Hu Kaiqiang, Secretary-General of the Multifunctional Economic and Trade Platform of the Shanghai Cooperation Organization Member States and Deputy Director of the Committee on Hong Kong, Macao, Taiwan Affairs, Overseas Chinese Affairs, and Foreign Affairs of the Chongqing Municipal Committee of the Chinese People’s Political Consultative Conference, extended a warm welcome to Zhao Weihua and his delegation. The meeting was attended by Wen Jixu, Secretary-General, and Wang Jianping, Deputy Secretary-General.
Zhao Weihua explained that the National New-Energy Commercial Vehicle Ecosystem Joint Council (hereinafter referred to as the “Council”), established in July 2021, is a leading national industry ecosystem organization dedicated to the new-energy commercial vehicle sector. In April 2025, it was integrated into the China Association of Automobile Manufacturers. The Council aims to serve as a bridge for information exchange, trend analysis, and collaborative dialogue among upstream and downstream enterprises across the value chain. As a key enabler of the MIIT’s Institute for Intelligent Automotive Industry, the Council primarily functions as an industry “connector” and “think tank,” promoting healthy industry development through regular sharing of market intelligence, publication of in-depth data analyses, organization of industry forums, and direct engagement with pressing industry challenges. Currently, the Council has nearly 200 member organizations, spanning complete vehicle manufacturers, core component suppliers, and other stakeholders across the value chain, making it a pivotal force in consolidating industry leadership and driving the development of China’s new-energy commercial vehicle sector. It expresses the hope to strengthen exchanges and cooperation with the platform, leverage China’s global leadership in the new-energy vehicle industry, and empower the Council to facilitate the high-quality international expansion of China’s automotive value chain.
Hu Kaiqiang pointed out that the platform is committed to upholding the “Shanghai Spirit” and thoroughly implementing the resolutions adopted at previous Councils of Heads of State of the Shanghai Cooperation Organization. Centered on the core mission of “building a new SCO ecosystem characterized by the deep integration of the digital and traditional economies,” the platform leverages industry-specific working committees to bring together market entities of diverse ownership structures, thereby fostering an innovative, collaboratively driven industrial ecosystem among SCO member states led by Chinese enterprises serving as “chain leaders.” This initiative aims to support local governments in attracting investment, break down barriers to cooperation among enterprises of different ownership types, explore the establishment of “SCO standards,” and lay the foundation for a global realignment of productive forces.
Wen Jixu chaired the symposium, presenting the platform’s innovative operational model and its achievements in construction and development, with a particular focus on sharing successful cases of international cooperation involving the platform’s relevant working committees. The two sides then engaged in an in-depth exchange on topics of mutual interest.
Lu Huaping, Secretary-General of the National New-Energy Commercial Vehicle Ecosystem Joint Conference, along with Wu Li, Secretary-General of the Platform Environmental Resources Working Committee, and Li Mingbo, Deputy Secretary-General, attended the meeting.
