Hu Kaiqiang, Secretary-General of the Multifunctional Economic and Trade Platform of the Shanghai Cooperation Organization Member States and Deputy Director of the Committee on Hong Kong, Macao, Taiwan Affairs, Overseas Chinese Affairs, and Foreign Affairs of the Chongqing Municipal Committee of the Chinese People’s Political Consultative Conference, extended a warm welcome to Pan Chaofeng and his delegation. The meeting was attended by Wang Jianping, Deputy Secretary-General.
Pan Chaofeng provided an overview of Beihai’s overall economic and social development. Situated at the heart of the Beibu Gulf, Beihai enjoys a superior geographic location, convenient port access, and a pristine ecological environment, making it a frontline hub for Guangxi’s marine-oriented economy. In addition, Beihai boasts unique natural resources, with abundant assets in marine, forestry, mineral, agricultural, and cultural–tourism sectors. In recent years, Beihai has focused on key industries such as green new materials, offshore engineering equipment, new energy, cultural tourism and health care, modern logistics, and cross-border e-commerce, working to enhance industrial chain support, strengthen policy incentives, and ensure adequate resource allocation—thus becoming an attractive destination for domestic and international businesses seeking investment and business development. It is hoped that a collaborative mechanism can be established with the platform to leverage Beihai’s industrial strengths and locational advantages, jointly elevating the quality and innovation of local industries, trade, and investment, and helping Beihai more effectively integrate into the joint development of the New International Land–Sea Trade Corridor, thereby achieving high-level opening-up and high-quality development.
Hu Kaiqiang pointed out that the platform is committed to upholding the “Shanghai Spirit” and thoroughly implementing the resolutions adopted at previous Councils of Heads of State of the Shanghai Cooperation Organization. Centered on the core mission of “building a new SCO ecosystem characterized by the deep integration of the digital and traditional economies,” the platform leverages industry-specific working committees to bring together market entities of diverse ownership structures, thereby fostering an innovative, industry-wide collaborative ecosystem in SCO member states led by Chinese enterprises serving as “chain leaders.” This initiative aims to support local governments in attracting investment and business, break down barriers to cooperation among enterprises of different ownership types, explore the establishment of “SCO standards,” and lay the foundation for a global realignment of productive forces. The platform stands ready to join hands with the Beihai Municipal Government to explore new models of synergistic development between international economic and trade platforms and local governments, and to jointly create new outcomes through enhanced cooperation.
Wang Jianping chaired the symposium and outlined the platform’s innovative operational model and its achievements in construction and development, with a particular focus on sharing successful cases of international cooperation involving the platform’s relevant working committees. Daya from the Platform’s Project Expansion Department also attended the meeting. The two sides engaged in in-depth exchanges on topics of mutual interest.
Chen Ruihai, Party Secretary and Chairman of Beihai Yintan Development & Investment Co., Ltd., and Zhang Wei, Head of the Planning Department, attended the meeting as representatives of the platform’s member organizations.
