Liu Tao, a member of the Party Committee and Deputy Director of the Tianjin Municipal Development and Reform Commission, paid a visit to the platform.

Hu Kaiqiang, Secretary-General of the Shanghai Cooperation Organization’s Multifunctional Economic and Trade Platform and Deputy Director of the CPPCC Chongqing Municipal Committee’s Committee on Hong Kong, Macao, Taiwan, Overseas Chinese Affairs, and Foreign Affairs, welcomed Liu Tao and his delegation. Secretary-General Wen Jixu and Deputy Secretary-General Zhang Guangfu accompanied the meeting.

Liu Tao listened to a briefing on the platform’s construction and operational model, as well as its development achievements, and expressed his appreciation for the positive role the platform has played in advancing regional economic and trade cooperation and people-to-people exchanges within the Shanghai Cooperation Organization. He provided a detailed overview of the China–Shanghai Cooperation Organization Green Industry Cooperation Platform. He emphasized that, in order to thoroughly implement the spirit of General Secretary Xi Jinping’s important address at the Shanghai Cooperation Organization Tianjin Summit and to carry out the National Development and Reform Commission’s plans for establishing and effectively utilizing the China–SCO Green Industry Cooperation Platform, it is essential to ensure the tangible outcomes of the Tianjin Summit are translated into concrete results and to accelerate practical international cooperation in the green and low-carbon sectors. To this end, he made a special visit to conduct research, aiming to study and draw on the innovative operational models and mature practical experience of the SCO’s multifunctional economic and trade platform, thereby better enabling Tianjin to leverage its geographical location and industrial strengths and continuously expand opportunities for green‑industry cooperation with SCO member states. He expressed the hope that the two sides will continue to strengthen exchanges, mutual learning, and coordinated collaboration, harnessing their respective strengths to jointly advance SCO‑wide green‑industry cooperation in a more substantive and effective manner.

Hu Kaiqiang pointed out that the platform remains committed to upholding the “Shanghai Spirit” and earnestly implements the resolutions adopted at previous summits of the heads of state of the Shanghai Cooperation Organization. Centered on the core mission of “building a new SCO ecosystem characterized by the deep integration of the digital and traditional economies,” the platform leverages industry working committees to bring together market entities of diverse ownership forms, thereby fostering an industrial collaborative innovation ecosystem in SCO member states led by Chinese enterprises serving as “chain‑leading” firms. This effort supports local governments in attracting investment and seeks to dismantle barriers to cooperation among enterprises with different ownership structures, while also exploring the establishment of “SCO standards” to lay the groundwork for a global realignment of productive forces. He emphasized that strengthening international cooperation in green and low‑carbon industries is a key consensus among the heads of state of the member countries. The Shanghai Cooperation Organization’s Multifunctional Economic and Trade Platform stands ready to work closely with the China–Shanghai Cooperation Organization Green Industry Cooperation Platform to jointly explore new models and pathways for international collaborative development in the green and low‑carbon sectors, and to co‑create landmark cooperative achievements in the SCO’s green industry.

Wen Jixu chaired the symposium, presenting the platform’s innovative operational model and its achievements in construction and development. He highlighted successful cases of international cooperation involving the platform’s relevant working committees. Xie Mengkun from the Platform’s Project Expansion Department also attended the session. The two sides engaged in an in-depth exchange on issues of mutual interest.

Going forward, the two sides will establish a regular mechanism for exchange and communication, continuously strengthen information sharing and resource pooling, and actively explore pragmatic cooperation pathways across multiple levels and sectors. Together, they will work to ensure the smooth flow of green industrial chains in the international arena, advance the implementation of more green‑industry cooperation projects, and join forces to contribute to building an even closer community with a shared future within the Shanghai Cooperation Organization.
