Hu Kaiqiang, Secretary-General of the Shanghai Cooperation Organization’s Multifunctional Economic and Trade Platform and Deputy Director of the CPPCC Chongqing Municipal Committee’s Committee on Hong Kong, Macao, Taiwan, Overseas Chinese Affairs, and Foreign Affairs, welcomed the delegation led by Long Xizhou. Vice-Secretary-General Wang Jianping accompanied the meeting.
Long Xizhou stated that the Nanchuan Industrial Park is a premier, multi‑accredited facility—recognized as a national-level green industrial park, a demonstration base for foreign trade transformation and upgrading, and a model site for agricultural and pastoral industrialization. The park boasts a solid industrial foundation, attracting numerous high‑tech enterprises, specialized, refined, distinctive, and innovative firms, as well as green‑certified factories. Leveraging Qinghai’s abundant resources in lithium, solar irradiance, and green electricity, the park is focused on developing two trillion‑yuan‑scale industrial clusters: one in lithium‑ion batteries and another in photovoltaics. It has drawn leading domestic companies across these sectors, fostering a complete industrial value chain. At the same time, the park is deepening its expertise in the export‑oriented Tibetan carpet and wool‑spinning industries, seizing opportunities presented by the “East Data, West Computing” initiative to advance the green computing sector, thereby establishing a modern, diversified, and low‑carbon industrial system. The park looks forward to strengthening exchanges and cooperation with the platform, capitalizing on Qinghai’s strengths in the green energy industry, and jointly supporting the high‑quality international expansion of the park’s green energy sector.
Hu Kaiqiang pointed out that the platform remains committed to upholding the “Shanghai Spirit” and earnestly implements the resolutions adopted at previous meetings of the Council of Heads of State of the Shanghai Cooperation Organization. Centered on the core mission of “building a new SCO ecosystem characterized by the deep integration of the digital and traditional economies,” the platform leverages industry working committees to bring together market entities of diverse ownership forms, thereby fostering an industrial collaborative innovation ecosystem in SCO member states led by Chinese enterprises serving as “chain‑leading” firms. It also supports local governments in attracting investment, seeks to dismantle barriers to cooperation among enterprises with different ownership structures, and explores the establishment of “SCO standards,” laying the groundwork for a global realignment of productive forces.
Wang Jianping chaired the symposium, presenting the platform’s innovative operational model and its achievements in construction and development. He highlighted successful cases of international cooperation involving the platform’s relevant working committees, while Xie Mengkun from the Platform’s Project Expansion Department also took part in the discussion. The two sides engaged in an in-depth exchange on issues of mutual interest.
Wang Aidi, Deputy Director of the Economic and Technological Development Bureau of the Nanchuan Industrial Park Management Committee of the Xining Economic and Technological Development Zone, along with Huang Biao, General Manager of Qinghai Sanjiang Jiuzhou Agricultural and Pastoral Industry Co., Ltd., Zhang Hongde, Executive Deputy General Manager, and other relevant personnel, attended the meeting.
