BEIJING, April 28 (Xinhua) — The Political Bureau of the CPC Central Committee held a meeting on April 28 to analyze and study the current economic situation and economic work. The meeting was chaired by Xi Jinping, General Secretary of the CPC Central Committee.

The meeting concluded that, since the beginning of this year, the Party Central Committee with Comrade Xi Jinping at its core has strengthened its overall leadership over economic work, adopting a holistic and forward-looking approach. All regions and departments have taken proactive measures and implemented comprehensive policies, enabling China’s economy to get off to a strong start, with key indicators outperforming expectations and demonstrating remarkable resilience and dynamism. At the same time, we continue to face certain difficulties and challenges, and the foundation for sustained, steady improvement in the economy still needs to be further consolidated. We must bolster our confidence and redouble our efforts, adopting more vigorous and concrete measures to deliver effective results in economic work.

The meeting emphasized the need to uphold the general principle of pursuing progress while ensuring stability, fully, accurately, and comprehensively implement the new development philosophy, accelerate the establishment of a new development pattern, better coordinate the domestic and international contexts, balance development with security, unswervingly deepen reform and opening up, promote self-reliance and strength in science and technology as well as the independent and controllable operation of industrial chains, implement more proactive fiscal policies and moderately accommodative monetary policies in a targeted and effective manner, continuously expand domestic demand and optimize supply, enhance both incremental growth and the efficient utilization of existing assets, focus on stabilizing employment, enterprises, markets, and market expectations, strengthen the endogenous drivers of economic development, further consolidate the domestic major circulation, improve the dual circulation—domestic and international—and strive for a strong start to the 15th Five-Year Plan period.

The meeting emphasized the need to make full and effective use of macro policies. It called for continuously optimizing the structure of fiscal spending to ensure that the “three guarantees” at the grassroots level are firmly in place. It also stressed the importance of enhancing the forward-looking, flexible, and targeted nature of monetary policy to maintain ample liquidity, keeping the RMB exchange rate broadly stable at an appropriate and balanced level, and conducting consistent assessments of macro policy orientation.

The meeting emphasized the need to tap the full potential of domestic demand by expanding the supply of high-quality goods and services and driving consumption upgrading. It called for the thorough implementation of initiatives to expand capacity and enhance the quality of the service sector, as well as for strengthened planning and construction of water networks, next-generation power grids, computing-power networks, next-generation communication networks, urban underground utility networks, and logistics networks. In addition, it urged the commencement of major projects where conditions are ripe.

The meeting emphasized the need to accelerate the development of a modern industrial system and maintain an appropriate share of manufacturing in the economy. It called for deepening the construction of a unified national market and rigorously addressing “involutionary” competition. The meeting also urged the comprehensive implementation of the “Artificial Intelligence Plus” initiative to foster new forms of the smart economy and improve AI governance, as well as further deepening reform of state-owned assets and state-owned enterprises. In addition, it stressed the importance of systematically responding to external shocks and challenges, enhancing energy and resource security, and using the certainty of high-quality development to address various uncertainties.

The meeting emphasized the need to effectively prevent and defuse risks in key areas. It called for concerted efforts to stabilize the real estate market and steadily advance urban renewal; to systematically mitigate local government debt risks and vigorously address the issue of delayed payments to enterprises; and to promote the reform of small and medium-sized financial institutions while bolstering confidence in the capital markets.

The meeting emphasized the need to strengthen the policy orientation of prioritizing employment and to enhance social programs in education, healthcare, childcare, and other areas that directly affect people’s livelihoods. It called for robust agricultural production and stable prices for pork and other agricultural products. The meeting also stressed the importance of improving the regularized assistance mechanism to prevent large-scale relapse into or onset of poverty. Furthermore, it underscored the need to ensure workplace safety, disaster prevention and mitigation, and food and drug safety. Finally, the meeting urged in-depth study and education on establishing and practicing a correct view of official achievements, with the goal of translating the outcomes of such efforts into concrete results that drive high-quality development.

The meeting also reviewed other matters.
