Committee on Disaster Prevention, Mitigation and Rescue of the SCO Economic and Trade Platform: Multi-dimensional Coordination to Build a New Paradigm for End-to-End Disaster Prevention and Mitigation

The Working Committee on Natural Disaster Prevention, Mitigation and Rescue of the Multifunctional Economic and Trade Platform of the Shanghai Cooperation Organization Member States (hereinafter referred to as the SCO Member States’ Economic and Trade Platform Working Committee on Prevention, Mitigation and Rescue) was officially established in Chongqing on June 26. Zou Xiaolin, the inaugural chairman and advisor at Aneng Chongqing Construction & Development Co., Ltd., expressed his hope that the platform would serve as a catalyst for highly efficient collaboration and, through the “Chongqing Model,” explore a new paradigm for disaster reduction and governance.

Accelerate the development of a new paradigm for disaster prevention and mitigation.

As a newly established specialized institution for disaster prevention and mitigation this year, the Working Committee on Disaster Prevention, Mitigation, and Rescue of the SCO Member States’ Economic and Trade Platform, though “young,” is brimming with vitality. Zou Xiaolin introduced that the committee has currently attracted 35 high-quality member units spanning the entire value chain—including emergency equipment manufacturing, aviation rescue, smart security, software development, and emergency infrastructure construction—forming a hierarchical structure of “1+2+4”: one chairperson unit, two vice-chairperson units, and four director units.

This institution, built by a diverse array of entities—including central state-owned enterprises, state-owned enterprises, private enterprises, universities, and industry associations—is leveraging resource integration to create a comprehensive platform that combines "technology, products, services, and talent." It is committed to providing government departments, enterprises, public institutions, and social organizations with professional and diversified integrated solutions for natural disaster prevention and control.

The Three Gorges Reservoir Area “Five-in-One” Demonstration Park Project for Emergency Industries—integrating industry, research, education, training, and medical services—is one of the key initiatives being promoted by the Committee on Prevention, Mitigation, and Relief under the SCO’s Economic and Trade Platform. Zou Xiaolin stated that the project’s planning is now in its final stages. The expert team from the Chongqing Security Think Tank has completed in-depth discussions, field surveys, and systematic assessments, focusing particularly on the strategic positioning, industrial catalog, spatial layout, implementation pathways, and supporting mechanisms of this demonstration park. “In the future, we will build an emergency industry hub and innovation center rooted in the reservoir area and radiating throughout the region, providing solid industrial and technological support for disaster prevention, mitigation, and relief efforts in the reservoir area.”

Building a model of international cooperation through multiple dimensions.

Since its establishment, the Working Committee on Disaster Prevention, Mitigation, and Rescue of the SCO Economic and Trade Platform has swiftly launched a number of initiatives, including conducting an in-depth study of the Three Gorges Reservoir area and precisely matching local emergency needs; facilitating technological cooperation among multiple member units and establishing a joint R&D mechanism for emergency equipment; and launching a training program for grassroots emergency management personnel, which has so far trained over 900 professionals. In particular, in terms of international cooperation, the Working Committee on Disaster Prevention, Mitigation, and Rescue of the SCO Economic and Trade Platform has prepared a reserve project for emergency cooperation under the framework of the Shanghai Cooperation Organization, and five technical standards have already entered the draft stage.

Looking ahead, the Committee on Disaster Prevention, Mitigation and Relief of the SCO Member States’ Economic and Trade Platform will focus on building a “Smart Disaster-Reduction Brain,” promoting the application of big data and artificial intelligence in disaster early warning, risk assessment, and decision-making and command. We will develop the Yangtze River Emergency Valley Smart Industrial Park and, taking it as a core node, link upstream and downstream enterprises to unleash synergistic innovation momentum within the regional industrial chain and build an ecosystem for an “Emergency Industry Corridor.” At the same time, through means such as technology exchanges, mutual recognition of standards, joint drills, and reciprocal talent development, we will deepen cooperation with SCO member states in the field of disaster prevention and mitigation.

“We hope that when disasters strike within the region, our partner countries in the Shanghai Cooperation Organization can leverage the mutual trust, mechanisms, and collaborative efforts we’ve established to achieve rapid, orderly, and efficient mutual assistance,” said Zou Xiaolin. The core objective of the SCO Member States’ Economic and Trade Platform’s Committee on Disaster Prevention, Mitigation, and Relief is to build a “resilient community” in this field. By fostering and nurturing emergency industry clusters, the committee will help member enterprises pursue international expansion and contribute Chongqing’s expertise to global disaster risk reduction governance.
