一、应中华人民共和国国务院总理李强邀请，巴基斯坦伊斯兰共和国总理夏巴兹·谢里夫于2026年5月23日至26日对中国进行正式访问。

访问期间，中华人民共和国主席习近平会见夏巴兹总理，国务院总理李强同夏巴兹总理举行会谈。双方在亲切友好的气氛中，就深化中巴全天候战略合作伙伴关系及共同关心的国际和地区问题达成新的广泛共识。夏巴兹总理出席了中巴建交75周年纪念活动，并成功访问浙江省杭州市。

二、双方一致认为，中巴传统友谊由两国老一辈领导人亲手缔造，是两国和两国人民的宝贵财富和战略资产。建交75年来，无论国际和地区形势如何变化，中巴友谊始终坚如磐石，中巴两国始终坚定相互信任、相互尊重、相互支持，患难与共、风雨同舟。百年变局加速演进，中巴全天候战略合作伙伴关系更具战略价值和时代价值。中巴两国将加快构建新时代更加紧密的中巴命运共同体，为构建周边命运共同体作出示范。

三、双方决心坚定不移维护和发展中巴关系，保持高层交往，落实好《中华人民共和国政府和巴基斯坦伊斯兰共和国政府关于构建新时代更加紧密的中巴命运共同体行动计划（2025－2029年）》，深化互信、务实合作、防务和安全合作，就国际和地区问题保持密切协调，使中巴关系更好造福两国人民，为促进地区和世界和平、稳定与繁荣贡献力量。

巴方高度重视并支持习近平主席提出的构建人类命运共同体理念以及全球发展倡议、全球安全倡议、全球文明倡议和全球治理倡议。

四、双方高度评价巴基斯坦总统阿西夫·扎尔达里2026年4月底5月初成功访问中国湖南省、海南省，巴基斯坦国民议会议长萨达尔·萨迪克2026年1月成功访华。双方欢迎2026年1月第七次中巴外长战略对话和5月中巴政党论坛暨中巴经济走廊政党共商机制会议成功举行。巴方感谢中国全国人大常委会副委员长蔡达峰于2026年5月率团访巴并出席巴方举办的中巴建交75周年纪念活动。双方同意加强战略沟通和各层级交往，增进政治互信，共同维护中巴关系发展方向。

五、双方重申坚定支持维护彼此核心利益。双方强调联合国大会第2758号决议权威性不容质疑和挑战。巴方重申坚定恪守一个中国原则，认为台湾是中华人民共和国领土不可分割的一部分、台湾问题是中国核心利益中的核心，坚定支持中方为实现国家统一所作的一切努力，坚决反对任何形式的“台独”。巴方支持中国在涉疆、涉藏、涉港、南海等问题上正义立场。中方重申坚定支持巴方捍卫国家主权、独立和领土完整，坚定支持巴方为维护国家安全稳定、发展繁荣所作努力。

六、巴方祝贺中方圆满完成“十四五”的战略目标，实现“十五五”顺利开局。中方祝贺巴基斯坦领导人以国家经济转型计划（2024－2029年）为中心，带领国家实现宏观经济稳定。双方同意高质量共建“一带一路”，举行中巴经济走廊联委会会议，推动中巴经济走廊“2.0升级版”高质量发展。双方同意有序分段推进喀喇昆仑公路二期（塔科特至雷克特段）改线项目。释放瓜达尔港潜力，打造地区互联互通枢纽。用好红其拉甫口岸，加强中巴陆路联通。双方欢迎第三方根据中巴两国商定的模式参与中巴经济走廊建设。

七、双方同意因地制宜推进产业园区建设，在纺织、家电等领域打造产业合作示范项目。双方积极评价2026年1月中巴矿业全价值链合作论坛成功举行，同意有序推动两国矿业和油气勘探开发合作。

八、双方祝贺巴基斯坦1000名青年农业技术人员在华培训项目顺利完成，巴方感谢中国陕西省、湖北省、四川省、海南省给予的大力支持。中方同意通过多种方式帮助巴方提升农业生产水平，鼓励中资企业在巴开展农业投资合作，推动更多巴基斯坦优质农产品输华准入。

