Hu Kaiqiang, Secretary-General of the Multifunctional Economic and Trade Platform of the Shanghai Cooperation Organization Member States and Deputy Director of the Committee on Hong Kong, Macao, Taiwan Affairs, Overseas Chinese Affairs, and Foreign Affairs of the Chongqing Municipal Committee of the Chinese People’s Political Consultative Conference, extended a warm welcome to Hong Yu and his delegation. The meeting was attended by Zhang Guangfu, Deputy Secretary-General.
Hong Yu stated that Qinghai Jincai Private Equity Investment Fund Management Co., Ltd., as the only government-guided fund management institution in Qinghai Province established with the support of the provincial fiscal mechanism, has a fund size of RMB 5 billion and operates under a master–sub-fund structure. Adhering to a market-oriented approach, the fund allocates 60% of its capital to key industries within the province, with a particular focus on supporting the development of new energy sectors such as photovoltaic, wind, and hydropower, as well as specialty agricultural industries like organic products, yak, and Tibetan sheep. The company expresses its intention to strengthen exchanges and cooperation with the platform and plans to leverage the platform’s resources to jointly convene stakeholders across the value chain to establish a Working Committee for the Sustainable Development of Plateau Ecological Industries. Taking the integration of agriculture, culture, and tourism as the entry point, the committee will explore new models and pathways for translating plateau ecological value into economic value and advancing the assetization of ecological resources.
Hu Kaiqiang pointed out that the platform is committed to upholding the “Shanghai Spirit” and thoroughly implementing the resolutions adopted at previous Councils of Heads of State of the Shanghai Cooperation Organization. Centered on the core mission of “building a new SCO ecosystem characterized by the deep integration of the digital and traditional economies,” the platform leverages industry-specific working committees to bring together market entities of diverse ownership structures, thereby fostering an industrial collaborative innovation ecosystem in SCO member states led by Chinese enterprises serving as “chain-leading” firms. This initiative aims to support local governments in attracting investment and business, break down barriers to cooperation among enterprises with different ownership models, explore the establishment of “SCO standards,” and lay the foundation for a global realignment of productive forces.
Zhang Guangfu chaired the symposium and outlined the platform’s innovative operational model and its achievements in construction and development, with a particular focus on sharing successful cases of international cooperation involving the platform’s relevant working committees. Qiu Rong from the Platform’s Project Expansion Department also attended the meeting. Participants exchanged views on a range of topics, including the promotion of geographical indication products, the development of eco-cultural tourism in national parks, the building of creative brands rooted in the Qinghai–Tibet Plateau, the establishment of a cross-border e-commerce system, the dissemination of multilingual anime IP, and the facilitation of international resource matchmaking.
