Xinhua News Agency, Xiongan New Area, Hebei Province, March 23 — On March 23, Xi Jinping, General Secretary of the CPC Central Committee, President of the People’s Republic of China, and Chairman of the Central Military Commission, conducted an inspection tour of the Xiongan New Area in Hebei Province, presided over a symposium on deepening the high-quality development and construction of the new area, and delivered an important speech. He emphasized the need to firmly uphold the primary functional positioning of Xiongan New Area as the centralized hub for relocating non-capital functions from Beijing, maintain strategic resolve and historical patience, further emancipate the mind, broaden our thinking, strengthen coordination, and pool collective efforts. Guided by reform and innovation, we must enhance endogenous development momentum; with the rational agglomeration of factors and resources as the key focus, we should invigorate the new area; and we must strive to build it into a new-era innovation hub and a model for promoting high-quality development.

Li Qiang, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and Premier of the State Council; Cai Qi, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and Director of the General Office of the CPC Central Committee; and Ding Xuexiang, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, accompanied the inspection and attended the symposium.

On the morning of the 23rd, upon his arrival in the Xiong’an New Area, Xi Jinping, accompanied by Ni Yuefeng, Secretary of the Hebei Provincial Party Committee, and Wang Zhengpu, Governor of Hebei Province, toured the construction progress of the Startup Area by car. Observing the orderly advancement of the new area’s development and its vibrant momentum, he expressed his approval.

Subsequently, Xi Jinping visited China Huaneng Group Co., Ltd. for an inspection. In October 2025, more than 1,000 employees from Huaneng Group’s headquarters and its affiliated subsidiaries will relocate to the Xiong’an New Area. Xi Jinping entered the enterprise’s operations monitoring and emergency command center, listened to briefings on the relocation, industrial layout, and innovative development, and examined real-time operational data and remote video feeds. He emphasized that the move to the Xiong’an New Area should be taken as an opportunity to stimulate the enthusiasm and initiative of the company’s cadres and employees in innovation and entrepreneurship, thereby making new contributions to accelerating the development of a new energy system and building China into a powerful energy nation.

In the lobby on the first floor of the company, Xi Jinping engaged in cordial exchanges with representatives of the cadres and employees of the relocated and under-construction institutions stationed in the Xiong’an New Area, inquiring about their work and living conditions. He commended their hard work and dedication to the construction and development of the New Area, and expressed the hope that they would take deep root in this fertile land and actively contribute their wisdom and talents. He emphasized that everyone should feel proud to be a “Xiong’an person,” lead the way with bold initiative and steady progress in their endeavors, and jointly create a bright future for Xiong’an.

The Xiong’an Campus of Beijing No. 4 High School, built with aid from the Municipality of Beijing, was put into use in August 2023 and currently has more than 380 students. Inside the teaching building, students are attending classes. Xi Jinping entered Class 1, Grade 7, where he spoke with teachers and students and learned about the school’s teaching practices. He expressed the hope that the fine experiences and best practices of Beijing No. 4 High School would be brought to Xiong’an, so as to care for the physical and mental health of children with dedication and compassion and to promote their all-round development.

On the afternoon of the 23rd, Xi Jinping presided over a symposium on further advancing the high-quality construction and development of the Xiongan New Area. Zheng Zhajie, Director of the National Development and Reform Commission; Ni Yuefeng, Secretary of the Hebei Provincial Party Committee; and Zhang Guohua, Secretary of the Party Working Committee of the Xiongan New Area, each delivered remarks. Responsible officials from Beijing Municipality, Tianjin Municipality, and relevant departments of the central and state organs submitted written statements.

After listening to the remarks of all participants, Xi Jinping delivered an important speech. He emphasized that, under the strong leadership of the Party Central Committee and through the concerted efforts of all parties, major milestone achievements have been made in the construction and development of the Xiong’an New Area. Practice has fully demonstrated that the Party Central Committee’s decision to build the Xiong’an New Area is entirely correct and that work in all areas has been solid and effective.

