Hu Kaiqiang, Secretary-General of the Multifunctional Economic and Trade Platform of the Shanghai Cooperation Organization Member States and Deputy Director of the Committee on Hong Kong, Macao, Taiwan Affairs, Overseas Chinese Affairs, and Foreign Affairs of the Chongqing Municipal Committee of the Chinese People’s Political Consultative Conference, extended a warm welcome to Professor Zhou Xiaohua and his delegation. The meeting was attended by Wang Jianping, Deputy Secretary-General.

As the Director of the Center for Intelligent Integrated Traditional Chinese and Western Medicine Research at the Peking University Chongqing Big Data Research Institute, Zhou Xiaohua explained that the institute is a municipally affiliated public institution with independent legal status, established under the guidance of the Chongqing Municipal People’s Government and jointly hosted by the Chongqing High-Tech Industrial Development Zone Administrative Committee and Peking University. It serves as an important new-type R&D institution of Peking University in Chongqing, focusing on tackling core scientific and technological challenges and breaking through innovation bottlenecks in big-data-driven intelligence and digital transformation; facilitating the transfer and commercialization of scientific and technological achievements; fostering and incubating technology enterprises; accelerating the translation of cutting-edge basic research findings into experimental development, innovative applications, and practical implementations; and promoting the digitalization of industries and the industrialization of digital technologies. The institute will also collaborate with local universities and research institutes on key scientific research projects and talent development, thereby speeding up the establishment of a number of national and municipal key laboratories, technology innovation centers, and other innovation platforms. It hopes to strengthen exchanges and cooperation with these platforms to jointly explore new models and pathways for innovative development in frontier research, technological breakthroughs, achievement transformation, and industrial empowerment in the fields of big data and artificial intelligence.

Hu Kaiqiang pointed out that the platform is committed to upholding the “Shanghai Spirit” and thoroughly implementing the resolutions adopted at previous Councils of Heads of State of the Shanghai Cooperation Organization. Centered on the core mission of “building a new SCO ecosystem characterized by the deep integration of the digital and traditional economies,” the platform leverages industry-specific working committees to bring together market entities of diverse ownership structures, thereby fostering an industrial synergy and innovation ecosystem among SCO member states led by Chinese enterprises serving as “chain-leading” firms. This initiative aims to support local governments in attracting investment, break down barriers to cooperation among enterprises of different ownership types, explore the establishment of “SCO standards,” and lay the foundation for a global realignment of productive forces.

Wang Jianping chaired the symposium and outlined the platform’s innovative operational model and its achievements in construction and development, with a particular focus on sharing successful cases of international cooperation involving the platform’s relevant working committees. The two sides then engaged in an in-depth exchange on topics of mutual interest.

Attending the meeting were Wang Bin, a professional advisor to the platform’s think tank; Li Xia, Secretary-General of the Platform’s Precision Medicine Innovation Committee; and Li Yang, Assistant Director of the Center for Intelligent Integrated Traditional Chinese and Western Medicine Research at the Chongqing Big Data Research Institute of Peking University and a postdoctoral researcher at the Smart Healthcare Laboratory.