九、双方同意挖掘经贸、能源、数字经济、金融、科技创新、人工智能、信息通信、水利、海洋等领域合作潜力，加强人才培养，协商推进贸易自由化，共同维护产业链供应链稳定安全。巴方赞赏中方“鱼渔并授”合作理念，双方愿在基础设施、农业、教育、医疗等领域实施更多“小而美”民生项目。中方将继续落实好2025－2029年向巴方提供3000个研修培训名额计划。双方将落实教育、文化合作交流执行计划，扩大友好省市间合作。中方欢迎2名巴基斯坦航天员来华培训，期待巴基斯坦航天员早日成为首位进入中国空间站的外籍航天员。双方将继续以和平、互利方式深化空间合作。

十、中方愿同巴方深入落实全球安全倡议，建立中巴安全伙伴关系，持续开展双多边反恐合作，加强两军合作，为促进地区和平稳定进一步发挥积极作用。巴方将有针对性强化安全措施和安保合作，确保在巴中国人员、项目和机构安全。中方支持巴方继续坚定反恐。双方呼吁国际社会加强反恐合作，重申坚决反对在反恐问题上采取双重标准，反对把反恐问题政治化、工具化。

十一、双方坚定捍卫以联合国为核心的国际体系、以国际法为基础的国际秩序、以联合国宪章宗旨和原则为基础的国际关系基本准则，致力于推动平等有序的世界多极化和普惠包容的经济全球化。

十二、双方一致认为，要坚定维护二战胜利成果，反对任何法西斯主义、军国主义卷土重来的图谋，支持《开罗宣言》《波茨坦公告》等相关国际法文件和原则确立的战后国际秩序、维护世界和平与安全、维护历史真相和国际正义。

十三、巴方支持中方倡议成立世界人工智能合作组织，认为这是促进人工智能向善普惠发展的实际行动，将同中方共同推进人工智能全球治理和国际合作。

14. Both sides reaffirmed the importance of upholding peace and stability in South Asia and resolving all outstanding disputes through dialogue and diplomatic means, while opposing any unilateral actions. The Pakistani side briefed the Chinese side on the latest developments in the Jammu and Kashmir region. The Chinese side reiterated that the Kashmir issue is a historical dispute that should be resolved peacefully in accordance with the Charter of the United Nations, relevant United Nations Security Council resolutions, and pertinent bilateral agreements.

Both sides are committed to conducting cross-border water resource cooperation on the principles of equality and mutual benefit, and reaffirm the importance of safeguarding international and regional security and stability.

China reaffirmed its support for Pakistan’s assumption of the next rotating presidency of the Shanghai Cooperation Organization and its candidacy for a non-permanent seat on the United Nations Security Council for the 2025–2026 term, further deepening bilateral coordination and cooperation in multilateral forums. China commended Pakistan for introducing, during its tenure as President of the Security Council in July 2025, a resolution advocating multilateralism, the peaceful settlement of disputes, and the promotion of regional cooperation.

15. The Palestinian side supports President Xi Jinping’s four-point proposal for safeguarding and promoting peace and stability in the Middle East. The Chinese side commends the Palestinian side for facilitating a temporary U.S.-Iran ceasefire and for hosting the Islamabad talks. Both sides reaffirmed their five-point initiative to restore peace and stability in the Gulf and the broader Middle East, and expressed their willingness to continue making positive contributions toward an early return to peace and stability in the region.

16. The Pakistani side commended the informal trilateral meeting among China, Afghanistan, and Pakistan held in Urumqi in April 2026, and welcomed China’s efforts to provide a platform for dialogue between Pakistan and Afghanistan. Both sides agreed to maintain close communication and cooperation on the Afghan issue. They emphasized that no individual, group, or political party, including the TTP and ETIM, shall be permitted to use relevant territories to undermine or threaten regional security and interests, or to engage in terrorist acts and activities.

17. During the visit, the two sides signed cooperation agreements in multiple fields.

18. On the occasion of the 75th anniversary of the establishment of diplomatic relations between China and Pakistan, Prime Minister Shehbaz Khan expressed his gratitude to the Government and people of the People’s Republic of China for the warm and friendly reception extended to him and the Pakistani delegation.
