Deepening Collaborative Efforts to Promote the Global Expansion of Chongqing’s Intelligent, Connected, and New-Energy Vehicles

Recently, the Multifunctional Economic and Trade Platform of the Shanghai Cooperation Organization Member States and Chongqing Liangjiang Investment Group reached a consensus on deepening cooperation to promote the internationalization of the intelligent, connected, and new-energy vehicle industry. The two parties outlined clear strategies for industrial synergy, open collaboration, and project implementation, with the aim of enhancing the quality and efficiency of Chongqing’s “automotive exports.”

Yufu New City in the Liangjiang New Area serves as the main hub and core platform for Chongqing’s ambition to become a global center for new-energy, intelligent, and connected vehicles. Leveraging key open-platform nodes such as Guoyuan Port National Logistics Hub, Fusheng High-Speed Railway Station, the Comprehensive Bonded Zone, and the Free Trade Zone, the area has attracted leading automakers including Changan and Seres, with its complete-vehicle production and sales accounting for nearly 70% of the city’s total—making it the primary base for Chongqing’s “Chongqing Cars Going Global” initiative.

Looking ahead to the 15th Five-Year Plan period, Yufu New City will deepen its integration into the joint efforts to build the Belt and Road Initiative, with a particular focus on developing the automotive markets of Shanghai Cooperation Organization member states and accelerating the establishment of a premier hub for international automotive trade and modern services. At the same time, leveraging the integrated station-city development around Fusheng High-Speed Railway Station as a key driver, the city will strengthen industrial planning, policy support, and market attraction, while forging comprehensive collaboration with the Shanghai Cooperation Organization’s multi-functional economic and trade platform. Together, these initiatives will ensure the effective implementation of automotive industry and urban functional development goals at both the municipal and district levels, harnessing open cooperation to propel the high-quality, trillion-yuan-level automotive industry toward sustained growth.

The Shanghai Cooperation Organization Multifunctional Economic and Trade Platform, a non-profit international cooperation platform co-built by the Liangjiang New Area, focuses on the deep integration of the digital economy and the traditional economy. By leveraging industry working committees to foster collaboration among diverse market players, the platform is developing an SCO-member-country industrial synergy and innovation ecosystem led by Chinese enterprises serving as “chain leaders.” To date, it has established public-service platforms such as an international industrial incubator, a Research Institute for Digital and Intelligent Industrial Economic Development, and a Price Dispute Mediation Center, thereby forming an integrated, coordinated service matrix that brings together international economic and trade organizations, industry associations, and research think tanks.

The platform will provide full support for the upgrading of leading industries in Liangjiang New Area, such as intelligent connected new-energy vehicles, while adopting a global perspective to integrate key projects into the broader national opening-up strategy and promote their coordinated development. It will continue to leverage Chongqing’s strategic location and resource advantages, enhance the scale and level of industrial development and openness, and inject stronger “Shanghai Cooperation Organization–driven momentum” into Liangjiang New Area’s high-quality development and high-level opening-up.

Both sides agreed that intelligent, connected, and new-energy vehicles represent a key lever for practical cooperation between the Chengdu–Chongqing Twin-City Economic Circle and the member states of the Shanghai Cooperation Organization. Moving forward, the Multifunctional Economic and Trade Platform of the Shanghai Cooperation Organization and the Liangjiang New Area will accelerate the alignment and implementation of specific initiatives, leveraging industrial synergy, transport corridor coordination, and market integration to facilitate the global expansion of Chongqing-made automobiles and support Chongqing’s development as a comprehensive inland open hub.
