Hu Kaiqiang, Secretary-General of the Shanghai Cooperation Organization’s Multifunctional Economic and Trade Platform and Deputy Director of the CPPCC Chongqing Municipal Committee’s Committee on Hong Kong, Macao, Taiwan, Overseas Chinese Affairs, and Foreign Affairs, welcomed Liang Ping and her delegation. Vice-Secretary-General Wang Jianping accompanied the meeting.
Liang Ping explained that the association, guided by the principles of “reduction, reuse, and resource recovery,” is committed to advancing the development of a green, low‑carbon circular economy, supporting the nation’s dual carbon goals, and fulfilling core responsibilities such as policy research, technology dissemination, industry dialogue, and the commercialization of scientific and technological achievements. It also actively engages in cross‑sectoral collaboration. The association has established 10 workstations across Chongqing’s districts and counties, helping local agricultural and industrial sectors achieve high‑quality, low‑carbon transformation while providing specialized support in policy, talent, and technology. At present, the association is focusing on key areas such as the comprehensive utilization of bulk solid waste and holistic land management, aiming to leverage its platform to jointly promote circular economy and green, low‑carbon principles, foster exchanges and cooperation with domestic and international local governments in the circular industries, and make greater contributions to the high‑quality development of regional green industries.
Hu Kaiqiang pointed out that the platform remains committed to upholding the “Shanghai Spirit” and earnestly implements the resolutions adopted at previous summits of the heads of state of the Shanghai Cooperation Organization. Centered on the core mission of “building a new SCO ecosystem characterized by the deep integration of the digital and traditional economies,” the platform leverages industry working committees to bring together market entities of diverse ownership forms, thereby fostering an industrial collaborative innovation ecosystem in SCO member states led by Chinese enterprises serving as “chain‑leading” firms. It also supports local governments in attracting investment, seeks to dismantle barriers to cooperation among enterprises with different ownership structures, and explores the establishment of “SCO standards,” laying the groundwork for a global realignment of productive forces.
Wang Jianping chaired the symposium, presenting the platform’s innovative operational model and its achievements in construction and development. He highlighted successful cases of international cooperation involving the platform’s relevant working committees, while Qiu Rong from the Platform’s Project Expansion Department also took part in the discussion. The two sides engaged in an in-depth exchange on issues of mutual interest.
Zhou Shuaiying, Deputy Secretary-General of the Chongqing Circular Economy Association, along with Lu Yanguo from the Business Development Department, Han Fei from the External Relations Department, and Ma Wangyang, Director of the Finance Office, attended the meeting.
