Li Xi, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and Secretary of the Central Commission for Discipline Inspection, presided over the meeting.
Xi Jinping pointed out that in 2025, the Party Central Committee will continue to deepen efforts in building a clean and honest government and in fighting corruption, achieving remarkable results. We will strengthen political oversight, deepen political inspections, and effectively ensure the implementation of the Party Central Committee’s major decisions and deployments. We will carry out solid and thorough study and education on the spirit of the Party Central Committee’s Eight-Point Regulations, further prompting the entire Party to improve its work style and foster a new ethos. We will maintain a high-pressure stance against corruption, promote joint investigation and treatment of both corruption and misconduct, deepen efforts to address unhealthy practices and corruption issues affecting the people directly, and make concerted efforts to eliminate the underlying conditions and factors that give rise to corruption.
Xi Jinping emphasized that thoroughly implementing the major decisions and deployments of the Party Central Committee is both a fundamental requirement for upholding the authority and centralized, unified leadership of the Party Central Committee and an important historical experience for the continuous development and progress of the Party and the people’s cause. The 15th Five-Year Plan period is a critical phase for laying a solid foundation and making comprehensive efforts toward basically achieving socialist modernization. All Party organizations at various levels, as well as the vast number of Party members and cadres, must enhance their sense of political responsibility and historical mission, and earnestly implement, through concrete actions, all the decisions and deployments made at the Fourth Plenary Session of the 20th Party Congress. We must closely focus on implementing the new development philosophy, promoting high-quality development, and accelerating the establishment of a new development pattern. Specifically, we need to concentrate on building a modern industrial system, developing new quality productivity suited to local conditions, constructing a nationwide unified large market, expanding high-level opening-up, steadily advancing common prosperity for all the people, regularly preventing a relapse into poverty, resolving implicit local government debt, strengthening ecological and environmental protection, and coordinating development with security. We must intensify targeted, precise, and regular supervision and inspection, make good use of inspection findings, reinforce oversight of rectification efforts, and ensure that the major decisions and deployments of the Party Central Committee are effectively carried out. All regions and departments should, in light of their specific circumstances, earnestly explore effective methods and approaches for implementing the major decisions and deployments of the Party Central Committee. This year, local leadership transitions will begin; we must make good use of those cadres who are truly loyal and reliable, consistent inside and out, and fully committed to their duties.
Xi Jinping pointed out that the Party’s self-revolution hinges on exercising effective oversight over power. Placing power within the cage of institutions is a crucial task for comprehensively enforcing strict Party governance in the new era. Since the 18th National Congress of the Party, the Party Central Committee has taken the formulation and implementation of the Central Government’s Eight-Point Regulation as its starting point to tackle key issues, establishing ironclad rules and stringent constraints, thereby bringing about a dramatic transformation in Party and government conduct. To place power within the cage of institutions, we must not only continuously refine institutional regulations—making them rigorous yet unburdensome and truly effective—but also focus on enhancing the enforcement of these regulations and strengthening their binding force. We must uphold the principle that everyone is equal before laws and regulations, that there are no privileges in complying with them, and that no one is exempt from their enforcement, ensuring that these regulations truly function like live high-voltage lines. Leading officials at all levels must take the lead in implementing these regulations. We must intensify publicity and education on laws and regulations, guiding Party members and cadres to understand the law and discipline, be well aware of the rules, and cultivate a sense of reverence. Furthermore, we must continue to enhance transparency in Party affairs and government administration, ensuring that power operates under the sunlight.
Xi Jinping emphasized that corruption is an obstacle and stumbling block in the development of the Party and the country, and fighting corruption is a major struggle that we cannot afford to lose—and must never lose. Since the 18th National Congress of the Party, our Party has successfully forged a path of anti-corruption with Chinese characteristics: under the centralized and unified leadership of the Party Central Committee, we have tackled both symptoms and root causes, and promoted simultaneously efforts to ensure that officials dare not, cannot, and do not want to engage in corruption. We must remain firmly committed to this path. At present, the situation in the fight against corruption remains grave and complex, and the task of eradicating the soil and conditions that give rise to corruption is still daunting and arduous. We must maintain an unwavering high-pressure stance, ensuring that every instance of corruption is investigated and punished, every act of greed is thoroughly rooted out, and every evil is relentlessly eliminated—leaving no hiding place for corrupt elements. We must closely monitor new trends and characteristics in corruption, innovate our methods and approaches, improve mechanisms for implementing anti-corruption responsibilities, promptly detect, accurately identify, and effectively address all types of corruption problems, and continuously enhance the effectiveness of our anti-corruption efforts. We must put even greater effort into promoting integrated governance, strengthen our systemic thinking, enhance coordinated cooperation, integrate oversight from all fronts, and foster integrated governance through collaborative efforts across the entire chain.
Xi Jinping pointed out that the discipline inspection and supervision agencies bear a significant responsibility and enjoy a glorious mission in advancing the Party’s self-revolution and ensuring strict governance over the Party in all respects. They must firmly uphold the Party’s unity and solidarity and resolutely safeguard the Party’s advanced nature and purity. It is essential to continuously strengthen the standardization, rule of law, and institutionalization of discipline inspection and supervision work, and constantly enhance the quality and effectiveness of supervision, disciplinary enforcement, and law enforcement. In accordance with the requirements of being politically strong, capable, of sound conduct, and incorruptible, we must focus on forging an iron army of discipline inspection and supervision personnel who are loyal, clean, responsible, and courageous and skilled in fighting.
While chairing the meeting, Li Xi pointed out that General Secretary Xi Jinping’s important speech fully affirmed the remarkable achievements made over the past year in comprehensively enforcing strict Party governance. Focusing on the critical period of basically achieving socialist modernization, the speech laid out strategic plans for advancing comprehensive and strict Party governance with even higher standards and more concrete measures, thereby providing strong guarantees for realizing the goals and tasks set forth for the 14th Five-Year Plan period. The speech is characterized by its visionary perspective, broad outlook, profound insights, and rich content, offering fundamental guidance for deepening comprehensive and strict Party governance and the fight against corruption. We must thoroughly study and implement the spirit of General Secretary Xi Jinping’s important speech, deeply grasp the decisive significance of “two establishments,” enhance our “four consciousnesses,” firmly uphold our “four self-confidences,” and resolutely practice the “two safeguards.” We must conscientiously fulfill our political responsibilities in comprehensively enforcing strict Party governance, and with the perseverance and determination to keep moving forward, unswervingly push the Party’s self-revolution to greater depths.
