the seventh and eighth rounds of inspections by the 20th Central Committee. Deepen the coordinated linkage between top-down and bottom-up inspections, and intensify guidance and supervision over provincial, regional, and municipal inspections, internal inspections within central government agencies, and village-level inspections. Coordinate and urge inspected Party organizations to effectively carry out rectification efforts following central inspections, refine mechanisms for evaluating rectifications and holding individuals accountable, and promote the effective resolution of identified issues.

Sixth, we must strengthen our sense of being an iron army and continuously raise the level of standardization, rule of law, and institutionalization in discipline inspection and supervision work. We should consolidate and expand upon the achievements of the “Year of Standardization, Rule of Law, and Institutionalization in Discipline Inspection and Supervision Work” initiative, and focus intensively on this effort for another two years, striving to attain even greater results. We must forge absolute loyalty, place particular emphasis on political and Party-cultivation education, and ensure that our political competence is rock-solid. We must deepen the reform of discipline inspection and supervision institutions, carry out comprehensive training at different levels and for different categories of personnel, strengthen practical drills and learning-by-doing, and ensure that our capacity is robust. We must uphold the spirit of struggle, enhance the standardization of supervision, disciplinary enforcement, and law enforcement, assist the Party Central Committee in revising the "Rules on Supervision and Disciplinary Enforcement Work of the Discipline Inspection Organs of the Communist Party of China," and reinforce awareness of the rule of law, procedural rigor, and evidentiary standards, thereby ensuring that our work style is impeccable. We must always maintain a sense of awe and reverence, improve internal mechanisms for power restraint and oversight systems, have the National Supervisory Commission report special work to the Standing Committee of the National People's Congress, proactively accept oversight, and resolutely prevent and combat instances of misconduct hidden from public scrutiny, thus ensuring that our integrity remains unimpeachable.

The plenary session calls upon all to rally even more closely around the Party Central Committee with Comrade Xi Jinping at its core, strive tenaciously and forge ahead with vigor, and continuously promote high-quality development of discipline inspection and supervision work in the new era and on the new journey, thus making greater contributions to fully advancing the cause of building a strong country and national rejuvenation through Chinese-style modernization.
