Sichuan and Chongqing enterprises labor security law-abiding integrity rating evaluation results mutual recognition

Recently, the Chongqing Municipal Human Resources and Social Security Bureau issued the "Chongqing Labor Security Supervision Written Review Implementation Measures" (hereinafter referred to as the "Measures"), proposing the establishment of written review results in Sichuan and Chongqing and corporate labor security law-abiding integrity evaluation data sharing and mutual recognition of results Mechanism, which will help expand the application of labor security supervision and law enforcement linkage and law-abiding integrity results in Sichuan and Chongqing.
The written examination of labor security supervision refers to the way in which the administrative department of human resources and social security examines the written or electronic materials submitted by the employing unit as required to guide and standardize its labor and employment behavior.
The "Measures" are based on the "Labor Security Supervision Regulations", "Chongqing Labor Security Supervision Regulations" and other regulations and policy requirements, combined with the new development situation and actual work, and carried out the original "Chongqing Labor Security Supervision Written Review Implementation Measures (Trial)" Revised and improved.
The "measures" are divided into seven chapters and 29 articles. According to the business links such as the written examination materials, examination plan, examination declaration, examination and implementation, and examination and processing of labor and social security supervision, it has made clear provisions from the overall design of the work to the specific implementation, clearly dividing the respective rights and responsibilities of the written examination implementation agency and the employer under review, which is conducive to further standardizing and improving the quality and efficiency of the written examination.
The "Measures" stipulate that within 10 working days after receiving a written notice, the employer can declare the basic information, labor and employment information and related materials of the unit through the "Chongqing Labor Security Supervision Written Review Online Declaration Platform" to reduce the unit's offline declaration process. At the same time, employers can check the review status, review results and problem feedback in real time through the reporting platform to improve the transparency of written review.
The "Measures" propose that the administrative department of human resources and social security will establish a new supervision mechanism based on credit supervision. When randomly selecting enterprises for written examination through the system, according to their latest labor security law-abiding integrity level, the extraction ratio shall not be higher than 10% in principle, 50% in grade B and 90% in grade C. At the same time, we should establish and improve the classification supervision mechanism, and timely carry out written review on key industries and important fields.
The "Measures" require that the written review results will be recorded in the employer's labor security law-abiding integrity file, and serve as an important basis for the human resources and social security department to implement the enterprise's annual labor security law-abiding integrity rating evaluation.
In addition, in order to ensure the fairness and justice of the written review results, the "Measures" specially set up relief channels such as the result notification and statement of the reviewed employer, and clarified the work requirements and accountability of the reviewers.
