As the new round of the scientific and technological revolution accelerates its evolution, the Working Committee on Science, Technology, and Energy Industry Development of the Shanghai Cooperation Organization’s Multifunctional Economic and Trade Platform (hereinafter referred to as the “Science, Technology, and Energy Industry Development Committee”) is building bridges for international cooperation with an innovative approach, thereby promoting high-quality development of the energy technology industry. On November 3, Chen Guanglin, Chairman of the Science, Technology, and Energy Industry Development Committee, accepted an exclusive interview with our magazine’s reporter, during which he introduced the committee’s key functions, strategic layout, and future vision.

Multidimensional collaboration builds a new industrial ecosystem.

The Science and Technology Energy Industry Development Committee adheres to the guiding principles of “industrial synergy, digital-driven innovation, green leadership, and global deployment,” and has initially established a collaborative development framework that integrates government, industry, academia, research, finance, and services. Chen Guanglin stated that by leveraging core resources—including international organizations, business associations, and leading enterprises in the supply chain—China has developed a three-tiered promotion mechanism comprising “top-level design—meso-level synergy—grassroots implementation.” This mechanism effectively coordinates domestic and international industrial resources, fostering deepened cooperation and industrial upgrading in the energy technology sector.

Currently, the Industrial Development Committee for the Science and Technology Energy Sector is actively promoting regional intellectual property and industrial empowerment across key areas in China. It has established the “Global Science and Technology Energy Valley Cross-Border E-commerce One-Stop Public Service Base” in Tianjin and set up a Globalization Services Office in the Hainan Free Trade Port, providing enterprises with comprehensive support as they expand overseas. “Through these solid initiatives,” said Chen Guanglin, “we are gradually creating a new ecosystem for industrial globalization characterized by ‘platform-led, multi-province collaboration, and global connectivity.’” This approach not only strengthens the management of intangible assets and the operation of tangible assets but also offers systematic support for Chinese enterprises to integrate into the global market in a high-quality manner.

Over the next decade, the field of energy innovation holds tremendous promise. Chen Guanglin pointed out that innovation in the energy sector will go beyond technology itself, with a particular focus on building a global energy industry supply chain system that is secure, stable, and intelligent. He specifically emphasized that significant opportunities lie in areas such as facilitating energy trade, digitizing cross-border supply chains, fostering international cooperation on energy infrastructure, and promoting the green transformation of the energy value chain.

To this end, the Committee for the Development of the Science and Technology Energy Industry has proactively planned and precisely positioned itself, establishing a systematic service framework across five key areas: technology promotion, energy development, international trade, cross-border supply chains, and digital services. In the future, we will build a technology promotion system driven by the dual engines of an “Industry Brain + Digital Platform,” creating a comprehensive energy collaboration model that spans the entire value chain—from exploration and development to energy storage and consumption. We will also forge new trade channels featuring “cross-border e-commerce + overseas warehouses + bonded exhibitions and sales,” set up a smart supply-chain hub integrating “the convergence of four flows,” and promote a digital service ecosystem that seamlessly integrates “computing power, data, and algorithms.”

Chen Guanglin stated that the next step will be to continue making concerted efforts along five strategic directions: “a new hub for digital trade, a green energy industry chain, a benchmark international cooperation zone, a high-end technology cluster, and cultural integration for global outreach.” At the same time, we will accelerate the promotion of data-sharing collaborations with high-quality enterprises from various countries, develop industrial parks in key overseas regions, foster the growth of cutting-edge technology clusters, and enhance the international soft power of Chinese brands through cultural empowerment.
