ULANQAB, Inner Mongolia, Oct. 16 (Xinhua) — Xi Jinping, General Secretary of the CPC Central Committee, President of the People’s Republic of China, and Chairman of the Central Military Commission, emphasized during an inspection tour in Ulanqab City, Inner Mongolia, on the 16th that green development is an essential component of high-quality development. He called for coordinating high-quality development with high-level environmental protection, upholding integrated conservation and systematic governance of mountains, rivers, forests, farmland, lakes, grasslands, and deserts, and advancing carbon reduction, pollution control, ecological restoration, and economic growth in a coordinated manner. He reiterated the commitment to unswervingly follow the path of ecological priority and green development.

Huangqihai, located in Chahar Right Wing Front Banner of Ulanqab City, is an inland, closed‑type lake that once faced near‑total desiccation due to climatic and other factors. After years of comprehensive management, its water surface area has gradually recovered and expanded. Xi Jinping visited the Huangqihai Nature Reserve, listened to a briefing on Inner Mongolia Autonomous Region’s efforts to strengthen ecological and environmental protection and on local initiatives to carry out integrated environmental remediation and ecosystem restoration at Huangqihai, and conducted an on-site inspection of the wetland’s shoreline, mudflats, and resident bird populations. He emphasized that the key to wetland conservation lies in preserving its natural state. He called for upholding respect for nature, adapting to nature, and protecting nature; fully implementing the Wetland Protection Law; firmly safeguarding the ecological red lines; and striving to enhance the quality and stability of ecosystems while maintaining biodiversity. For degraded wetland ecosystems, he stressed prioritizing natural restoration with supplementary human intervention, and carrying out restoration in a scientifically sound and well‑planned manner.

Ulanqab boasts abundant natural resources, and in recent years has leveraged its comparative advantages—such as green energy, a favorable climate, and its strategic location—to achieve significant progress in developing the green computing‑power industry. Xi Jinping visited the Chahar High‑Tech Development Zone, where he reviewed the autonomous region’s efforts to build hub nodes for the “East Data, West Computing” project and to foster the growth of the green computing‑power sector. He emphasized that implementing the “East Data, West Computing” initiative and establishing a nationwide integrated computing‑power network are key strategic deployments of the CPC Central Committee. He called for strengthened scientific planning, robust support for key factors, and enhanced security measures to ensure the efficient operation of completed projects and the timely completion of subsequent phases. Furthermore, he urged proactive efforts to extend the industrial chain, deepen the integration of the digital economy with the real economy, and continuously translate computing‑power strengths into developmental advantages.

He emphasized that the computing‑power network is one of the “six networks” planned and built by the state, and that the computing‑power industry is currently in a phase of accelerated development with broad prospects.