Xi Jinping pointed out that to deepen the high-quality construction and development of the Xiong’an New Area, it is essential to adhere to the area’s functional positioning and to advance, in a more vigorous and orderly manner, the relocation and absorption of non-capital functions from Beijing. We should proactively yet prudently carry out, in phases, the construction of projects for relocating central state-owned enterprises, universities, and hospitals; systematically promote the relocation of financial institutions, research institutes, and public institutions; and provide support to ensure the better development of the relocated entities. In addition, we must strengthen policy support and services for relocation projects and personnel, and guide and support these projects in radiating and driving development in the New Area and its surrounding regions.

Xi Jinping emphasized that to continuously enhance the comprehensive carrying capacity of the Xiong’an New Area, it is essential to adopt a systematic approach and integrate high-quality development with efficient governance. It is crucial to strike the right balance in pace and sequencing, concentrate resources on advancing the construction of the Startup Area and other key zones, and strive to deliver “Xiong’an Quality.” We must uphold Party leadership in guiding the governance of the New Area, improve the public service system, prioritize safeguarding and improving people’s livelihoods, actively explore forward-looking smart-city governance models, and build a beautiful Xiong’an characterized by blue skies, green lands, and clear waters.

Xi Jinping pointed out that the Xiong’an New Area should be driven by reform and innovation, promote the deep integration of technological innovation and industrial innovation, develop new-quality productive forces tailored to local conditions, and foster a modern industrial system that is well-suited to the realities of the New Area. It is essential to build the Xiong’an Zhongguancun Science Park to a high standard and facilitate the commercialization and application of more scientific and technological innovations. We should encourage the clustered development of emerging industries and future industries, vigorously develop producer services, and support the transformation and upgrading of traditional industries. Furthermore, we must boldly explore and take the lead in piloting innovative policies in fields such as science and technology and finance, so as to create a business environment that is market-oriented, rule-of-law-based, and internationally competitive.

Xi Jinping emphasized the need to strengthen Party leadership and Party building, firmly establish and thoroughly implement a correct view of political achievements, and foster a clean and upright political environment. All relevant parties must enhance their awareness of the overall situation and their sense of responsibility, translate the decisions and arrangements of the CPC Central Committee into concrete actions, and provide robust support for the high-quality construction and development of the Xiongan New Area. Cadres throughout the Xiongan New Area must be courageous in assuming responsibility, devote themselves wholeheartedly to implementation, and strive to deliver satisfactory results to the Party and the people.

In his address, Li Qiang stated that it is essential to earnestly study and implement the spirit of General Secretary Xi Jinping’s important speech, maintaining strategic resolve in pursuing the “millennial plan” while pressing ahead with a sense of urgency and determination to deepen the high-quality construction and development of the Xiong’an New Area. We must strive for new progress in taking on the relocation of non-capital functions from Beijing, bolstering both the momentum for such relocation and the attractiveness of Xiong’an as a destination. We should seek breakthroughs in enriching the city’s substance and enhancing its functions, accelerating the improvement of public services, fostering a world-class industrial ecosystem, and building Xiong’an into a hub of innovation for the new era. Moreover, we must make fresh contributions to promoting coordinated development among Beijing, Tianjin, and Hebei by pooling the strengths of all parties, intensifying reform-oriented experimentation, and leveraging the region’s leading and driving role.

In his address, Ding Xuexiang stated that it is essential to thoroughly study and implement the spirit of General Secretary Xi Jinping’s important speech, seize opportunities and build on momentum to fully advance the innovation-driven development strategy in the Xiong’an New Area, deeply integrate it into the regional collaborative innovation network, and actively establish it as a key pillar of the Beijing–Tianjin–Hebei International Science and Technology Innovation Center. He emphasized leveraging the concentration of strengths in higher education institutions and research institutes to promote integrated innovation among industry, academia, and research, and to advance the coordinated development of education, science and technology, and talent at a high level. Furthermore, he called for meticulously cultivating a world-class innovation ecosystem, accelerating the development of emerging and future industries, and elevating the high-quality construction and development of the Xiong’an New Area to a new stage.

He Lifeng and other officials accompanied the inspection tour and attended a symposium, which was also attended by Yin Li, Chen Min’er, Wu Zhenglong, as well as responsible officials from relevant departments of central and state organs, relevant units of the armed forces, the municipalities of Beijing and Tianjin, Hebei Province, the Xiong’an New Area, and related enterprises.
